Director of Safety, Quality & Compliance

Weston Airport is seeking a Director of Safety, Quality & Compliance, reporting directly to the Chief Executive. This position demands an experienced executive to ensure that Weston Airport meets the highest standards of safety, quality & compliance in all its operations, which are under the oversight of the Irish Aviation Authority, IAA and the European Aviation Safety Agency, EASA.

­­­­­­­­­­­Overriding Responsibilities and Objectives

  • Ensuring effective Safety Management within the Weston Management System.
  • Setting Safety Policy & Objectives through Leadership & Staff Engagement.
  • Establishing Key Performance Indicators (KPIs) for Safety and Quality Assurance.
  • Liaison with the IAA as required under the State Safety Programme.
  • Ensuring Compliance with EU & Irish Legislation and changes as published.
  •  Ensuring that reports of Accidents and Incidents are submitted promptly and in accordance with established timelines.
  •  Liasing with the Aircraft Accident Investigation Unit (AAIU) of the Department of Transport, and other Agencies required by Incident Investigation requirements.
  • Investigating and compiling Incident Reports in a timely manner.
  • Hazard Identification and Risk Assessment of all Weston Airport operations.
  • Maintaining the Weston Airport Risk Register.
  • Maintaining an Audit Programme to ensure Safety Assurance of both Air Traffic Services and Airport Operations under the Weston Airport Quality Programme.
  • Continuously building Safety Promotion with all staff and with Airport Users.
  • Arranging regular Safety Meeting with Weston Airport Operators and Users.
  • Developing and updating Safety Cases in support of Functional Changes.
  • Maintaining Safety & Quality Manuals (in Electronic Format) and ensuring their Accessibility & Availability to all Users.
  • Monitoring the Operation & Development of UAS (Unmanned Aircraft Systems) impacting on Weston Airspace.
  • Representing Weston Airport through members of the Flight Safety Foundation and other necessary Safety Groups and Conferences.
  • Ensuring continued Compliance with ICAO Annex 19 & Associated Documents.
  • Developing a Programme for Weston Airport for EASA Aerodrome Certification.
  • Collaborating with the IAA on a programme leading to Performance-Based Regulation.

Qualifications

  • Recognised Compliance Qualification and/or demonstrable experience of managing compliance in an aviation context
  • Be educated to Degree level (or equivalent)
  • Qualified Auditor
  • A recognised and relevant Safety Management System

Experience

  • Extensive operational experience gained in a Safety specific role at an Airport (aerodrome or ANSP operations), in Ireland, the UK or Europe
  • Motivating and leading teams in a Safety environment
  • Dealing with National Aviation Safety Regulator
  • Design and implementation of System Management Systems
  • A sound understanding of the IAA Aerodrome Standards and relevant EU regulations
  • Extensive experience of Emergency Planning gained in an Airport environment
  • Experience of design and implementation of Business Resilience Programmes
