Data Architecture and Analytics Lead

Salary: €71,783 - €92,011

Background

TII’s data environment is diverse and operationally complex, reflecting the breadth of its remit across roads, light rail, greenways and active travel infrastructure. Data is created, managed and used across multiple functions and delivery partners, and varies in maturity from established operational systems to emerging digital initiatives.

The organisation is now moving toward a more integrated, structured and governed enterprise data environment aligned to modern cloud platforms, reusable pipelines, and master data standards.

The Data Architecture and Analytics Lead will play a key role in:

· Delivering data models and architecture designs underpinning the enterprise data platform.

· Scaling the cloud analytics ecosystem (Azure, Databricks) to support future use cases.

· Supporting the Master Data Management (MDM) pilot and eventual enterprise roll‑out.

· Translating business requirements into data structures, transformations, and analytical out-puts.

· Coordinating delivery cadence, planning, reporting and governance within the data pro-gramme.

Role and Responsibilities

Data Architecture and Data Modelling

· Design, document and maintain conceptual, logical and physical data models that support enterprise data needs.

· Shape and implement architecture patterns for structured, semi‑structured and unstructured data.

· Ensure data models align with governance requirements including ownership, metadata, quality and lineage.

· Recommend and implement modelling methodologies (e.g., dimensional, Data Vault, canonical models).

Data Engineering, Integration and Pipelines

· Design, develop and maintain data pipelines across cloud and hybrid environments, leveraging technologies such as Azure Data Factory, Databricks, Spark and other ETL/ELT tools.

· Define data transformation logic, validation rules, quality thresholds and integration patterns.

· Contribute to infrastructure-as-code deployments (e.g., using OpenTofu for IaC).

Data Analysis, Profiling and Quality Assessment

· Conduct detailed data profiling and quality analysis to understand data structures, lineage, issues and remediation needs.

· Translate analytical and reporting requirements into data structures, semantic models and dashboards.

· Work closely with business stakeholders to interpret requirements and produce actionable insights.

· Build and maintain Power BI, Tableau or Qlik dashboards where appropriate.

Master Data Management (MDM) and Data Governance Support

· Support the MDM pilot, including data modelling, integration design, stewardship engagement and quality rules definition.

· Partner with Data Owners and Stewards to define golden records, matching rules, survivorship logic and data domains.

· Contribute to the selection, configuration and adoption of MDM and data governance tooling (e.g., Ataccama, Semarchy, Informatica, K2View, Collibra).

Platform Enablement and Enterprise Data Ecosystem Scaling

· Take a lead role in scaling TII’s enterprise data platform, ensuring resilience, usability and performance.

· Help define standards for ingestion, transformation, storage and consumption of enterprise data.

· Strengthen platform practices including security, access, metadata capture and operational monitoring.

Delivery and Stakeholder Coordination

· Support the Head of Digital Transformation in delivery planning, risk and issue management, governance reporting, vendor coordination and steering visibility.

· Maintain delivery artefacts including status reports and dependency maps.

· Facilitate collaboration between technical teams, business stakeholders, vendors and governance forums.

· Ensure consistent communication, transparent decision-making and traceability throughout delivery.

Continuous Improvement and Emerging Trends

· Scan for developments in data architecture, cloud analytics, MDM and AI/ML; recommend enhancements to TII’s data ecosystem.

· Drive adoption of agile, waterfall and hybrid delivery practices suitable to TII’s working environment.

· Promote best practice architecture, engineering and data management behaviours across the organisation.

General

· Undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade.

Education & Experience

· A Level 8 degree (NFQ or equivalent) in data, computer science, engineering, analytics, information systems or a related discipline.

· A minimum of 5 years’ experience in data architecture, data engineering, advanced analytics or a related technical field.

· Demonstrated ability to design and deliver enterprise‑scale data models, data integration pat-terns, and cloud‑based data solutions, supported by strong hands‑on expertise in SQL, Python, and/or R, and experience with cloud platforms such as Azure and analytics technologies including Databricks.

· Proven capability in the use of business intelligence and visualisation tools such as Power BI, Tableau or Qlik, as well as experience operating in complex, multi‑system environments re-quiring robust analytical and problem‑solving skills.

· Excellent verbal and written communication skills, with the ability to communicate with and influence a wide range of stakeholders at varying levels.

· Strong analytical, organisational and problem-solving skills, with the ability to manage competing priorities and deliver measurable outcomes.

· Experience in overseeing consultants, vendors or delivery partners, ensuring that external support is aligned with organisational standards and project objectives, with experience in public‑sector, transport, regulated utilities or large‑scale infrastructure environments considered advantageous.

· Strong familiarity with cloud analytics and data engineering technologies (e.g., Azure, Data-bricks, Spark), infrastructure‑as‑code tools such as OpenTofu, and Master Data Management (MDM) or data governance platforms including Ataccama, Semarchy, K2View, Informatica or Collibra, as well as understanding of data architecture and modelling methodologies such as conceptual, logical and physical modelling, Kimball or Data Vault.

· The ability to work effectively within agile, waterfall and hybrid delivery methodologies, adapting approach as required to support organisational needs.

· Knowledge of relevant regulatory obligations, guidelines, and strategies as they may apply to the role, such as:

Desirable

· Experience working in, or with, a public sector organisation, regulated environment or com-plex multi-stakeholder operating context.

· Experience coordinating governance in environments with significant use of external partners and contractors.

· Familiarity with enterprise data cataloguing, metadata registries, data quality tooling or MDM concepts, and the governance required to make these effective.

Project Manager – Light Rail

The Light Rail Network Management Section within TII is responsible for the strategic over-sight of the Luas network, including operation, maintenance, asset management, safety as-surance, renewals and network enhancements. The section works closely with colleagues across TII as well as the Luas Operator and Maintainer (O&M) Contractor, other contractors, consultants, public and local authorities and other stakeholders. The Project Manager will work as part of a multidisciplinary delivery team, managing multi-ple projects identified within the Light Rail Life-Cycle Asset Renewals (LCAR) and Network Enhancement portfolios (NE). The role reports to the Senior Programme & Delivery Manager within the Light Rail Network Management Section. The primary responsibilities of the Pro-ject Manager are as follows: · Assist the Senior Programme Manager in the identification, planning and delivery of projects listed in TII’s 10-year Asset Investment Programme (AIP), · Delivery of LCAR and NE approved projects though all stages of their development including options selection, design development and procurement evaluation and award, · Preparation of project tender documentation including, Invitation to Tender, Works Require-ments, Preliminary and Detailed design. The Project Manager will be required to work closely with the other managers within the Light Rail Network Management team as well as with TII’s safety section and the Commission for Rail Regulation (CRR) on safety related matters. The Project Manager will ensure effective coordination of activities, including contract management, risk management, and design co-ordination, across multi-disciplinary teams of internal resources and external advisors deliver-ing projects identified within the Light Rail Life-Cycle Asset Renewals (LCAR) and Network En-hancement (NE) portfolios.
