General Transport Infrastructure Ireland (TII) was set up to deliver and operate safe and efficient light rail and national road networks. TII’s mission is to deliver transport infrastructure and services that contribute to the quality of life of the people of Ireland and support the country’s economic growth. TII’s ability to deliver and operate light rail and roads networks efficiently is recognised, as evidenced by the portfolio of National Development Plan (NDP) 2021–2030 investments entrusted to TII and its partners to deliver.

Under the NDP there are three areas under the remit of TII which identify key priorities:

1) Investment in public transport infrastructure to be delivered on behalf of the National Transport Authority (NTA) in line with the Transport Strategy for the Greater Dublin Area 2022-2042. This Strategy commits to the undertaking of appraisal, planning and design of Luas network expansion to Bray, Finglas, Lucan and Poolbeg. Importantly, the Plan also sets out a firm commitment to deliver a metro rail system known as MetroLink that will run from Swords to Charlemont, connecting Dublin Airport with the city centre and providing interchanges with other public transport services including Iarnród Eireann at Glasnevin, the DART at Tara Street and Luas at O’Connell Street and Charlemont. TII also delivers light railway infrastructure being planned in other cities. Currently TII is working in partnership with the NTA on the planning and design of Cork Light Rail Transit.

2) Investment in national roads, active travel and Greenway infrastructure will be delivered in accordance with the guiding principles of the Department of Transport, National Investment Framework for Transport in Ireland and the Strategy for Future Development of National and Regional Greenways. The major roads, active travel and Greenways projects to be delivered and funding provisions are set out in the NDP 2021 to 2030. TII also has a new function for the delivery of zero and low emission vehicle infrastructure (ZEVI) under the Road Traffic and Roads Act 2023. 

3) Investment in asset management, maintenance and renewal expenditure will need to increase over the lifetime of the NDP to meet the required investment levels for the current transport network and for new projects as they come into service.

TII’s ambitious plans for infrastructural delivery will drive Ireland’s long term economic, environmental and social progress across all parts of the country over the next decade. The NDP, which is aligned with the delivery of the objectives of the National Planning Framework (NPF), sets out a roadmap and the level of investment which will underpin the NPF and drive its implementation over the next ten years. MetroLink Programme MetroLink is a transformative piece of public transport infrastructure and will be Dublin’s first metro railway. The system will offer a high-capacity, high-frequency metro railway with 16 new stations from Swords to Charlemont. It will interlink with multiple transport networks, including Dublin Airport, Irish Rail, DART, Dublin Bus, and Luas, promoting a seamlessly integrated transport experience for the Greater Dublin Area. The majority of its 19km route is underground, marking a paradigm shift for Irish public transport. Upon launch, MetroLink will provide trains every three minutes during peak times, with expected annual ridership of 53 million passengers, providing unprecedented convenience of travel to passengers.

Work Location: The successful candidate will be based in TII Offices on Parkgate Street, Dublin 8, or such other place as determined by TII. Blended working arrangements in place.

Job Description The General Procurement Manager is responsible for undertaking procurements for MetroLink, ensuring adherence to best practices and regulations. The role holder is responsible for coordinating procurement tasks with the Supply Market Team, creating procurement plans, and managing supplier selection and contracts. The General Procurement Manager has influence over MetroLink’s relevant procurement budget, and manages the supply chain team, maintains contract registers, and ensures efficient operation of the purchase-to-pay system for procurement

Principal Accountabilities • Deliver procurement activities as directed by the General Procurement Lead.

• Support the MetroLink team with expertise and assistance on a day-to-day basis.

• Lead engagements with Supply Market Team.

• Identify and allocate procurement activities regarding risk, value, and availability of resources.

• Produce work package procurement plans for the sourcing of suppliers for requirements. This includes a programme of activities agreed with the Accountable Manager to achieve value for money objectives, compliant contracts and framework agreements.

• Liaise with the General Procurement Lead to plan and schedule appropriate resources and manage the team on a day-to-day basis.

• Produce consistent and compliant documents in accordance with EU Procurement Directives and Irish National Regulations and laws.

• Provide accurate and timely information to the General Procurement Lead and project controls via monthly procurement progress reports.

• Ensure full use of e-tendering software and deliver best practice tender processes.

• Manage preparation of briefing packs and pre-qualification questionnaires, pre-qualify and select suppliers for tender lists and issue notices.

• Takes responsibility for the arrangement and management of tender evaluation panels and prepare recommendations for the award of contracts.

• Manages the preparation of invitation to tender documents, issue invitations to tender, respond to queries, receive tenders, agree on final terms and conditions, and arrange for contract execution.

• Participate in any progress meetings to discuss procurement progress, shortlisting, and tender awards when required.

• Ensure approvals and authorisations are obtained, coordinate the authorisation of contract award recommendations.

• Ensure award notifications are issued correctly, and that contracts are appropriately executed and signed.

• Lead the administration of contracts in conjunction with the supply market team and accountable manager.

• Update contract information on the contract register at key stages of the procurement cycle.

• Manage and maintain documents in accordance with MetroLink’s Departmental Document Management Procedures.

• Take reasonable care of your own and others’ health, safety, and wellbeing by taking personal responsibility for working to the MetroLink Target Zero principles.

ESSENTIAL REQUIREMENTS

Character

Each candidate must be of good character.

Health

A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service

Experience, Skills and Qualifications

The successful candidate will be required to demonstrate the key competencies for a Principal Officer position as outlined in Appendix 1, as well as the following job-specific requirements: Experience

• 9+ years of experience in a similar procurement manager role working for a large organisation. To include a minimum of 5 years’ senior experience of public sector eprocurement and constraints.

• Experience drafting complex and bespoke contract terms and commercial principles including supplies, services and framework agreements.

Skills

• A thorough understanding of procurement of EU Procurement Directives and Irish National Regulations and laws and construction procurement as a client or for client bodies.

• Understanding and knowledge of the relevant supply markets and effective application of value for money strategies and solutions.

• Strong understanding of business and procurement management systems.

• Ability to deal with commercial agreements.

• Legal awareness of contract risks.

• Ability to develop successful commercial relationships that have benefitted programme performance and delivery metrics.

• Understanding of business and procurement management systems.

• Ability to report timely and accurate management information.

• Competent in Microsoft Office.

• Strong understanding of currently available purchasing options including framework agreements.

• Ability to write, document, and maintain technical standards, guidelines, and workflows.

• Attention to detail and accuracy.

• Ability to work in a collaborative manner that is positive, open, transparent and is a clear and effective communicator to foster a committed, strategic, innovative and inclusive culture.

• Well-developed interpersonal and communication skills along with high personal motivation and energy. Formal Education Qualifications

• A minimum level 8 degree in business or a related subject matter or equivalent experience is required.

• Advanced Diploma in Public Procurement Law (King’s Inns) or equivalent is desirable.

Professional Memberships

A professional qualification such as Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS) or relevant equivalent e.g. Membership of Institute of Management Consulting, Association of Project Management or Project Management Institute (PMI). (Desirable).
