Client Information:
Our client based in Central Asia is currently in the process of Large Scale developments throughout the Central Asia region. They are currently in the process of developing large Educational and Commercial projects in the region and have developed an excellent reputation throughout the region and further a field in the process.
Location: Bishkek, Kyrgyz Republic
Description:
• A Bachelors Degree in Civil Engineering/Quantity Surveying or Similar.
• 15 - 20 years is a pre-requisite, with relevant experience in procurement management in the Construction and Civil Engineering Industry.
• Experience in preparing contract document for contractors, sub contractors, compiling the tender documents if there are no pre-appointed consultants.
• You will also analyze and verify the Bill of Quantities against the scope of work, specification; drawings received from user departments and appointed consultants.
• Negotiating with various contractors / consultants, follow up and reviewing technical and financial comparison will also be your responsibility.
• You should have managerial skills to supervise and guide a team of Senior Procurement engineer and procurement engineer.
• Previous experience of working in a CIS country together with proficiency in spoken and/or written Russian would be a distinct advantage.
• Fluent English and Overseas Experience Essential.
• Writes procedures for the procurement process.
• Sends requests for quotations and analyzes responses.
• Attends technical committees to represent procurement function.
• Reviews Materials specifications.
• Follows up on shipping issues.
• Expedites materials.
• Establishes vendor lists and maintains certificates of vendors.
