Procurement Manager

Role Summary

Responsible for delivering compliant, transparent and value-for-money procurement services within a public sector environment. Leads and supports end-to-end public procurement and tendering activities, ensuring compliance with National and EU public procurement legislation, organisational governance requirements and internal procurement policies. Works collaboratively with internal stakeholders to deliver procurement strategies, contract management and continuous improvement across the procurement function.

Key Responsibilities

  • Lead and manage procurement and tendering activities for goods, services and works in accordance with public procurement legislation and organisational procurement policies.
  • Manage end-to-end public procurement competitions, ensuring integrity, transparency, fairness and value for money throughout the procurement lifecycle.
  • Develop procurement strategies and tendering approaches aligned with organisational objectives and procurement best practice.
  • Review and refine tender specifications in collaboration with internal stakeholders.
  • Prepare high-quality procurement documentation, including tender documentation, evaluation criteria and contract documentation.
  • Publish procurement competitions through electronic tendering platforms and manage the associated procurement process.
  • Coordinate tender clarifications, supplier communications, evaluations, moderation meetings and contract award recommendations.
  • Lead contract negotiations and support the successful implementation of awarded contracts.
  • Manage supplier selection, onboarding and supplier relationship activities to support effective contract delivery.
  • Provide procurement guidance and support to business units throughout the procurement lifecycle.
  • Ensure compliance with National and EU public procurement legislation, governance requirements and internal procurement policies and procedures.
  • Work collaboratively with Finance and other internal stakeholders to ensure compliance with purchasing, contracting and purchase-to-pay processes.
  • Operate purchasing systems, including supplier setup, purchase order creation and procurement administration.
  • Monitor procurement activities to ensure consistency, efficiency, transparency and effective governance.
  • Contribute to the review and continuous improvement of procurement policies, procedures, templates and operational processes.
  • Support contract management activities and monitor supplier performance to ensure contractual compliance and value for money.
  • Prepare procurement reports, maintain accurate procurement records and support audit and governance requirements.

Qualifications & Experience

  • Minimum of three years' experience in public procurement.
  • Demonstrable experience managing public procurement competitions from planning through to contract award.
  • Strong working knowledge of National and EU public procurement legislation, procurement governance and best practice.
  • Experience preparing tender documentation and managing competitive tendering processes.
  • Understanding of contractual terms and conditions, procurement compliance and governance requirements.
  • Experience using purchasing systems and electronic tendering platforms.
  • Strong ICT skills, including procurement and financial systems.
  • Excellent analytical, organisational and problem-solving skills with a high level of accuracy and attention to detail.
  • Ability to work independently, manage competing priorities and deliver results within agreed timelines.
  • A recognised public procurement qualification (Level 6 or higher) is desirable.
  • Previous administration, finance or accounts experience is advantageous.
