General

Transport Infrastructure Ireland (TII) was set up to deliver and operate safe and efficient light rail and national road networks. TII’s mission is to deliver transport infrastructure and services that contribute to the quality of life of the people of Ireland and support the country’s economic growth.

TII’s ability to deliver and operate light rail and roads networks efficiently is recognised, as evidenced by the portfolio of National Development Plan (NDP) 2021–2030 investments entrusted to TII and its partners to deliver. 

Under the NDP there are three areas under the remit of TII which identify key priorities:

1)     Investment in public transport infrastructure to be delivered on behalf of the National Transport Authority (NTA) in line with the Transport Strategy for the Greater Dublin Area 2022-2042. This Strategy commits to the undertaking of appraisal, planning and design of Luas network expansion to Bray, Finglas, Lucan and Poolbeg. Importantly, the Plan also sets out a firm commitment to deliver Metrolink, that will run from Swords to Charlemont, connecting Dublin Airport with the city centre and providing interchanges with other public transport services including Iarnród Eireann at Glasnevin, the DART at Tara Street and Luas at O’Connell Street and Charlemont. TII also delivers light railway infrastructure being planned in other cities. Currently TII is working in partnership with the NTA on the planning and design of Cork Light Rail Transit.

2)     Investment in national roads, active travel and Greenway infrastructure will be delivered in accordance with the guiding principles of the Department of Transport, National Investment Framework for Transport in Ireland and the Strategy for Future Development of National and Regional Greenways.  The major roads, active travel and Greenways projects to be delivered and funding provisions are set out in the NDP 2021 to 2030. TII also has a new function for the delivery of zero and low emission vehicle infrastructure (ZEVI) under the Road Traffic and Roads Act 2023.

 3)     Investment in asset management, maintenance and renewal expenditure will need to increase over the lifetime of the NDP to meet the required investment levels for the current transport network and for new projects as they come into service.

TII’s ambitious plans for infrastructural delivery will drive Ireland’s long term economic, environmental and social progress across all parts of the country over the next decade. The NDP, which is aligned with the delivery of the objectives of the National Planning Framework (NPF), sets out a roadmap and the level of investment which will underpin the NPF and drive its implementation over the next ten years.

MetroLink Programme

MetroLink is a transformative piece of public transport infrastructure and will be Dublin’s first metro railway. The system will offer a high-capacity, high-frequency metro railway with 16 new stations from Swords to Charlemont. It will interlink with multiple transport networks, including Dublin Airport, Irish Rail, DART, Dublin Bus, and Luas, promoting a seamlessly integrated transport experience for the Greater Dublin Area.

The majority of its 19km route is underground, marking a paradigm shift for Irish public transport. Upon launch, MetroLink will provide trains every three minutes during peak times, with expected annual ridership of 53 million passengers, providing unprecedented convenience of travel to passengers.

The successful candidate will be based in TII Offices on Parkgate Street, Dublin 8, or such other place as determined by TII. Blended working arrangements in place.

The Procurement Interface Manager will play a crucial role in ensuring seamless communication and interaction between the TII Corporate Procurement team and the dedicated MetroLink Procurement (MLP) function. This role will enable a two-way stream of communication within the organisation.

Job Description

The responsibilities of the role will typically include:

  • Coordinating between various stakeholders to ensure that interfaces are functioning correctly and efficiently.
  • Managing the integration of software systems, ensuring compatibility and smooth data exchange.
  • Troubleshooting and resolving any issues that arise with system/team/document interfaces.
  • Documenting interface requirements, processes, and procedures and normalising and improvement.
  • Collaborating with, project managers, and other team members to optimize interface performance and the overall delivery.
  • Ensuring support to the MetroLink project as required from the Corporate Procurement Section.
  • Lead in the procurement delivery of the corporate services and IT requirements for the project.

·      Sharing the learnings from the MetroLink Project to improve processes and procedures within the Corporate Procurement Section.

Principal Accountabilities

·      Managing or supporting major MLP processes in accordance with TII Corporate Procurement Guidelines;

·      Overseeing the Corporate Procurement Section’s contribution to and support for the Project;

·      Assisting in the management of the Advance Enabling Works packages at Pre-Qualification and Tender Stage, including planning and monitoring, of activities and the interaction of the market with the ongoing procurements that are managed by the TII Corporate Procurement Section;

·      Liaison with key internal stakeholders in the MetroLink Project and external stakeholders as required up to and including sanctioning authority approval and provide strategic procurement support and assistance where relevant;

·      Directing and managing negotiations as part of complex procurement processes being managed by MLP in order to ensure successful contract signing and timely handover to relevant project managers;

·      Coordinating activities with internal legal advisors in the event of a High Court procurement challenge in respect of procurement processes managed by MLP;  

·      Keeping MLP aware of the EU procurement requirements and the extensive auditing requirements including external (NTA, ISO, C&AG) and internal audit and compliance requirements including interaction with relevant internal stakeholders e.g. Audit and Risk committee;

·      Stakeholder and relationship management, including the development of effective and collaborative working relationships between the ML project and the Corporate Procurement Section’s software systems and advertising portals;

·      Assisting MLP in the development of sustainable measures to be incorporated into the tender documentation in line with Irish and EU requirements;

·      Management of Corporate Procurement staff and external advisors for the Procurement Section, responsible for supporting staff development as required;

·      Maintaining knowledge of industry trends, innovations and other relevant developments in the procurement environment and applying same in contributing to overall procurement function strategy;

·      Promoting and assisting the implementation of good practice in the context of ensuring value for money, effective outsourcing and risk management; and

·      Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade.

 All of the divisions within TII have inter-dependant responsibilities and close cooperation and teamwork is required across the organisation. 

Note:   The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII. 

ESSENTIAL REQUIREMENTS

Character

Each candidate must be of good character.  

Health

A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Experience, Skills and Qualifications

  • A third level qualification (HETAC Level 8 or equivalent) in business, accountancy, law, engineering, quantity surveying or other related discipline deemed relevant to the role;
  • Understanding of management software systems, integration processes, and data exchange protocols;

  • Understanding of management software systems, integration processes, and data exchange protocols;
  • Minimum seven years’ experience in a legal, financial, commercial, engineering or administrative role;
  • Extensive experience in the tender management lifecycle of procurements and the associated management of third parties/internal stakeholders to successfully deliver tender competitions, at an OJEU level.
  • Excellent knowledge in the preparation of tender briefs, technical specifications, conducting tender evaluations and negotiations, for all types of procurement but especially in the delivery of: facilities, corporate services and IT projects.
  • Thorough knowledge of the EU Procurement directives and Irish public sector procurement;
  • Experience in report writing and in numerical analysis;
  • An ability to provide leadership to a multi-disciplinary evaluation board/team;
  • Excellent communication skills (verbal, written and presentation);
  • Effective decision maker and ability to work on own initiative;
  • Fosters positive “can do” attitude amongst the team and is an effective team player;

Familiarity with the culture and organisation of TII Regional Offices, Government departments and State agencies such as the Office of Public Procurement.
