Senior Archaeologist

Salary: € 82,368 - € 108,135

Background

The Archaeology and Heritage section’s primary objective is to minimise the archaeological and heritage impacts associated with TII’s projects and programmes. The section manages archaeological and heritage risk, ensures legislative compliance, and builds public trust, working in close collaboration with TII and local authority partners. The section is currently managing over 250 schemes across national road, greenways and public transport projects.

For national road, active travel and greenway schemes, archaeologists are assigned to local authority design teams. for public transport projects, archaeologists are assigned to TII project teams. TII assigned project archaeologist may be TII staff, local authority staff or external consultants engaged by TII under the Project Archaeologist and associated services framework. The section has a suite of guidelines, available on TIIpublications.ie, which are updated and revised as the need arises. The section ensures ongoing dissemination of information arising from TII projects to the public, local communities, researchers, etc., through talks, seminars, and public events. Every August, the Section partners with other stakeholders and organises a programme of events as part of National Heritage Week.

The section provides a wide range of material on-line including audiobooks, story maps, and other material, which is accessible on the TII website (https://www.tii.ie/technical-services/archaeology/) and the TII Digital Heritage Collections (TII Digital Heritage Collections - Digital Repository of Ireland). The section maintains the TII Digital Heritage Collections on the Digital Repository of Ireland, ensuring the long-term digital preservation and accessibility of the technical archaeological reports and datasets arising from TII projects (these collections also contain material from the NRA and the RPA).

The section also has an active publication programme, to date 16 books have been published as part of the TII Heritage series complementing the 29 titles published in two NRA archaeology book series. Many of the books are available on the TII website in digital format (pdf) and in the ePub format useable by people who require assistive technologies.

The Section actively participates in national and international conferences, conventions and working groups. It also represents TII on several national and professional committees, where it can share its unique perspective with other stakeholders, while also keeping abreast of innovations and emerging trends.

The section is currently divided into three regional team managed by two senior archaeologists and the Head of Archaeology and Heritage.

Following the recruitment of this senior archaeologist, the regional team structure will be updated.

Role and Responsibilities

· Work with the Head of Archaeology and Heritage in ensuring that the section fulfils its Annual Business plan objectives.

· Work with the Head of Archaeology and Heritage to develop appropriate strategies and policies for Archaeology & Heritage that support the work of TII, and that maintain and enhance TII’s reputation as a centre of excellence for Archaeology, while taking account of current legislation and trends both within Ireland and abroad

· Project manage the development of guidelines, or the review and update of existing guidelines.

· Manage and support a TII Archaeology and Heritage regional team, which may consist of TII, lo-cal authority or consultant archaeologist(s), assigned as Project Archaeologist(s)/Resident Ar-chaeologist(s).

· With regard to regional team ensure compliance with the TII code of practice for archaeology (2017), and TII guidance and policy.

· Fulfil line management duties for assigned TII Archaeologists in accordance with TII policies in-cluding health and safety, travel and subsistence approvals.

· Co-ordinate work of local authority archaeologists in partnership with local authority senior en-gineers.

· Oversee and assign work to consultant archaeologists assigned as Project Archaeologists.

· Develop and enhance staff performance through performance management and on-going professional development.

· Fulfil duties of Project Archaeologist on national road, greenway and/or public transport schemes.

· Support Senior Engineer and their project teams (TII or local authority) in the management of archaeological and heritage impacts on their national road, greenway and/or public transport schemes.

· Deputise for the Head of Archaeology and Heritage when required, attending Heads of Section meeting.

· Represent TII on national committees and fora.

· Manage and coordinate the preparation of material on archaeology, where appropriate, in conjunction with the TII’s legal advisers for the purposes of responding to legal challenges.

· Support TII Divisions in the management and delivery of archaeological and heritage services for National Road, Public Transport and Greenway schemes.

· Work collaboratively with team members in the Section, with other TII Divisions, local authority design teams and specialist third party technical advisors.

· Develop strong and effective relationships with key stakeholders, local authorities, the National Monuments Service, the National Museum of Ireland, the Digital Repository of Ireland.

· Develop strong and effective relationships with archaeological and heritage consultants.

· Develop strong and effective organisations including Universities, European Archaeological Council and the European Association of Archaeologists.

· Implement arrangements for the dissemination of information to the public on archaeologi-cal finds associated with TII schemes, including an appropriate publications strategy.

· Prepare responses to parliamentary questions and questions from members of the public as well as supporting the Section in the preparation of materials requested under the Freedom of Infor-mation and Access to Environmental Information legislation.

· Report to the Head of Archaeology and Heritage on matters pertaining to the management of the Archaeology & Heritage function including staffing, procurement and compliance.

And

Undertaking all other duties as may be assigned appropriate to the grade.

All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.

Education & Experience

· Degree or third level professional qualification (HETAC Level 8 or equivalent) in Archaeology.

· Minimum 7 years’ experience in a responsible position managing archaeological and heritage projects.

· A high standard of technical training, analytical skills and IT proficiency.

· Excellent verbal and written communications skills, with the ability to communicate with and in-fluence a wide range of stakeholders at varying levels.

· Excellent interpersonal skills, ability to manage and lead highly skilled and competent team from a variety of backgrounds, with an ability to lead and motivate others to deliver objectives.

· Effective team player with stakeholder management capabilities as they relate to the responsi-bilities.

· A strong commitment to public safety and to the safety of those working for TII and on behalf of TII.

· Fluency in the English language, both written and oral.

· Currently hold and maintain a full driving licence.

Desirable:

· A track record of success in the management of archaeology and heritage on major infrastructure schemes or significant largescale developments.
