Background

The Estate Manager for Light Rail in Dublin will support the safe, efficient and legally compliant operation of the network on and across the lands and properties required for the provision of light rail services in a safe manner.

The Estate Manager is responsible for administration of TII’s existing land and property portfolio in relation to TII’s role as a Railway Organisation for the provision of light rail services in Dublin. The role requires extensive co-ordination with the Land & Property Services unit of TII who are responsible for the negotiation and management of all land and property activities across the TII portfolio at a national level.

The Estate Manager is responsible for overseeing and coordinating estate management and tech-nical elements of any third party and property-related legal agreements affecting the Light Rail network and operations, including securing operational sites, managing interfaces, boundary is-sues and rights of way as well as any related legal agreements with local authorities, transport providers, state agencies and developers for the maintenance of shared infrastructure and facil-ities which are required for the provision of light rail services.

Role and Responsibilities

Ensure all Railway Organisation lands and properties comply with health & safety legislation, planning law and environmental standards.

Oversee the management of TII’s estate and property interests including lands, easements, rights of way and wayleaves relating to TII’s role as a Railway Organisation

Extensive engagement and co-ordination with the Land & Property Services unit in relation to any land and property-based agreements which must comply with the Code of Practice for the Governance of State Bodies and the TII Property Policy.

Maintain an accurate register of all current legal agreements relating to TII’s Railway Organisation land and property portfolio and ensure that obligations are understood and adhered to in relation to, inter alia, access, shared structures, boundaries and maintenance obligations in a manner consistent with safe operation of the light railway.

Ensure that any incomplete, expired and / or missing agreements are updated and completed where necessary to safeguard TII’s interests as a Railway Organisation.

Coordination and monitoring of responsibilities and obligations with third parties in relation to shared land, structures and boundaries.

Coordination and provision of estate management related inputs and advice in respect of light rail operational and maintenance activities.

In carrying out this element of the role the successful candidate will be expected to work closely with i) the Adjacent Developments Manager, who is responsible for ensuring that third-party developments adjacent to the network are planned and implemented in accordance with TII requirements and ii) TII’s Land Use Planning and Governance & Legal sections and iii) TII’s Land & Property section in respect of any matters associated with the management of the entire TII port-folio of property interests including the acquisition of land and property interests for existing and new light rail schemes, management of existing property assets and related to property developments which are adjacent to the light rail network in support of transport orientated development.

The Estate Manager will be required to work closely with colleagues across the Light Rail Network Management section as well as TII’s rail safety section and the Commission for Rail Regulation (CRR) on safety related matters. In addition, while new light rail schemes are the responsibility of TII’s capital programme division, the Estate Manager will be required to collaborate with and sup-port colleagues across TII working on such major light rail investment projects.

Other responsibilities include:

Assist with boundary and tenant management in relation to any property disputes, site inspections and relationships with adjacent landowners and tenants.

Assist with asset management workstreams including workstreams to digitise TII’s land and property and the development and implementation of longer-term asset management strategies to manage land, stations, depots, and trackside assets throughout their lifecycle.

Support the coordination of works relating to the asset investment programme including Life Cycle Asset Renewal (LCAR) projects and Network Enhancement projects as required across the network.

Support the Land & Property Services section with all property transactions including acquisitions, disposals, lettings, and licensing of existing railway land for third-party use.

To report on active workstreams, issues and risks on a weekly and monthly basis as required by the Senior Network Planner and Chief Engineer, covering all aspects of the role.

Stakeholder engagement and collaboration with internal and external stakeholders, including TII teams, contractors, and regulatory bodies, to ensure effective communication and co-ordination for light rail network projects and adjacent developments.

Support the implementation of and compliance with TII’s Railway Organisation Safety Management System and collaborate with TII’s Rail Safety section and the CRR on safety related matters where required.

To undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade.

All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.

Education & Experience

· Degree or 3rd level professional qualification (NFQ Level 8 or equivalent) in technical, engineering or surveying discipline.

· At least 7 years of experience in project management, facilities management, engineering, surveying preferably within transport and / or infrastructure sectors. Some experience of managing interfaces, boundaries and / or agreements with local authorities, property developers and landowners desirable.

· Strong programme management and project management skills and ability to manage a portfolio of activities.

· Strong commercial acumen, GIS (mapping) proficiency, good negotiation skills and ability to manage contractors.

· Some understanding of property law, along with some experience of railway or infrastructure or industrial environments.

· Excellent organisational skills combined with strong people management interpersonal skills.

· Good communication skills, with the ability to present complex information clearly and concisely to a variety of audiences.

· Some knowledge of working on railway operating environments and / or working within safety critical environments.

· Some familiarity with Irish and EU planning regulations related to transport infrastructure and a commitment to ensuring compliance with all relevant standards and regulations.
