Role and Responsibilities
Transport Infrastructure Ireland is responsible for maintaining the Luas Light Rail network. The Light Rail network relies on 11 principal asset categories / groups (e.g. structures, track, control & commu-nications systems and power installations) with different characteristics and deterioration mecha-nisms, with a cumulative value in the region of €1bn.
In maintaining the light rail network, TII is responsible for overseeing a wide range of asset renewal and maintenance projects, including significant civil infrastructure works, rail replacement works, power, communications and signalling works. These works are carried out by a variety of contractors on behalf of TII.
In addition to these works, TII is responsible for ensuring that all construction works undertaken by third party developers adjacent to the light rail network are undertaken in accordance with TII Re-quirements. The Construction Supervisor will be TII’s representative in the supervision and monitor-ing of all construction works undertaken on the Luas Light Rail Network by TII’s contractors. The Con-struction Supervisor will also be responsible for monitoring construction activity by third party devel-opers adjacent to the light rail network
This is a key role which will require, experience, technical expertise, leadership and reporting skills.
Key areas of responsibilities for this role:
· Carry out regular onsite inspections of the light rail network for TII and jointly with Operations Maintains Contractor as required
· Monitor Quality Assurance and Quality Control of the contractor’s works.
· Monitor on-site supervision of the performance of the contractor against programme.
· Ensuring Public Relations interfaces are managed, and key issues are dealt with quickly and efficiently.
· Ensuring all contractors and employees meet the Health, Safety and Environmental obligations of the relevant statutory Codes and Laws
· Co-ordinating all external interfaces to the contract – e.g. Local Authorities, NRA, developers, external contracts, emergency services
· Co-ordinating and managing the interface with the Utility Companies where applicable.
· Maintaining daily progress and resource records of all plant, resources and site activities.
· Present outcome of site inspections to Senior Works Manager on a monthly basis
· Undertake work/inspections during unsocial hours, where work must be undertaken during system downtime
· Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade.
All the divisions within TII have interdependent responsibilities and close cooperation, collaboration and teamwork are required across the whole organisation to meet tight deadlines
Education & Experience
· A third level qualification (NFQ Level 6 or higher) in a relevant discipline such as Civil Engineering, Construction Management or related field is preferable plus 5 years’ experience in a senior con-struction supervisor role on major infrastructure, building or utilities projects, preferably including rail or light rail projects working with the related disciplines.
OR
a minimum of 8 years’ experience in a senior construction supervisor role on major infrastructure, building or utilities projects, preferably including rail or light rail projects working with the related disciplines.
· Completion of specific relevant training e.g. High Risk Confined Space Training, MapRoad Li-cencing (MRL), Working at Heights, Locating Underground Services (LUGS), Signing, Lighting and Guarding (SLG) etc. desirable, but not essential
· A strong record of working collaboratively with third party stakeholders, and construction and/or service contractors/providers.
· Ideally, a good knowledge of working in/ on railway operating environments and / or working within safety critical environments.
· Knowledge of asset management principles, combined with an understanding of lifecycle management, risk management, safety management related to infrastructure assets desirable.
· Experience in Utility Diversions in a city centre environment desirable.
· Familiar with the traffic management process included in Dublin City Council’s “Directions for the Control and Management of Roadwork’s in Dublin”.
· Full Driving Licence.
· A strong commitment to public safety, to the safety of our own staff, and to the safety of those working on our behalf.
· A fluency in English, both written and oral.
