Title of Position:            Senior Project Manager – New Luas Projects

 Salary:                              € 85,804 - €112,011

 Background

The Light Railway Capital Programme business unit is responsible for delivering a portfolio of nationally significant light railway projects that support sustainable economic growth in Ireland and enable the National Strategic Outcomes and priorities of the National Development Plan. 

 The light railway projects under the remit of the Light Railway Capital Programmes business unit include:

  • Luas Finglas, Luas Lucan and Luas Poolbeg, all of which are supported by the Greater Dublin Area Transport Strategy 2022-2042.
  • Luas Cork which is a circa 18km East-West Corridor in line with the Cork Metropolitan Area Transport Strategy.

 It is anticipated that further projects will also be initiated over the coming years to facilitate transport orientated development in Dublin and some regional cities.

 Two new sections – as outlined below - have been established in the Light Railway Capital Programmes business unit to lead the delivery of new schemes through the seven phases of the NTA Project Approval Guidelines:

  •  ·       Light Railway Dublin Metropolitan Area
  • ·       Light Railway GDA & Regional Cities

 Each section leads the planning and delivery of assigned light railway projects

Role and Responsibilities

One of TII’s Light Rail projects (e.g., Luas Finglas, Luas Cork, Luas Lucan, Luas Poolbeg or other future schemes), depending on organisational requirements.

Note: Applicants are requested to indicate their preference for particular projects in terms of geographical location. (Stating a preference will not in any way guarantee that preference in the event of appointment to this role).

Reporting to and collaborating with the relevant regional Head of Light Railway, the Senior Project Manager (SPM) will play an important role in leading the delivery of TII’s Light Rail projects. The SPM will have the following roles and responsibilities – these are non-exhaustive and intended to provide an overview only:

Governance, Coordination and Management

  • Lead and manage project processes and deliverables in accordance with the Project Execution Plan and TII procedures and policy.
  • Maintain project controls including drawing and document management, programme development, decisions registers, programme tracking, risk assessment, meeting records, financial oversight, etc.
  • Ensure the project meets time, budget and quality arrangements.
  • Work collaboratively with the Communications and Stakeholder Management Lead, the Senior Transport Planner and the Senior Environmental Manager in the coordination and management of interdependent work streams.
  • Lead day-to-day management of assigned multi-disciplinary project teams.
  • Manage inputs and coordinate/ collaborate with internal divisions, external consultants, external contractors, and utility agencies.
  • Support the Regional Head and Head of Public Transport Capital Programmes in preparing for TII management, board, NTA, and Government Department meetings and engagements.
  • Ensure alignment of project outputs with strategic objectives and regulatory requirements.

People Management

The PM will be responsible for:

  •  The project management of multi-disciplinary teams comprising internal resources and external advisors.
  • Acting as line manager, as necessary, including acting as the point of escalation and management of resources and PM&D reviews. A Project Manager (Design) will support the SPM in respect of design and design coordination aspects.
  • Overseeing and promoting awareness of the broader business and project related interdependencies, ensuring effective management of these interfaces.
  • Optimising the project team’s effectiveness and efficiency.

 Stakeholder Engagement

  • Support the Regional Head in engagements with key stakeholders at senior management level including Local Authorities, the Land Development Agency, Irish Rail and other large stakeholders. Provide or contribute to presentations as deemed necessary.
  • Coordinate engagement with stakeholders in relation to day-to-day aspects.
  • Work collaboratively with the Communications and Stakeholder Management Lead in the leadership and oversight of project communication teams.
  • Chair or co-chair working groups as required and set out in the Project Execution Plan.

Project Planning and Delivery

  • At Planning stages of projects, oversee development of feasibility studies, option selection, preliminary design, and Railway Order documentation.
  • At Planning stages of projects, ensure consistency and quality across technical deliverables including the EIAR and designs and oversee the progression of projects through the railway order planning process.
  • Support and collaborate with the Senior Transport Planner and the Senior Environmental Manager in the coordination and management of interdependent work streams.
  • Lead in the development of contract documentation and assist in managing the procurement process for selecting contractors and service providers, ensuring compliance with TII's procurement policies and procedures.
  • Liaise with legal and procurement teams to ensure all contracts are robust and mitigate potential risks.
  • Direct and coordinate the work of consultants, contractors, and advisors to ensure timely and high-quality project outcomes.

Risk and Contract Management

  • Identify and mitigate project risks proactively.
  • Support procurement and contract management processes including tender documentation and evaluation.
  • Liaise with legal and procurement teams to ensure robust contractual frameworks.
  • ·Partner with TII’s Project Services and Commercial Leads, as well as external advisors, to ensure effective contract administration, timely resolution of claims and disputes, and strong programme oversight across both consultancy and construction contracts.

And

  • Perform additional tasks, activities or other duties as may be required or assigned as part of the role and as are appropriate to the grade.

Education & Experience

  • A recognised third level degree qualification (minimum NFQ Level 8) in Civil Engineering, Transport Planning, Urban Architecture, or allied discipline.
  • Be a Chartered Engineer with Engineers Ireland or be professionally registered at an equivalent level with an equivalent organisation, or have the necessary qualifications to apply for (and will apply for) Chartership within 12 months of being appointed.
  • Minimum 8 years’ experience in a responsible position of project management and in leading the planning and delivery of large-scale linear infrastructure projects.
  • Proven track record in responsible positions of planning, design and contract administration of large-scale linear infrastructure projects.
  • Proven experience in stakeholder engagement and leadership of multidisciplinary teams.

Skills and Competencies

  • Proven ability in the delivery phases and/or in construction management of large scale multi-disciplinary infrastructure projects.
  • Strong understanding of effective public transport projects and their interaction with the urban environment, including interactions with other transport modes, utilities, and public realm.
  • Strong risk, financial, technical, contract, dispute resolution and stakeholder management capabilities as they relate to major linear infrastructure projects.
  • An understanding of the challenges of operating effectively in a dynamic major project development environment.
  • Demonstrates an understanding of the application of the Infrastructure Guidelines as they relate to large-scale light rail projects.
  • Demonstrates an understanding and knowledge of the relevant legislation and statutory consent processes for the planning, design, construction and delivery of Light Rail projects.
  • Demonstrates a strong understanding of the Capital Works Management Framework.
  • Demonstrates strong strategic thinking and problem-solving abilities.
  • Excellent communication and interpersonal skills.
  • High proficiency in project governance, risk management and technical coordination.
  • Excellent verbal, written and interpersonal communications skills.
  • Fluency in the English language, both written and oral.
  • Currently hold and maintain a full driving licence.
