Introduction
The Saudi Arabian Monetary Agency (SAMA), the Central Bank of the Kingdom of Saudi Arabia (KSA) seeks the services of a payments systems consultant with specific expertise in the Oversight of Payments Systems.
Responsibilities
The Consultant will be required to:
Assist with the set up of the Payments Systems Oversight section
Coordinate the work of the section to ensure that all relevant tasks are performed in a highly professional manner
Prepare a detailed work plan for the section and obtain management approval for the plan
Perform oversight assessment of payments systems in the Kingdom
Issue oversight assessment reports on each payments system assessed
Prepare reports and presentations for SAMA Management on all Payments Systems Oversight issues
Prepare annual oversight reports
Identify issues that need special awareness programmes for SAMA staff working on the development and/or operation of payments systems
Ensure that the transfer of knowledge to SAMA staff is managed in an effective manner that will enable the staff members to become self-sufficient in the Payments Systems Oversight function
Liaise with other sections and departments within SAMA and Banking Technology Development (BTD) as required
Arrange appropriate training for other SAMA staff as required
Provide training courses for commercial bank staff as required
Other related tasks as they arise
Skills and Experience Required
The successful candidate will be required to demonstrate the following:
A minimum of 5 to 10 years experience in the payments industry
A thorough understanding of all aspects of Payments systems, including, international policies, standards and regulations
A thorough understanding of all aspects of payments systems oversight
A very good knowledge of global trends in the payments area
A good knowledge of the various payments systems in operation in the Kingdom of Saudi Arabia, while not essential, would be desirable
A wide knowledge of IT systems, communication technologies, IT security, and financial messaging systems
Strong leadership skills
A proven willingness and capability to accept responsibility
Good communication skills, both oral and written
A proven capacity to prepare succinct and informative reports and presentations
The primary language in use will be English, good communication skills in the English language, both oral and written, will be essential
The range of analytical and consultative skills necessary to assist in the performance of the range of tasks set out above
