Main Duties and Responsibilities
1. To work with Senior Advisor(s) in reviewing and analysing relevant policies, legislation and issues relevant to people with disabilities in Ireland.2. To agree with the Senior Advisor(s) on the key contacts to be established and maintained with organisations in the relevant policy and public affairs areas.3. To assist in gathering information and data on proposals, policies, initiatives and issues in the relevant policy areas working closely with the NDA Library and Research and Standards Development staff.4. To participate in the development and implementation of communications strategies and programmes for influencing key contacts. 5. To assist Senior Advisors in interacting and liaising with statutory and non-statutory bodies and organisations in relation to NDA policy.6. To assist in monitoring the implementation of standards and codes of practice in services provided for people with disabilities and in interventions in cases of unsatisfactory or inadequate service provision.7. To draft reports on the implementation of standards and the adequacy of programmes and services provided for people with disabilities and, in cases of unsatisfactory or inadequate levels of service, to draft reports with appropriate recommendations for action to be taken.8. To carry out such other duties as may be assigned from time to time.
Person Specification. The following are considered essential to fulfil the role of Policy and Public Affairs Advisor:· An honours degree or equivalent qualification in a relevant discipline with at least 3 years’ work experience in the public policy area;· The ability to evaluate policy and to formulate policy proposals based on evidence and best practice;· An understanding of the policy environment in Ireland;· Strong written and oral communication skills and excellent interpersonal skills including experience of interacting effectively with a range of statutory and non-statutory agencies;· An ability to work on own initiative complemented by a capacity for teamwork.The following criteria are considered highly desirable for the post:· A background in employment, social welfare or disability-related issues;· Experience of preparing comprehensive and succinct submissions to influence policy.
