Job Purpose 
The Operations & Asset Management Directorate is at the heart of Ireland’s electricity system, bringing together expert professionals from engineering and commercial backgrounds. We’re central to delivering a secure, reliable, and sustainable power system and wholesale electricity market for the island of Ireland — and above all, ensuring the lights stay on.

The Capacity Funding & Delivery team runs the auctions that secure the long-term capacity needed to keep the lights on and support Ireland’s transition to a low-carbon future, in line with the Climate Action Plan.

The Senior Lead Analyst will play a pivotal role in supporting the leadership of the team with end‑to‑end delivery of Capacity Market and Renewable Energy Support Scheme (RESS) auction cycles, ensuring robust governance, high‑quality analysis, and stellar stakeholder engagement. In this role, you will be expected to coach and develop the Senior Analysts and Analysts, oversee technical and operational workstreams, and drive continuous improvement across auction delivery and capacity monitoring.

Key Responsibilities 

  • Lead Auction Operations: Co‑own the planning, coordination, and execution of Capacity Market and RESS auctions with the Team Lead(s),ensuring delivery against policy, regulatory and legislative frameworks and timetable milestones. This includes shaping and reviewing technical requirements and operational procedures for auction processes. In addition, overseeing assessment of technical qualification and auction outcomes, providing challenge, assurance, and clear recommendations to the Team Lead. 
  • Customer & Stakeholder Engagement: Represent the team in Capacity Market Design and RESS Auction Design Implementation Working Group meetings and other stakeholder fora. Manage complex market queries and sensitive issues; provide balanced, evidence‑based responses and recommendations. 
  • System Development & Testing: Provide strategic input to system roadmaps; own business requirements, acceptance criteria, and traceability for relevant features. Lead and coordinate User Acceptance Testing (UAT) for new releases, ensuring defects are triaged and resolved; verify that user experience and controls are improved. 
  • Coaching & Capability Building: Coach analyst and controller colleagues and responsible for the quality assurance of all work delivered to leadership of the team, ensuring accuracy and appropriate rigour required for audit purposes.  
  • Governance, Reporting & Communications: Produce and quality‑assure high‑impact reports, Board/ExCo briefings, consultation responses, and market publications that are clear to both technical and non‑technical audiences. Coordinate communications with auction participants; ensure stakeholder queries are triaged, resolved, and tracked within agreed timelines. 
  • Audit & Compliance Leadership: Lead audit readiness across assigned workstreams, ensuring end‑to‑end process documentation, risks and controls, quality checks, and sampling evidence are complete. Monitor compliance with regulatory and governance frameworks; escalate risks and implement corrective actions promptly. Ensure documentation and records meet internal governance, T&Cs and Agreed Procedures standards; maintain version control and auditable evidence trails. 
  • Market research and analysis: Direct the preparation, validation, and interpretation of complex data and models to support decision‑making and transparent internal/external reporting for auction design and development, and broader energy market considerations. Guide root‑cause analyses and scenario assessments; distil key insights for the organisation, DECC, Regulators, and market participants. 
  • Operational Excellence: Drive process excellence and automation; sponsor the development of analysis tools, dashboards, and data pipelines that improve quality and efficiency. Support team lead(s) to define and track KPIs across auction delivery and capacity monitoring; champion continuous improvement, lessons learned, and risk mitigation. 


Knowledge, Skills and Experience 

  • Bachelor's degree or other relevant degree in Engineering, Finance, Commerce, Business Management, Risk Management or a related discipline 
  • Typically, with a minimum 5 years’ experience in the energy industry, ideally with exposure to electricity markets or regulatory environments. 
  • Demonstrable experience leading multi‑disciplinary project team delivering complex, multi‑stakeholder programmes to time, quality, and audit standards. 
  • Strong quantitative and problem‑solving skills; ability to direct and challenge analytical work (Excel, Power BI, etc) in clearly communicated outputs (Word, PowerPoint, etc) 
  • Excellent written and verbal communication; proven ability to produce clear technical specifications, business requirements, and briefing materials. 
  • Knowledge of governance frameworks, assurance, and audit (e.g., control design, evidence packs, change management, separation of duties). 
  • Familiarity with Ireland’s electricity market (I‑SEM), Capacity Market, RESS, DECC policy context, and broader EU state‑aid energy policies is desirable. 
  • Project and programme management capability (e.g., PRINCE2/Agile); experience coordinating User Acceptance Testing and vendor engagement beneficial
