Description of the unit / department:
The IT Unit is situated in Trócaire’s Head Office in Maynooth, Co. Kildare. It is one of four units in the Organisational Development & Corporate Affairs Division (ODCA). The IT Unit is responsible for the provision of a high quality, cost effective information technology & communication service for the entire organisation.

The Development sector is facing many challenges in the current global environment as communities in the developing countries strive to overcome poverty and injustice. Technology is playing an increasingly important part in the lives of poor people, transforming local markets, contributing to health programmes, creating opportunities for small business. The potential is immense. Meanwhile the ICT needs of our organisation continue to grow as the sector demands increased accountability, information flow and risk management.

Scope of the Role:
Trócaire has a well developed ICT infrastructure across its international operations. Managing the ICT team the CIO will be responsible for all ICT functions. She/he will develop and implement an ICT strategy that will support the organisation’s strategic objectives, both in Ireland and overseas.

Key Duties & Responsibilities
· Develop and drive strategic relationships within the IT sector to promote innovation in our work and to develop leading edge thinking.
· Drive and lead positive relationships with INGO’s through networking with members (Net Hope) to exploit technology in our development sector.
· Manage and promote relationships both internally and externally that contribute to the development of Trócaire’s ICT systems.
· Identify areas and take a leading role where there is potential to use ICT for organisational and programme development.
· Motivate and develop the IT team. Including the implementation of the Trócaire performance management system that promotes a high performance culture.
· Drive the delivery of the IT Unit’s strategic objectives, also ensuring the unit as a whole is supporting the delivery of the organisations objectives.
· Lead the IT Unit in the management of all IT systems throughout the organisation providing secure data and networks to ensure that they meet all internal, external & regulatory requirements.
· Take overall responsibility for the management of security hardware and software ensuring they are not ever compromised, continuing to secure and maintain our systems.
· Lead and develop the management of external providers of IT services ensuring value for money and effective delivery of service, including the provision of service level agreements for all outsourced IT services.
· Plan and manage an organisation wide ICT budget.
· Contribute to the leadership of the organisation and the delivery of the strategic framework as a member of the ODCA Division management team and the Leadership Forum.
· From time to time taking responsibility for other key organisation wide tasks/projects as assigned by the Head of ODCA and/or Senior Management.
Person Specification – Essential Requirements (E)
(E) Qualification
· Bachelor degree in ICT, computer science or related field
(E) Experience
· A strong management background in ICT at a senior level, with ten years experience.
· A proven track record in leading and providing direction/support to diverse teams.
(E) Skills
· Ability to build relationships with management colleagues and to translate organisation needs into robust ICT strategies and plans.
· Excellent communication and leadership skills with a proven track record of leading and motivating a team, and communicating complex technical matters to non technical colleagues.
· Strong people management and talent management skills.
· Ability to be part of a team and to motivate and lead a team to high achievement.
· From time to time taking responsibility for other key organisation wide projects or duties as assigned by the Head of ODCA.
