Background
Transport Infrastructure Ireland (TII) is responsible for managing and improving the country’s national road and light rail networks plus MetroLink, with an annual budget in the order of €1 billion.
Procurement involves the acquisition of works, services and supplies. All TII procurement is carried out in accordance with TII’s Corporate Procurement Guidelines to ensure:
- compliance with EU and national legislation, procurement-related Government guidelines and circulars and TII policy;
- value for money; and
- appropriate regard for the principles of sustainability.
The Procurement Department manages or provides support for those managing procurement processes and plays a key role in facilitating management overview and control of procurement processes across the full spectrum of TII activities.
To meet the requirements of an increasing workload the Procurement Department is now seeking to identify a capable and enthusiastic member for its team.
Role and Responsibilities
The primary responsibilities of the role are:
· Lead fully compliant end-to-end public procurement processes in line with EU Directives, national legislation and TII Corporate Procurement Guidelines.
· Develop procurement strategies aligned with project delivery requirements, internal governance timelines and risk management frameworks.
· Ensure all procurement activity is fully documented, traceable and audit-ready, supporting internal audit, external audit and statutory oversight.
· Oversee the drafting of tender documentation, evaluation models, clarifications, approvals and award paperwork with strong governance alignment.
· Act as a central link between project teams, commercial teams, legal advisors and governance units to ensure procurement timelines and decisions align with project milestones.
· Support evaluation panels, ensuring fairness, consistency, compliance and high-quality governance records.
· Maintain transparent bidder communication and structured engagement across the full competitive process.
· Strengthen and continuously improve TII procurement templates, SharePoint structures, internal systems, workflows and compliance tools.
· Promote early procurement engagement and best practice across all TII business areas.
Compliance & Governance
· Ensure adherence of the procurement team to the core principles of public procurement: transparency, equality of treatment, proportionality, mutual recognition and non-discrimination.
· Maintain complete, accurate and secure procurement records across TII-approved systems including SharePoint procurement folders, evaluation tools and governance templates.
· Stay current with changes to EU/national legislation and ensure internal systems, templates and processes are updated accordingly.
· Embed strong internal controls to reduce procurement and delivery risks while ensuring governance obligations are met.
Project Delivery Alignment
· Integrate procurement schedules within project programmes to ensure timely delivery of project milestones.
· Identify procurement risks impacting delivery and develop proactive mitigation strategies.
· Support contract finalisation, mobilisation and transition activities to ensure seamless handover from procurement to delivery.
· Ensure procurement approaches support long-term asset management, sustainability objectives and whole-life value.
Internal Systems Integration
· Use, maintain and take ownership of TII procurement systems including SharePoint governance folders, workflows and internal approval pathways along with OGP Buyer Zone, eTenders and evaluation software tools.
· Ensure all information is captured in the appropriate internal systems to support corporate reporting obligations and statutory returns.
· Promote consistent use of TII standard templates, naming conventions, document control and record-keeping procedures.
All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.
Education & Experience
- A third level qualification (NFQ Level 8 or higher)
- In depth experience in using eTenders platform, OGP buyer zone, and use of procurement software and processes.
- xperience in audit reporting and management and procurement department compliance.
- Minimum five years’ post qualification experience in a legal, financial, commercial, engineering, procurement or administrative role
- Strong understanding of EU and national public procurement legislation, compliance requirements and procurement governance.
- Experience delivering procurement for complex technical or infrastructure projects.
- Strong capability in drafting documentation, evaluation models, governance papers and audit-ready records.
- Excellent communication, stakeholder management, analytical and problem-solving skills.
- Ability to balance compliance, delivery pressures and internal governance with commercial and project objectives.
- Solid experience in the preparation of tender briefs, technical specifications, conducting tender evaluations, negotiations or contract management
- Good experience in report writing and in numerical analysis
- Proven ability to liaise with and co-ordinate management and professional colleagues and key stakeholders in the context of evaluation teams
- In depth Knowledge of EU Directives and National Procurement legislation will be advantageous
- Highly motivated with ability to work on own initiative
- The ability to organise and prioritise tasks and to manage concurrently running activities, i.e. several procurement competitions
- Excellent communication skills (verbal, written, presentation and negotiation)
- Have the ability to make informed and timely decisions based on information available, clear thinking and sound problem solving.
- Fluency in the English language, both written and oral.
