Background
The Light Rail Network Management Section within TII is responsible for the strategic oversight of the Luas network, including operation, maintenance, asset management, safety assurance, renewals and network enhancements. The section works closely with colleagues across TII as well as the Luas Operator and Maintainer (O&M) Contractor, other contractors, consultants, public and local authorities and other stakeholders.
The Senior Works Manager will work as part of a multidisciplinary delivery team and will manage a number of direct reports. The role reports to Chief Engineer of the Light Rail Network Management Section. The role will involve some out-of-hours working and site attendance across the Luas network.
The Senior Works Manager is responsible for managing the delivery of construction-stage activities associated with light rail life-cycle asset renewals and network enhancement projects. The role is central to ensuring construction works are delivered safely and efficiently on a live operational network.
The Senior Works Manager will act as TII’s senior on-site representative, ensuring that all construction works delivered by multiple contractors are safe, compliant, coordinated, high quality, and aligned with programme, cost, and stakeholder expectations. The Senior Works Manager role will focus on oversight, assurance, coordination, and leadership rather than direct construction execution.
The key responsibilities of the Senior Works Manager are as follows:
§ Leading on safety and standards for all construction activities on the network;
§ Managing complexity, interfaces and risks.
§ Managing stakeholders and leading his/her team;
§ Providing calm and experienced judgement;
§ Ensuring contractors deliver in line with expectations;
§ Protecting TII’s operational, reputational and asset interests
The Senior Works Manager will be required to work closely with the other senior managers within the Light Rail Network Management team and with the LUAS operations and Maintenance Manager Keolis/Amey. The Senior Works Manager will also be required to work collaboratively with TII’s safety section and the Commission for Rail Regulation (CRR) on safety related matters.
The Senior Work Manager will work closely and collaboratively with the Senior Programme manager to deliver the approved programme of works as determined by the Senior Programme for the calendar year.
As a senior role in the Light Rail Network section, the role holder will be required to contribute to the development of broader light rail strategies and plans, positively promote the values and culture of TII,
contribute to the delivery of TII’s sustainability and climate action programmes and plans and represent TII at various professional and community events.
Role and Responsibilities
§ Safety, Health & Welfare Leadership – provide visible leadership on health and safety in accordance with H&S legislation and TII’s Safety Management System (SMS) and set clear expectations on safety for TII staff and for all contractors / supply chain partners.
o Ensure construction contractors comply with project-specific safety requirements regarding review and approval of construction plans, method statements, risk as-sessments and temporary works proposals.
o Monitor site safety performance by ensuring an adequate regime of inspections, au-dits, safety walks, briefings and investigation of incidents and near misses.
o Ensure TII intervene decisively where unsafe practices are identified with the intent of protecting workers, the public and the operational environment.
o Ensure contractors strict contractor compliance with the LUAS work safety permits, Luas Bye Laws, Luas Code of practice, Code of engineering practice for works on, near, or adjacent the Luas light rail system and other relevant documents.
o Assist the Senior Programme Manager in identifying critical works to be included in 5yr Annual Funding Requests to the National Transport Authority.
§ Contractor Oversight & Coordination - oversee and coordinate multiple contractors working concurrently on multiple construction sites in a busy city environment. Ensure there is clear definition of interfaces and work boundaries and no conflicts between contractor activities and a safe sequencing of works. Chair regular coordination meetings and interface and planning sessions. Address underperformance through early intervention and structured action plans.
§ Programme & Construction Phasing Management – oversee delivery of works against the agreed construction programme with the intent of maintaining momentum while managing complexity. This will involve:
o Close liaison with the Senior Programme Manager in respect to planned works as de-fined in the 10 Year Asset Investment Programme
o Delivery all projects scheduled for delivery in the calendar year by the Senior Pro-gramme Manager
o review and challenge of contractor’s detailed programmes and ‘possession’ or ac-cess strategies for sites; and
o identification of risks to critical path activities and mitigation measures to minimise disruption to the light railway and the city.
§ Quality Assurance & Technical Compliance - Ensure construction works adhere to ap-proved designs, relevant technical standards and specifications to maximise asset performance and durability over the longer term as well as operational requirements. This will in-volve:
o Overseeing inspections and testing, non-conformance management, defect identification and rectification and the verification of readiness for: handover, commissioning, entry into service in line with TII’s SMS.
§ Commercial & Contractual Awareness – protecting TII’s commercial position by monitoring contractor compliance with contractual requirements and supporting TII’s commercial team with the administration of variations, change control, compensation events and the identification of early warnings relating to, programme delay, scope creep, claims risk.
§ Stakeholder & Interface Management - Act as a key point of contact for TII’s operations and customer management teams, the Luas O&M Contractor as well as designers and technical advisors, the Commission for Rail Regulation, the National Transport Authority, local authorties and utility companies.
o Coordinate site activities with live operations, public interfaces and public events, and / or other third-party stakeholders.
o Support regular communications to Luas customers, members of the public, residents, politicians and public representatives and media regarding planned works, disruptions and safety considerations to maintain trust in TII.
§ Team Leadership & Mentoring - Lead a team of construction / project managers, inspectors and Clerk of Works / site supervisors by setting clear expectations for professional standards, decision-making and reporting.
o Mentor junior staff, develop future leaders and foster a culture of accountability, collaboration and continuous improvement in line with TII’s values.
§ Governance, Reporting & Assurance - Ensure works are delivered in line with the TII’s governance framework. Maintain accurate and timely reporting on progress, safety, risks and is-sues and key decisions. Escalate issues appropriately with clear analysis and recommendations. Support internal and external audits.
§ Risk & Issue Management - Identify construction-stage risks early with the aim of preventing mi-nor issues becoming major problems. Implement risk mitigation measures in coordination with contractors and other stakeholders. Manage emerging issues calmly and decisively in high-pressure environments.
· To undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade.
All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.
Education & Experience
· Degree or 3rd level professional qualification (NFQ Level 8 or equivalent) in engineering, construction, project management, or a related discipline is required.
· At least 9 years of senior experience in managing construction works with proven project delivery and construction management experience preferably within the transport or infrastructure sectors. Some experience of working within the light rail or rail sectors is desirable.
· A strong understanding of Irish and EU construction regulations and a strong commitment to ensuring compliance with all relevant standards and regulations.
· A good understanding of railway safety regulations and working under certified safety management systems on a live railway and a strong commitment to ensuring compliance with all relevant standards and regulations.
· Ability to plan and coordinate activities and resources across multiple construction sites with multiple contractors, consultants and other stakeholders.
· Strong organisational and team management and people management skills and good interpersonal skills.
· Strong stakeholder management and relationship building skills combined with strong communication skills, with the ability to present complex information clearly and reassuringly to reassure various stakeholders when working in a busy city environment.
· Good contract management, negotiation and project management skills combined with strong commercial acumen and a good understanding of risk management.
