General
Transport Infrastructure Ireland (TII) was set up to deliver and operate safe and efficient light rail and national road networks. TII’s mission is to deliver transport infrastructure and services that contribute to the quality of life of the people of Ireland and support the country’s economic growth. TII’s ability to deliver and operate light rail and roads networks efficiently is recognised, as evidenced by the portfolio of National Development Plan (NDP) 2021–2030 investments entrusted to TII and its partners to deliver.
Under the NDP there are three areas under the remit of TII which identify key priorities:
1) Investment in public transport infrastructure to be delivered on behalf of the National Transport Authority (NTA) in line with the Transport Strategy for the Greater Dublin Area 2022-2042. This Strategy commits to the undertaking of appraisal, planning and design of Luas network expansion to Bray, Finglas, Lucan and Poolbeg. Importantly, the Plan also sets out a firm commitment to deliver a metro rail system known as MetroLink that will run from Swords to Charlemont, connecting Dublin Airport with the city centre and providing interchanges with other public transport services including Iarnród Eireann at Glasnevin, the DART at Tara Street and Luas at O’Connell Street and Charlemont. TII also delivers light railway infrastructure being planned in other cities. Currently TII is working in partnership with the NTA on the planning and design of Cork Light Rail Transit.
2) Investment in national roads, active travel and Greenway infrastructure will be delivered in accordance with the guiding principles of the Department of Transport, National Investment Framework for Transport in Ireland and the Strategy for Future Development of National and Regional Greenways. The major roads, active travel and Greenways projects to be delivered and funding provisions are set out in the NDP 2021 to 2030. TII also has a new function for the delivery of zero and low emission vehicle infrastructure (ZEVI) under the Road Traffic and Roads Act 2023.
3) Investment in asset management, maintenance and renewal expenditure will need to increase over the lifetime of the NDP to meet the required investment levels for the current transport network and for new projects as they come into service. TII’s ambitious plans for infrastructural delivery will drive Ireland’s long term economic, environmental and social progress across all parts of the country over the next decade. The NDP, which is aligned with the delivery of the objectives of the National Planning Framework (NPF), sets out a roadmap and the level of investment which will underpin the NPF and drive its implementation over the next ten years.

MetroLink Programme
MetroLink is a transformative piece of public transport infrastructure and will be Dublin’s first metro railway. The system will offer a high-capacity, high-frequency metro railway with 16 new stations from Swords to Charlemont. It will interlink with multiple transport networks, including Dublin Airport, Irish Rail, DART, Dublin Bus, and Luas, promoting a seamlessly integrated transport experience for the Greater Dublin Area.
The majority of its 19km route is underground, marking a paradigm shift for Irish public transport. Upon launch, MetroLink will provide trains every three minutes during peak times, with expected annual ridership of 53 million passengers, providing unprecedented convenience of travel to passengers.

Work Location: The successful candidate will be based in TII Offices on Parkgate Street, Dublin 8, or such other place as determined by TII. Blended working arrangements in place.
Job Description
The Archaeology Project Manager on the M130 Contract is responsible for overseeing the contractors and MetroLink project team appointed to test and resolve archaeology constraints along the MetroLink route, in accordance with legislation and the 2017 Code of Practice for Archaeology.
The MetroLink construction area will take place within a rich cultural heritage environment centred around the historic Town of Dublin; and the medieval town of Swords. The contractors will be appointed under the GCCC Conditions of Engagement for Services. The Archaeology Project Manager will oversee the administration of contractors appointed in conjunction with the MetroLink integrated team. The Archaeology Project Manager supports the completion of the M100, M400 and M500 contracts. A key part of this role will be to build relationships both internally and externally, manage team performance and morale, work collaboratively on a best for project basis with the Enabling Contractors, the Advance Works Engineering Designer, Project Archaeologists and Project Conservation Architect to ensure the timely delivery of the works.
The successful candidate will be responsible for monitoring contractor performance and driving efficient performance throughout the works. The role facilitates teamwork and collaborates with the integrated MetroLink team ensure the successful execution of delivery activities, by focusing on fostering a collaborative and productive team environment. A crucial aspect of the role involves establishing strong, trusting relationships with key stakeholders and securing their support for the delivery process of the enabling works.
Principal Accountabilities
• Coordinate and manage the delivery of Archaeological Works Contracts from tender through
to completion, in collaboration with the designers (AtkinsRealis/RPS), the TII appointed
Archaeologists, and the integrated MetroLink Project Team.
• Liaise with heads of departments to ensure appropriate resource management.
• Manage a large multi-disciplinary team of internal resources and external advisors to develop
detailed plans and schedules for the proposed enabling works, acting as a line manager for
certain TII staff.
• Ensure adherence to contractual specifications, industry standards and regulatory
requirements to deliver high-quality enabling works.
• Identify, assess and mitigate any potential risks related to enabling works, such as delays,
cost overruns and technical challenges.
• Ensure commercial management of the contract with relevant team members including
managing change control procedures, audit plan, early warnings, the risk register and
evaluating compensation events.
• Promote a proactive safety and sustainability culture.
• Maintain effective communication with stakeholders, including subcontractors, suppliers,
government, agencies and community representatives.
• Ensure that communication interfaces are professionally managed and assist in the
production of communications by providing programme and technical information to the
MetroLink Team as required.
• Organise and participate in both internal and external stakeholder meetings to discuss
project progress and address any concern.
• Co-ordinate design and construction interfaces, including handover of the Works with the
MetroLink Main Infrastructure Contract and other Enabling Contracts, including liaising with
the wider integrated MetroLink team.
• Ensure decisions are made on a best for project basis.
• Maintain records of all enabling works activities, prepare regular progress reports, ensuring
that all documentation is up-to-date and accessible.
• Monitor the performance of contractors in relation to the relevant KPI’s.
• Advocate for continuous operational improvement, taking advantage of opportunities as
they arise.
• Define Enabling Works delivery strategy along with the short and long-term roadmap for
achieving this and in line with the contracting entity’s current and future capacity
requirements.
• Advocate collaboration and integration among multidisciplinary programme teams and
stakeholders.
Oversee compliance with planning and procurement policies across all related project
activities.
• Support a collaborative culture which enables high performance by encouraging innovation
and knowledge sharing between TII as the client and the supply chain.
• Promote an equitable, inclusive, accessible, and diverse workplace.
• Management of the on-site contract supervision and administration team including project
engineers, construction supervisors, commercial advisors, planner/s, and clerical personnel.
• Perform additional tasks, activities, or other duties as may be required or assigned as part of
the role.
All the divisions within TII have inter-dependent responsibilities and close cooperation, collaboration and teamwork are required across the whole organisation to meet tight deadlines.

Experience, Skills and Qualifications
Experience
• A minimum of 7 years’ post graduate experience of programme delivery including a proven
track record of leading multi-disciplinary projects/ programme delivery from inception
through to completion.
• Strong and demonstrable leadership and management experience, including project
management, procurement, contract management, financial management and change
management.
• Experience in planning, governance and delivery having managed multiple teams setting
goals, objectives and priorities, and establishing clear roles and responsibilities for all direct
reports.
• Experience demonstrating agility to adapt to the everchanging needs of the project
Skills
• Proficiency in gathering, documenting, and analysing project requirements to ensure they
align with customer and operational needs.
• Expertise in identifying, assessing, and mitigating risks associated with the project.
• Strong collaboration skills to work effectively with multidisciplinary teams and ensure
cohesive project delivery.
• Experience in quality assurance processes to ensure that project deliverables meet the

Formal Education Qualifications
• Minimum bachelor's degree or 3rd level professional qualification (NFQ Level 8 or equivalent)
in Engineering or Science or related discipline.
