
MetroLink Deputy M500 Head of Engineering & Environment (HoEE)
The Deputy M500 (Systems, Rolling Stock, Fitout and Operations Maintenance) Head of Engineering & Environment will provide technical support and leadership to the MetroLink Directorate team who are responsible for managing the design and construction of the main contract. The role holder will be involved in working on a challenging project, bringing innovative technology and delivery methods to MetroLink. The role holder will manage the assurance and approvals of the design, construction, test, and trial running phases of the new MetroLink system.
Principal Accountabilities
• Manage technical leadership within the area of the design.
• Oversee a team of engineers to ensure the successful completion of system design assurance for the solution, while maintaining the design baseline until it receives acceptance from both the customer and the department.
• Provide technical support to the ISA team during the system integration and acceptance phase of the project.
• Bring innovative technology and delivery methods to MetroLink.
• Conduct technical investigations into both equipment level and system level anomalies, liaising with design and construction engineers as required.
• Be responsible for the maintenance of the design and production baselines through to design acceptance, including specifications, interfaces, cable data sheets, BOMs and certification documentation liaising with production, the DO and safety engineers as required.
• Provide work package estimates that balance quality, compliance, and cost – subsequently discharge work packages to time, quality, and cost.
• Provide technical guidance and leadership to the engineering team. This involves ensuring that all engineering activities align with Metrolink’s goals and industry standards, mentor and guide a team of engineers.
• Lead engagement with various stakeholders, including clients, contractors, and regulatory bodies. Provide regular updates on project progress and addressing any concerns.
• Identify any potential risks. Develop the necessary mitigation strategies to minimise these risks.

Experience, Skills and Qualifications
Experience
• A minimum of 10 years’ senior experience in a rail system engineering environment, with a minimum of 5 years’ experience leading a team of discipline engineers during the design, construction, and integration phase of a project.
• Experience managing large contracts of Design-Build (DB) or PPP to deliver and prepare system and sub-system specifications based on customer requirements, ensuring that these specifications fully meet the customer's needs.
• Experience in Systems Engineering lifecycle activities including through the design and development phases into production, integration, verification, validation, and acceptance.
• Experience with the operational environment (temperature, humidity, shock, vibration, EMC), safety, security, human factors, RAM.
• Experience working with customers, presenting technical solutions, or chairing design reviews as required.
Skills
• Knowledge of the relevant and related engineering specifications and standards, IS, BS, EN, NFPA and other international standards.
• Knowledge of related civil, structural, and temporary works activities.
• Experience with managing design resources and deliverable outputs.
• Ability to work as part of a team to generate a coherent set of specifications, interface documentation and estimates liaising with other functions and departments as required.
• Experience with project controls and report writing.
• Ability to effectively engage with and manage relationships with various stakeholders, including customers, regulatory bodies, and internal teams.
• Excellent verbal and written communication skills to facilitate clear and consistent dialogue between all parties involved.
• Expertise in identifying, assessing, and mitigating risks associated with the project.
• Strong collaboration skills to work effectively with multidisciplinary teams and ensure cohesive project delivery.
• Ability to identify issues and develop effective solutions to keep the project on track.
• Understanding of railway systems, including design, operations, and safety standards.
• Experience in quality assurance processes to ensure that project deliverables meet the required standards.
• Flexibility to adapt to changing project requirements and environments.
• Strong interpersonal skills with the ability to influence and relate to individuals and groups – both technical and non-technical.
• Strong analytical and organisational skills.
• Ability to govern and drive outcomes to ensure high quality service.
Formal Education Qualifications
• Degree (NFQ Level 8 degree or equivalent) in a relevant engineering discipline.
