Senior Engineer – Light Rail Network Management

Salary: €87,510 – 109,216

Background

Transport Infrastructure Ireland (TII) was set up to deliver and operate safe and efficient light rail and national road networks. TII’s mission is to deliver transport infrastructure and services that contribute to the quality of life of the people of Ireland and support the country’s economic growth.

TII’s ability to deliver and operate light rail and roads networks efficiently is recognised, as evidenced by the portfolio of National Development Plan (NDP) 2021–2030 investments entrusted to TII and its partners to deliver.

Under the NDP there are three areas under the remit of TII which identify key priorities:

1) Investment in public transport infrastructure to be delivered on behalf of the National Transport Authority (NTA) in line with the Transport Strategy for the Greater Dublin Area 2022-2042. This Strategy commits to the undertaking of appraisal, planning and design of Luas network expansion to Bray, Finglas, Lucan and Poolbeg. Importantly, the Plan also sets out a firm commitment to deliver a metro rail system known as MetroLink that will run from Swords to Charlemont, connecting Dublin Airport with the city centre and providing interchanges with other public transport services including Iarnród Eireann at Glasnevin, the DART at Tara Street and Luas at O’Connell Street and Charlemont. TII also delivers light railway infrastructure being planned in other cities: currently TII is working in partnership with the NTA on the planning and design of Cork Light Rail Transit.

2) Investment in national roads, active travel and Greenway infrastructure will be delivered in accord-ance with the guiding principles of the Department of Transport, National Investment Framework for Transport in Ireland and the Strategy for Future Development of National and Regional Greenways. The major roads, active travel and Greenways projects to be delivered and funding provisions are set out in the NDP 2021 to 2030. TII also has a new function for the delivery of zero and low emission vehicle infrastructure (ZEVI) under the Road Traffic and Roads Act 2023.

3) Investment in maintenance and renewal expenditure will need to increase over the lifetime of the NDP to meet the required investment levels for the current transport network and for new projects as they come into service.

TII’s ambitious plans for infrastructural delivery will drive Ireland’s long term economic, environmental, and social progress across all parts of the country over the next decade. The NDP, which is aligned with the delivery of the objectives of the National Planning Framework (NPF), sets out a roadmap and the level of investment which will underpin the NPF and drive its implementation over the next ten years.

Roles and Responsibilities

The principal duties of the position will include:

Environmental Planning:

· Support the delivery of work of external environmental service providers, environ-mental staff and administrative staff as may be assigned.

· Coordinate the day-to-day environmental requirements to support the project teams engaged in the delivery of Light Rail projects.

· Review appropriate procedures and ensure quality controls are in place for the coor-dination and management of the Engineering Designers Environmental Impact Assessment specialists. This will include coordinating and supporting technical reviews of various environmental subdisciplines.

· Assist (as required) the various portfolio and project teams in procuring technical ad-visers.

· Ensure project deliverables comply with environmental best practice guidance and legislation (e.g. EIA Directive) as they pertain to Light Rail projects.

· Ensure project deliverables pertaining to the Environmental requirements comply with external appraisal guidelines e.g. Department of Transport’s Transport Appraisal Framework.

· Support the undertaking (as it pertains to environmental matters) of comprehensive reviews of all draft documentation including Project Execution Plans, Route Option Selection Reports, Preliminary Design, Environmental Impact Assessment Reports (EIAR) and Natura Impact Statements (NIS). Ensure that appropriate procedures and quality controls are in place to support the delivery of such documentation.

· Support a programme of stakeholder engagement and communications to drive im-provements across TII, liaising and collaborating with colleagues, advisors and rele-vant stakeholders during the planning, construction and operational stages of projects, as required.

· Input into the preparation of responses to parliamentary questions and questions raised by members of the public in relation to various environmental issues associated with the planning, construction and operation of light rail projects as required.

· Input into the development of research projects that are related to the delivery of Light Railway projects as required.

· Collaborate with and support the Environment Policy & Compliance (EPC) section of TII in respect of the development of new planning, design, construction and commis-sioning and maintenance of environmental technical documents/ standards (as they pertain to Light Rail projects) to ensure a consistent approach is used for the treatment of all transport-related projects.

· Collaborate with the EPC section of TII to ensure that sustainability and best practice technical guidance across Roads & Active Travel projects are relevant and appropriately transposed to Light Rail projects.

· Collaborate with the EPC section’s specialist in relation to the assessment of carbon and climate impacts associated with the development of Light Rail projects.

· Undertaking other such tasks, activities or duties that may be required or assigned as appropriate to the grade.

Stakeholder Management

· Support the development and maintenance of productive relationships with relevant Government Departments, local authorities, National Transport Authority, other state agencies, and external consultants.

· Support and participate in, as required, engagement activities with members of the public in relation to Light Rail projects.

· Work collaboratively with team members in the section and with other TII Divisions and specialist third party technical advisors.

All the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.

Education & Experience

The successful candidate will be required to demonstrate the key competencies for a Grade 1 position as identified in TII’s Competency Directory (See Appendix 1 to this information booklet), as well as the following job-specific requirements:

· A recognised third level degree qualification (NFQ Level 8 or equivalent), in environmental science/civil engineering, or allied discipline.

· Minimum of seven years’ experience in a responsible position of environmental coordination / management pertaining to large-scale linear infrastructure projects.

· A strong track record in the preparation, co-ordination, or audit of Environmental Impact Statements (EISs)/Environmental Impact Assessment Reports (EIARs), Natura Impact Statements (NIS) for large-scale linear infrastructure projects.

· Experience in the critical review of project feasibility and optioneering reports, sustainability plans, Environmental Impact Assessment Reports and Natura Impact Statements.

· Be a full member of the Institution of Engineers of Ireland (‘Engineers Ireland’) or Chartered Environmentalist or hold equivalent membership of an equivalent professional body that represents engineers or environmental professionals or be eligible and committed to achieving professional registration within one year of appointment to the position.

· Experience in the design and/or delivery of transport infrastructure projects.

· Have technical knowledge of, and be up to date with, relevant legislation, policy and standards, the relevant EIA planning and climate change guidance and the criteria for evaluation and classification of the significance of impacts.

· A strong commitment to promoting sustainability and environmental best practice and integrating sustainability, decarbonisation and climate adaptation principles into major infrastructure projects.

· Strong understanding of and experience around statutory planning procedures and processes for the planning, construction and operation of major infrastructure.

· Must have an appreciation for working in an organisation with a strong sustainability focus and must have specialist environmental knowledge e.g., carbon assessment and evaluation, noise & vibration, air quality, population & human health, land-scape, biodiversity, etc., in an area that is relevant to the delivery of infrastructure.

· Ideally have experience of implementing BREEAM, ISO14001 Environmental Management Systems (or equivalent) or other accreditation systems on transport infrastructure projects or projects of similar scale and complexity

· Strong stakeholder engagement skills to develop effective relationships with internal and external stakeholders, ensuring their feedback is incorporated into project planning and delivery.

· The ability to communicate clearly and effectively, both in writing and orally, in report writing and engaging with regulatory agencies and authorities.

· Effective team player with stakeholder management capabilities as they relate to the responsibilities.

· Effective decision maker and ability to work on own initiative.

· A good understanding of, or the ability to quickly learn, the public sector working environment.

· Effective time management skills to prioritise tasks and manage multiple responsibilities simultaneously.

· Demonstrable commitment to continuing professional development.

· A strong commitment to public safety and to the safety of those working for TII and on behalf of TII.

· Fluency in the English language, both written and oral.

· Currently hold and maintain a full driving license.
