Background

The position will involve undertaking and leading track design within the public transport capital programme engineering design section, with responsibility for alignment design and track engineering, design management and coordination, as well as overall design approval of track elements for light rail and related projects.

Primarily involved in track and civil engineering design activities, this position requires extensive liaison with related departments within TII, consultant and external designers, utility companies, local authorities and other key stakeholders including the National Transport Authority and Commission for Railway Regulation.

The projects worked on comprise a combination of urban rail and related civil engineering schemes. The candidate will be required to be familiar with structural, roads, drainage, utilities, and related aspects of engineering design pertaining to light rail and related infrastructure.

 

Role and Responsibilities

The primary responsibilities of the role are:

  •   Delivering track design to meet strategic and project objectives by providing technical guidance and supervision to members of the team.
  •   Managing and motivating allocated resources (both direct and indirect), to include setting targets and assigning duties as required.
  •   Production of validated, competent engineering design at concept, preliminary, detailed and construction design stages.
  •   Providing expert input to statutory processes, including environmental protection requirements such as EIA, AA and EIAR, as necessary
  •   Coordination of design and deliverables from other relevant design disciplines
  •   Preparation, production, and presentation of technical reports, feasibility studies, specifications and schedules, tender documentation, risk review and assessments, on track engineering and related critical issues for internal and external stakeholders
  •   Site visits and inspections, including infrastructure auditing and maintenance advice.
  •   Taking a leadership position in research and development as related to track engineering, including sustainability-led initiatives such as circular economy, carbon reduction, gender-lens based design.
  •   Representing the engineering design section internally and externally on several committees, steering groups, and expert working groups as required; including but not limited to: Eurocodes, track design standards, industry bodies, participation and presentation at seminars and conferences.  
  •   Acting as subject matter expert to the head of section, project directors and project managers to oversee the delivery of design by third parties including engineering designers, design and build contractors, and consultants, while working collaboratively with internal and external project teams to enable best-for-project decision making.
  •   Participation in, and/or leading the procurement of goods, contractors and services related to track engineering.
  •   Collaboration and assistance in the preparation of responses to information requests such as freedom of information, parliamentary questions.
  •   Supporting the communications team and participation in stakeholder engagements including with statutory bodies, the general public, residents’ groups, the business community, local authorities, and public representatives.

 

All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.


Education & Experience

  •   Degree or third level qualification (HETAC Level 8 or equivalent) in civil engineering or equivalent.
  •   Be a chartered member of Engineers Ireland, or be professionally registered at an equivalent level with an equivalent organisation or be in a position to attain registration within two years from appointment to the position
  •   Significant experience post graduation, with a min of seven years’ experience in a track engineering design role, with minimum three years at senior level
  •   Experience in management of the planning, design and delivery of major public transport projects (light rail or metro experience essential)
  •   Full understanding of light rail track design principles including alignment, safety, quality, sustainability, engineering, materials, components, and systems 
  •   Strong understanding and working knowledge of TII Publications, DMRB, and related codes, specifications and standards as they apply to light rail track design.
  •   Strong understanding of related disciplines including structural, civil, environmental, architectural, power and systems, surveying, utilities, diversionary and enabling works, temporary works.
  •   Experience in safety‐case type requirements, including knowledge of APS or equivalent formal approval processes for rail schemes, with particular emphasis on track safety.
  •   Full working knowledge and experience of design risk assessment and method statement preparation related to light rail schemes.
  •   Experience in the application of sustainability principles to the design of track and related rail systems including circular economy and carbon reduction.
  •   Strong interpersonal skills with the proven ability to manage a multidisciplinary engineering design team on large projects.
  •   Proven record in delivering high quality design deliverables to programme.
  •   Experience of quality control and governance as part of a formal regime
  •   Practical experience in the preparation and development of project programmes, scopes of work, budgets, and procurement documentation
  •   Knowledge of and experience in relevant software and IT tools required to produce engineering design deliverables and related documentation including BIM, MicroStation, MX Road, Civil 3D, AutoCAD, Revit etc.
  •   Practical experience of environmental impact assessment (EIA) processes and production of relevant documentation
  •   Excellent communication and presentation skills, with fluency (verbal and written) in the English language
  •   Currently hold and maintain a full driving licence.
