Background
Transport Infrastructure Ireland (TII) was set up to deliver and operate safe and efficient light rail and national road networks. TII’s mission is to deliver transport infrastructure and services that contribute to the quality of life of the people of Ireland and support the country’s economic growth.
TII’s ability to deliver and operate light rail and roads networks efficiently is recognised, as evidenced by the portfolio of National Development Plan (NDP) 2021–2030 investments entrusted to TII and its partners to deliver.
Under the NDP there are three areas under the remit of TII which identify key priorities:
1) Investment in public transport infrastructure to be delivered on behalf of the National Transport Authority (NTA) in line with the Transport Strategy for the Greater Dublin Area 2022-2042. This Strategy commits to the undertaking of appraisal, planning and design of Luas network expansion to Bray, Finglas, Lucan and Poolbeg. Importantly, the Plan also sets out a firm commitment to deliver a metro rail system known as MetroLink that will run from Swords to Charlemont, connecting Dublin Airport with the city centre and providing interchanges with other public transport services including Iarnród Eireann at Glasnevin, the DART at Tara Street and Luas at O’Connell Street and Charlemont. TII also delivers light railway infrastructure being planned in other cities: currently TII is working in partnership with the NTA on the planning and design of Cork Light Rail Transit.
2) Investment in national roads, active travel and Greenway infrastructure will be delivered in accordance with the guiding principles of the Department of Transport, National Investment Framework for Transport in Ireland and the Strategy for Future Development of National and Regional Greenways. The major roads, active travel and Greenways projects to be delivered and funding provisions are set out in the NDP 2021 to 2030. TII also has a new function for the delivery of zero and low emission vehicle infrastructure (ZEVI) under the Road Traffic and Roads Act 2023.
3) Investment in maintenance and renewal expenditure will need to increase over the lifetime of the NDP to meet the required investment levels for the current transport network and for new projects as they come into service.
TII’s ambitious plans for infrastructural delivery will drive Ireland’s long term economic, environmental, and social progress across all parts of the country over the next decade. The NDP, which is aligned with the delivery of the objectives of the National Planning Framework (NPF), sets out a roadmap and the level of investment which will underpin the NPF and drive its implementation over the next ten years.
Roles and Responsibilities
The Adjacent Development function is fundamental to the continued safe operation of the light rail network and involves ensuring that any planned third-party developments adjacent to the network are planned and implemented in accordance with TII requirements.
Working to the Adjacent Development Manager, the Network Inspector will be expected to work closely with the TII Land Use Planning, Land & Property and Asset Management sections / departments and other TII departments to manage the interface with any property developments which are adjacent to the light rail network, so as to ensure that the Luas Asset and Operations services are protected at all times.
The primary responsibilities of the role are:
i. To carry out weekly Luas network infrastructure condition surveys as required (excluding Energy and Systems), monitor and report on the progress of 3rd party developments adjacent and near the light rail network, as defined by TII and the Luas Operator.
ii. to assist the Adjacent Development Manager with the review of third-party planning applications for developments adjacent to the light rail network and to coordinate TII departments to ensure their participation on the review process and that their concerns and observations are addressed and that the integrity of the network and the quality of the services is protected.
iii. to ensure that adjacent developments once approved by the planning authority are implemented consistent with safe operation of the railway.
The Network Inspector will be required to work closely with colleagues across the Light Rail Network Management section, TII’s safety section and the Luas Operations and Maintenance Contractor in the performance of the role.
Role and responsibilities include:
· Carry out regular on-site inspections of the light rail network for TII and jointly with Light Rail Maintenance Contractor as required.
· Provide weekly Infrastructure Inspection Reports to the Adjacent Development Manager/Senior Asset Manager, detailing issues of concern related to the condition of the as-set and/or activities of 3rd party developers working in proximity to the network.
· Notify relevant TII manager immediately of any issues requiring immediate corrective action and monitor progress in implementing agreed actions. Provide close out reports where required.
· Undertake regular monitoring of unauthorized 3rd party adjacent development activity that has not received TII authorisation and/or impact on the safe operation of the network
· Carry out regular site inspection visits to track and monitor the progress of adjacent development authorised by TII and ensure their compliance with agreements between the parties, ensuring the safe operation of the network.
· Maintain a register of faults/defects on Luas infrastructure to be shared with the Adjacent Development Management and Asset Management team, noting date, location, fault, identification, possible action required, issue assigned to and proposed rectification date.
· Assist in monitoring the performance of the Luas Operations and Maintenance Contractor (Keolis /Amey) in respect of its asset maintenance obligations (rail track, infrastructure, buildings etc) as required.
· Assist with onsite supervision of Network Enhancement and Lifecyle asset renewal projects as required.
· Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade.
All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.
Education & Experience
The successful candidate will be required to demonstrate the key competencies for a Grade 2 position as identified in TII’s Competency Directory, as well as the following job-specific requirements:
· Degree or third level professional qualification (NFQ Level 8 or equivalent) in Civil Engineering or related field.
· At least 5 years of project and / or contract management experience in an engineering, construction or asset management role preferably within the transport or infrastructure sectors, along with relevant site experience.
· Some knowledge of working in railway operating environments and / or within safety critical environments in the construction industry.
· Good communication and interpersonal skills, with the ability to present complex information clearly and concisely to a variety of audiences.
· Experience of hands-on construction works in a demanding environment (rigorous safety environment, unsocial hours).
· Strong history of comprehensive training in the use and application of construction tools, materials, plant and on track plant.
· A good understanding of programme and project management plus risk management.
· A strong commitment to public safety, to the safety of staff, and to the safety of those working on behalf of TII and the Luas operator.
· Full clean drivers licence.
· Ability to work unsocial hours when required, and nightshifts if required
· A strong commitment to public safety, to the safety of our own staff, and to the safety of those working on our behalf.
· A fluency in the English language, written and oral.
