Job Purpose
The Project Manager will be responsible for facilitating the delivery, deployment, training and implementation of an eAuthority - ASSR Oversight Management System using Agile/Scrum methodologies. He/She will act as a leader, ensuring the development team adheres to Scrum principles and practices and delivers high-quality software within specified timelines.
Duties and responsibilities
1. Project Planning and Execution:
o Develop and maintain a detailed project plan, and resource-bound schedules including scope, budget, and resource allocation (In Gantt Format).
o Define project milestones, deliverables, and success criteria.
o Manage project risks and issues and develop mitigation strategies.
o Ensure project activities are aligned with the authority's goals and objectives.
o Project Organization and Management sub-plans, including management authorities, responsibilities and contacts.
o Critical design review and vendor system analysis.
o Plan, facilitate and conduct site and User Acceptance Testing.
o Conduct effective Unit and Integration testing for all system modules.
o Technical training for ICT staff at vendor site.
o Operational training for Business process champions at the vendor site.
o Provision of Technical and end-user documentation.
o Onsite user training and support.
o Infrastructure setup and configuration including backups and disaster recovery.
o Provision of Go-Live strategy and checklist by the vendor.
2. Team Leadership and Management:
o Lead and motivate the project team, fostering a collaborative and productive work environment.
o Liaise with the Scrum Master and the Product Owner to prioritize and plan agile delivery of the product as per the project plan.
o Assign tasks and responsibilities to team members and monitor their progress.
o Conduct regular team meetings and provide performance feedback.
o Manage vendor and third-party relationships as per project needs.
3. Team Coaching and Mentoring:
o Coach and mentor the project team on best project management practices.
o Promote a culture of continuous improvement and collaboration.
o Foster a positive and productive team environment.
o Identify and remove impediments that hinder the team's progress.
o Work with stakeholders to resolve issues and dependencies.
o Escalate issues to management when necessary.
4. Stakeholder Communication:
o Communicate project progress and status to stakeholders.
o Facilitate communication and collaboration between the development team and stakeholders.
o Ensure all stakeholders understand the project milestones, goals and progress.
5. Metrics and Reporting:
o Track and report on key project deliverables to the project team.
o Use metrics to identify areas for improvement and drive continuous improvement.
o Generate reports suitable for project management.
Requirements for the position
· A relevant Masters Degree.
· Bachelor's degree in Computer Science, Information Technology, or a related field.
· PMP/PRINCE2 and/or related Project Management certification
· Certified Scrum Master (CSM) or equivalent certification.
· Experience in managing complex software implementation projects across multiple and cross-functional teams.
· Strong understanding of Agile/Scrum principles and practices.
· Excellent in stakeholder communication, and interpersonal skills.
· Strong problem-solving and analytical skills.
· Risk assessment and mitigation skills.
· Experience with Agile project management tools (e.g., Jira, Clickup, Azure DevOps).
· Experience with regulatory frameworks is an added advantage.
