Background
Transport Infrastructure Ireland (TII) was set up to deliver and operate safe and efficient light rail and national road networks. TII’s mission is to deliver transport infrastructure and services that contribute to the quality of life of the people of Ireland and support the country’s economic growth.
TII’s ability to deliver and operate light rail and roads networks efficiently is recognised, as evidenced by the portfolio of National Development Plan (NDP) 2021–2030 investments entrusted to TII and its partners to deliver.
Under the NDP there are three areas under the remit of TII which identify key priorities:
1) Investment in public transport infrastructure to be delivered on behalf of the National Transport Authority (NTA) in line with the Transport Strategy for the Greater Dublin Area 2022-2042. This Strategy commits to the undertaking of appraisal, planning and design of Luas network expansion to Bray, Finglas, Lucan and Poolbeg. Importantly, the Plan also sets out a firm commitment to deliver a metro rail system known as MetroLink that will run from Swords to Charlemont, connecting Dublin Airport with the city centre and providing interchanges with other public transport services including Iarnród Eireann at Glasnevin, the DART at Tara Street and Luas at O’Connell Street and Charlemont. TII also delivers light railway infrastructure being planned in other cities: currently TII is working in partnership with the NTA on the planning and design of Cork Light Rail Transit.
2) Investment in national roads, active travel and Greenway infrastructure will be delivered in accordance with the guiding principles of the Department of Transport, National Investment Framework for Transport in Ireland and the Strategy for Future Development of National and Regional Greenways. The major roads, active travel and Greenways projects to be delivered and funding provisions are set out in the NDP 2021 to 2030. TII also has a new function for the delivery of zero and low emission vehicle infrastructure (ZEVI) under the Road Traffic and Roads Act 2023.
3) Investment in maintenance and renewal expenditure will need to increase over the lifetime of the NDP to meet the required investment levels for the current transport network and for new projects as they come into service.
TII’s ambitious plans for infrastructural delivery will drive Ireland’s long term economic, environmental, and social progress across all parts of the country over the next decade. The NDP, which is aligned with the delivery of the objectives of the National Planning Framework (NPF), sets out a roadmap and the level of investment which will underpin the NPF and drive its implementation over the next ten years.
Roles and Responsibilities
Transport Infrastructure Ireland is responsible maintaining the Luas Light Rail network. The Light Rail network relies on 11 principal asset categories / groups (e.g. structures, track, control & comms systems and power installations) with different characteristics and deterioration mechanisms, with a cumulative value in the region of €1bn.
In maintaining the light rail network TII is responsible for overseeing an wide range of asset renewal and maintenance projects, including significant civil infrastructure works , rail replacement works, power communications and signally works. These works are carried out by a variety of contractors on behalf of TII.
In addition to these works, TII is responsible for ensuring that all construction works undertaken by third party developers adjacent to the light rail network and undertaken in accordance the requirements detailed in agreements that have been established between the third party and TII. The Construction Supervisor - Light Rail Network will represent Transport Infrastructure Ireland in the supervision and monitoring of all construction works undertaken on the Luas Light Rail Network by TII’s contractor. The construction supervisor shall be responsible for monitoring construction activity by third party developers adjacent to the light rail network
This is a key role which that will require, experience, technical expertise, leadership and reporting skills. The key responsibility of the role are:
Role and responsibilities include:
· Carry out regular onsite inspections of the light rail network for TII and jointly with Operations Maintains Contractor as required
· Monitor Quality Assurance and Quality Control of the contractor’s works.
· Monitor on-site supervision of the performance of the contractor against programme.
· Ensuring Public Relations interfaces are managed and key issues are dealt with quickly and efficiently.
· Ensuring all contractors and employees meet the Health, Safety and Environmental obligations of the relevant statutory Codes and Laws
· Co-ordinating all external interfaces to the contract – e.g. Local Authorities, NRA, developers, external contracts, emergency services
· Co-ordinating and managing the interface with the Utility Companies where applicable.
· Maintaining daily progress and resource records of all plant, resources and site activities.
· Provide weekly infrastructure inspection report to TII Asset Managers, clearly highlighting issues of concern relating to the condition of the asset.
· Present outcome of inspections to Senior Asset Manager on a monthly basis
· Maintain a register of infrastructure faults/defects to track, date location, fault identification, action required and rectification date.
· Carry out regular network journeys to identify 3rd party adjacent development activity identifying developments that have not sought TII authorisation and/or impact on the safe operation of the network
· Carry out regular site inspection visits to track and monitor the progress of adjacent development authorised by TII and ensure their compliance with agreements between the parties, ensuring the safe operation of the network
· Report on the progress of all adjacent development sites on a weekly basis.
· Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade.
All of the divisions within TII have interdependent responsibilities and close cooperation and teamwork is required across the organisation.
Education & Experience
The successful candidate will be required to demonstrate the key competencies for a Grade 2 position as identified in TII’s Competency Directory, as well as the following job-specific requirements:
· Minimum of NFQ Level 6 National Certificate or Diploma in a Civil Engineering or related field.
· At least 5 years' experience in a responsible position in construction supervision on infrastructure or building projects (railway experience would be an advantage)
· A strong record of working collaboratively with third party stakeholders, service providers and TII departments.
· Good knowledge of working in on railway operating environments and / or working within safety critical environments.
· Knowledge of asset management principles, combined with an understanding of lifecycle management, risk management, safety management related to infrastructure assets
· Strong experience in Utility Diversion in a city centre environment desirable
· Familiar with the traffic management process included in Dublin City Council’s “Directions for the Control and Management of Roadwork’s in Dublin”
· Full Driving Licence
· A strong commitment to public safety, to the safety of our own staff, and to the safety of those working on our behalf.
· A fluency in English, both written and oral.
