Salary: € 100,269 - € 132,450
Background
The purpose of the Head of Rail Safety and Occupational Health and Safety role is to strengthen TII’s procedures for the integration of rail safety and health and safety issues into the planning, construction and operation/maintenance of public transport infrastructure projects. The role will also include responsibility to prepare and monitor the implementation of Rail Safety and Health and Safety legislation, policies and best practice guidelines on all activities and projects undertaken by TII.
TII is preparing to be a a Railway Organisation as defined in the Railway Safety Act 2005. To comply with the requirements and duties of a Railway Organisation, TII will implement and maintain a Safety Management System (SMS). The responsibilities of the Head of Rail Safety and Occupational Health and Safety include the management and continuous development of the Railway Organisation Safety Management System.
Role and Responsibilities
The primary responsibilities of the role are:
I. Ensuring that TII fulfils its obligations under the Safety Health & Welfare at Work Act 2005, the Construction Regulations 2013, the Railway Safety Act 2005 and all other applicable legislation
II. Effective management of the Rail Safety and Occupational Health and Safety team. The role will entail holding direct responsibility for a team of safety professionals to achieve the strategic aims of TII
III. Managing the ongoing development and the implementation of TII’s Health and Safety Management System
IV. Ensuring compliance with TII’s Safety Management System, resulting from TII’s obligations as a Railway Organisation.
More specific light rail safety responsibilities include:
- Working collaboratively with the different TII Divisions, including Light Rail Network Management, Public Transport Capital Programme and MetroLink to ensure TII fulfils its legal obligation under the Railway Safety Act 2005 for the implementation of the Railway Organisation safety management system
- Monitoring compliance by the Luas operator with its Safety Management System obligations
- To guide TII’s Light Rail Network Management , the Public Transport Capital Programme and the MetroLink Division in complying with the CRR’s Application for Acceptance (AFA) process for new and existing light rail infrastructure and rolling stock
- Liaison with the Commission for Railway Regulation in relation to safety on the Luas network;
- Liaison with the Railway Accident Investigation Unit in relation to incidents on the Luas network.
More specific occupational health and safety responsibilities include:
- Interfacing with all TII functions and the Road Safety Manager to ensure that safety, health and welfare issues are properly considered throughout the planning and implementation of all activities and projects
- Developing and maintaining a strong safety culture amongst TII staff and in all aspects of TII railway and public transport activities
- Fulfilling the role of the ‘competent person’ within TII as defined in the Safety Health & Welfare at Work Act 2005
- Managing and maintaining the ISO 45001 accreditation of TII’s Health and Safety management system;
- Providing Occupational Health Support within TII: this includes monitoring risk assessments, attending Health and Safety committee meetings and liaising with CEO where required
- Developing and implementing safety training strategies for all TII personnel
- Acting as Emergency Service co-ordinator for all TII premises and activities
- Management and continuous development of the TII Occupational Health and Safety Management System
- Collecting, analysing and reporting on accidents and incidents data
- Developing and coordinating all safety and health aspects of TII’s business continuity plans
- Monitoring and keeping abreast of international developments in health and safety
- Managing and liaising with external stakeholders e.g. An Garda Síochána, CRR, RAIU, NTA, HSA, local authorities etc. as required
- Undertaking financial and resource planning for the sections function.
And
Undertaking all other duties as may be assigned appropriate to the grade.
All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.
Education & Experience
- Degree or third level professional qualification (HETAC Level 8 or Higher) in a relevant discipline such as Occupational Health & Safety, Engineering, etc. A Level 9 Masters in relevant field would be advantageous
- Chartered membership of an applicable Institution such as the Institution of Occupational Safety and Health (IOSH), Engineers Ireland, etc.
- Extensive experience working in a senior railway safety role. Detailed knowledge and experience of implementing Railway Safety legislation, policies and practices
- Strong occupational health and safety experience and understanding
- Proven experience of managing a team
- Excellent analytical and communications and influencing skills
- A strong commitment to public safety, to staff safety, and to the safety of those working on our behalf.
- Someone considered an expert in own field / area by stakeholders and who, through leading by example, fosters the highest standards of ethics and integrity.
- Experience working in construction safety is highly desirable.
- An ability to develop and foster good working relationships with stakeholders both internal and external to TII.
- The capacity to remain up-to-date with related evolving practices, standards and technologies.
