
Strategic Communications and Engagement Manager
BACKGROUND INFORMATION
TII’s Strategic Communications and Engagement function sits within TII’s Executive Office and works across all of TII, at enterprise level. This role will lead TII’s internal Communications Network, collaborating closely with colleagues across TII working on various projects, programmes and operations. This role will entail management and delivery of strategic communications and engagement strategies for TII and align with TII’s Statement of Strategy. This role is an opportunity to evolve, shape and manage TII’s Strategic Communications and Engagement function, at enterprise level, incorporating resource management and governance; internal communications and engagement; digital communications; events and campaigns; branding and corporate publications; and stakeholder engagement.
ROLE, DUTIES AND RESPONSIBILITIES
The key areas of responsibilities for this role are:
• Ongoing management, monitoring and evaluation of TII’s Strategic Communications & Engagement Policy, Strategy and annual Implementation Plan, including associated budgeting, engagement and reporting.
• Ongoing management and monitoring of TII’s Stakeholder Engagement Framework; including building stakeholder knowledge of TII and reporting to the TII Board and Executive Team.
• Manage the team and oversee internal communications within TII, including a monthly newsletter, intranet updates, leadership engagement, and town halls.
• Plan, deliver, and facilitate workshops and events, both in-person and virtual, including developing tailored content and the suitable application of TII branding.
• Oversight of TII’s digital communications including website content and social media content, updating and publishing of information in conjunction with various TII Departments.
• Collaborate with TII’s HR function to design and deliver an effective employee engagement programme.
• Assist with contract development, contract management, budget management and procurement of outsourced Executive Office related services and resources insofar as they relate to strategic communications and engagement.
• Collaborate effectively across TII, building strong relationships with colleagues and stakeholders, providing expertise on planning, messaging, timing and tactical execution.
• Collaborate and engage with the wider transport sector identifying suitable industry partnerships and sponsorship opportunities.
• Identify opportunities for continuous improvement in current communication processes, procedures and communications channels.
• Undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade.
All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.
ESSENTIAL REQUIREMENTS
Character
Each candidate must be of good character.
Health
A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education & Experience
The successful candidate will be required to demonstrate the key competencies for an Assistant Principal position as identified in TII’s Competency Directory, as well as the following job-specific requirements:
• Seven years minimum experience working in a responsible position which would include experience of creating and executing communications and engagement strategies that support strategic objectives and priorities
• Degree or third level professional qualification (NFQ Level 8 or higher) in communications, business, management or other discipline deemed relevant to the role.
• Excellent knowledge and experience of best practice communication tools and channels.
• Excellent communication skills (verbal and written), with the ability to write and review reports and present on critical issues to management, team members, external consultants and other stakeholders.
• Experience in event management, content production, and promotion (incl. videos and digital content)
• Ability to manage, lead and motivate others to deliver objectives.
• Effective decision maker and ability to work on own initiative.
• Proven, strong relationship management skills.
• Excellent working knowledge of Microsoft Office, including Word, Excel and PowerPoint plus Teams.
• Effective digital data manager.
• Fluency in the English language, both written and oral.
Pay
The scale of pay, as of 1 March 2025, is as follows for Assistant Principal:
Personal Pension Contribution (PPC) Pay Scale: €80,668 - €100,530 personal pension contribution (PPC) rate.
This salary is payable to an individual who is required to make a personal pension contribution (PPC) to their main pension (in general those persons whose initial appointment to the Public Service is on or after 6th April 1995).
Non PPC Scale: €77,921 - €95,502 - non personal pension contribution (non-PPC) rate. This salary is payable to an individual who is not required to make a personal pension contribution (PPC) to their main pension scheme.
Note:
• Entry salary will be at the minimum point of the scale and will not be subject to negotiation
• Different pay and conditions may apply if, immediately prior to appointment, the appointee is already a serving Civil Servant or Public Servant
• The rate of remuneration may be adjusted from time to time in line with Government pay policy.
