The Opportunity
We now seeking a Senior Regulatory Advisor to join our Group Regulation Team.
The Group Regulation Team  is responsible for developing and implementing a strategic approach to regulatory matters which align with the ambitions of the Group, and has a pivotal role to play in supporting the delivery of EirGrid Groups’ Corporate Strategy in Ireland and in the evolving European energy landscape, including the energy transition, offshore development and European matters including future interconnection.  This includes management and development of regulatory relationships, development of regulatory arrangements, revenue frameworks and price controls, formulation of Group Regulation Policy, management of the Customer Charging process for connecting parties in Ireland, and oversight of regulatory compliance and all relevant licensing, regulatory authorisations and consents.

Job Purpose
The successful role holder will have the opportunity to contribute to and influence the strategic direction of the company’s regulatory and policy engagement as we mobilise to deliver on our ambitious strategy, across our expanding role and evolving functions. The role holder will provide strategic advice across the organisation in relation to strategic regulatory policy issues and will act as a key point of expertise both internally and externally on relevant matters. 
The role holder will undertake a range of expert level analysis and will work within a multi-disciplinary team in Group Regulation, which deals with a range of commercial and technical projects in a rapidly changing business and regulatory environment. The role holder will ensure that key company regulatory objectives work in support of EirGrid Group’s Corporate Strategy.
The role holder will be a key interface with the Commission for Regulation of Utilities (CRU) in Ireland and will support the management of programmes with CRU, with particular focus on key strategic and transformational projects. While not directly engaged in Northern Ireland regulatory engagement the role holder will be required to ensure collaboration with the Northern Ireland regulatory team in SONI, whilst accommodating jurisdictional differences. The role holder will also support the determination and negotiation of regulatory approvals to enable EirGrid, EirGrid Interconnector DAC (EIDAC), SEMO and SEMOpx to meet their business obligations.

Key Responsibilities

  • Act as a strategic voice, strategic influencer and senior level advisor supporting the Head of Function and the Executive team in relation to strategic regulatory policy issues.
  • Provide clear, concise, practical, and strategic regulatory advice to inform and guide the EirGrid Group and its staff by identifying the key regulatory obligations, issues, the available options, and the associated risks.
  • Operate cross functionally, overseeing, leading, and supporting transformational pieces of work of strategic importance to the company including the evolution of the regulatory arrangements to reflect EirGrid’s new role in Offshore Grid Development, development and operation of the Celtic Interconnector, European Market reintegration and changing all island arrangements.
  • Oversee, provide thought leadership, and where necessary draft and manage, inputs to company position papers and CRU, Single Electricity Market Committee (SEMC), Government and EU consultation responses, on a range of commercial, business, technical and regulatory issues.
  • Ensure consistent position development by EirGrid on a range of regulatory matters.
  • Support the review of regulatory instruments such as primary and secondary legislation where required to support EirGrid Groups’ expanding role and evolving functions.
  • Contribute to organisation-level legal and regulatory policy issues.
  • Lead engagements pertaining to the review of and/or amendments to the EirGrid Group Regulatory Market, Interconnector, and TSO Ireland Licenses.
  • Provide analysis and reports on International and Irish developments in energy markets.
  • Provide support to shaping of the company’s regulatory revenue strategy, with specific focus on key new elements for offshore and Celtic Operation,
  • Represent EirGrid on various working groups and providing EirGrid policy input, including engagement with the relevant Regulatory Authorities and Government.
  • Support the Economic Regulation function within the Group Regulation team on revenue and price control related processes.
  • Other duties as required.

Knowledge, Skills and Experience
Essential

  • Relevant degree or equivalent qualification, at least 6 years post qualifying experience operating in strategic roles.
  • Have an excellent knowledge of the mechanics of regulation and a regulated business.
  • Have an ability to quickly grasp, synthesise and retain significant industry knowledge, including Regulatory Decisions and Domestic and European Legislation.
  • Have a strategic focus and ability to bring unique insights to bear.
  • Have very strong influencing skills and a track record of influencing effectively at senior level.
  • Excellent time management skills and ability to effectively prioritise multiple strategic projects at any one time.
  • Excellent analytical and problem-solving ability

  • Experience working within the Energy Industry
