
Metrolink – Delivery Engineer – Grade 2
Job Description
The Delivery Engineer provides support to the MetroLink Directorate team who are responsible for managing the design and construction quality of the main contractors. The role holder will lead a team through challenging projects to introduce new technology and methods to MetroLink Dublin. The Delivery Engineer is responsible for delivering technical aspects of the design and construction phase to achieve the Permit to Operate (PTO).
Principal Accountabilities
- Provide experienced support to the Delivery Team across all activities related to the Enabling works programme, including survey, design, procurement, contract management & administration, installation, equipment testing and site handover, ensuring technical accuracy and smooth coordination.
- Contribute to the preparation of technical reports in relation the project scope.
- Assist in the development and co-ordination of processes and procedures to ensure consistency and quality from design to manufacture and test phases.
- Monitor the performance and quality of the design work by the Contractor and monitor the progress against the agreed programme of works.
- Compile & Organise the review the Contractor / Consultant Submissions
- Uphold and oversee the design process including the exchange of interface details, technical clarifications, and technical information requests (RFI), as well as handling design changes (RFC) and variations between the Contractor and the Civil Works Contractor.
- Oversee the management of contractors’ Civil Works, Systems and Delivery teams.
- Proactively monitor project progress, issues, and assist in implementing solutions to maintain project momentum where required.
- Participate in regular design process meetings and workshops with the integrated Metrolink team
- Work alongside the Delivery Team to ensure that the requirements are clearly presented and interfaced by all discipline Engineers.
- Input into reports that provide measurement metrics on the ongoing completion of tasks to guide the contractor in delivery of all tasks.
- Maintain own records for the status of each activity under direct management. Evaluate, present and share all such information and contractor reports with the Delivery Team.
- Managing the review and preparation of various reports and other correspondence related to project.
- Support reviewing the outputs of the statutory process, including environmental protection requirements such as EIA, AA and EIAR, as necessary.

- Perform additional tasks, activities or other duties as may be required or assigned as part of the role throughout the project.
All the divisions within TII have inter-dependent responsibilities and close cooperation, collaboration and teamwork are required across the whole organisation to meet tight deadlines.
ESSENTIAL REQUIREMENTS
Character
Each candidate must be of good character.
Health
A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Experience, Skills and Qualifications
Experience
- Minimum of 5 years' experience working in an engineering environment, either in design or in construction for projects in an urban area.
- Transport infrastructure experience desired
Skills
- Knowledge of relevant engineering specifications and standards, including IS, BS, EN, NFPA, and other applicable international frameworks, with the ability to interpret, apply, and advise on their use across multidisciplinary projects.
- Knowledge of related civil, structural, and temporary works activities.
- Ability to effectively engage with and manage relationships with various stakeholders, including customers, regulatory bodies, and internal teams.
- Good verbal and written communication skills to facilitate clear and consistent dialogue between all parties involved.
- Strong collaboration skills to work effectively with multidisciplinary teams and ensure cohesive project delivery.
- Flexibility to adapt to changing project requirements and environments.
- Strong interpersonal and influencing skills to effectively engage and collaborate with technical and non-technical stakeholders, facilitating alignment, resolving challenges, and contributing to successful project outcomes.
Formal Education Qualifications
A degree (NFQ Level 8 or equivalent) in a relevant engineering or related discipline.
Practicing / Training / Compliance Certification
- Project management qualification such as PMP desired but not required.
Professional Memberships
- Membership of a related professional organisation or be in a position to apply for same (Desirable).
Personal Pension Contribution (PPC) Pay Scale:
€74,701 - €91,100 - personal pension contribution (PPC) rate. This salary is payable to an individual who is required to make a personal pension contribution (PPC) to their main pension (in general those persons whose initial appointment to the Public Service is on or after 6th April 1995).
Non PPC Scale:
€71,072 - €86,539 - non personal pension contribution (non-PPC) rate. This salary is payable to an individual who is not required to make a personal pension contribution (PPC) to their main pension scheme.
Note:
- Entry salary will be at the minimum point of the scale and will not be subject to negotiation
- Different pay and conditions may apply if, immediately prior to appointment, the appointee is already a serving Civil Servant or Public Servant
- The rate of remuneration may be adjusted from time to time in line with Government pay policy.
