The Consultancy Services Manager is responsible for overseeing the successful delivery, performance and governance of consulting services contracts across MetroLink with various contract forms from CoE (Technical) to NEC4 PSC and ranging in value from €1m to €50m. The role holder ensures that consultancy engagements are aligned with strategic objectives, delivered to agreed standards, and compliant with legal and regulatory requirements. The Consultancy Services Manager monitors the effectiveness of consultancy inputs, addressing any deviations from scope or performance expectations, and mitigating risks associated with service delivery. Through close collaboration with internal stakeholders and external consultancy providers, the Consultancy Services Manager ensures that services are value-driven, outcomes-focused, and contribute meaningfully to MetroLink’s programme goals. The role holder is responsible for tracking key performance indicators, reporting to senior leadership, and driving continuous improvement in the management of consultancy services.


Principal Accountabilities 

• Managing the full lifecycle of consultancy engagements, from procurement and onboarding through to delivery, performance monitoring, and contract closure, ensuring alignment with agreed terms and programme objectives.

• Reporting to Commercial Steering Group and MetroLink Steering Group on Consultancy Contracts Performance and on any particular emerging issues.

• Review and validate consultancy scopes, deliverables, and agreements to ensure they meet organisational standards, legal requirements, and strategic needs.

• Identify and mitigate risks related to consultancy service delivery, including legal, commercial, and reputational risks, ensuring all obligations are clearly defined and met.

• Provide strategic input on scope, deliverables, and performance expectations for procurement and negotiation processes, to ensure value for money and enforceable agreements. Monitor consultancy performance against agreed deliverables, timelines, and quality standards, ensuring accountability and timely resolution of issues.

• Maintain accurate and timely reporting on consultancy performance, spend, compliance, and risk, providing insights to senior leadership and programme teams.

• Adapt to changes in programme scope or requirements, ensuring consultancy services remain aligned with evolving MetroLink objectives.

• Track and analyse performance metrics across consultancy engagements to identify trends, risks, and opportunities for improvement.

• Leading effective communication and collaboration between internal stakeholders and consultancy providers to ensure shared understanding and delivery of expectations.

• Leading the coordination with internal teams and external consultants to ensure alignment on scope, timelines, and deliverables, resolving any discrepancies or conflicts.

• Ensure consultancy objectives are aligned with broader programme and business goals through proactive engagement with relevant departments.

• Support strategic initiatives and business development by ensuring consultancy services are structured to support long-term value and organisational growth.

• Identify and manage risks to the timely and effective delivery of consultancy services, developing mitigation strategies and contingency plans as needed.

• Leading programme and performance meetings, providing updates on consultancy delivery, risks, and opportunities for improvement.

• Managing in resolving disputes or performance issues with consultancy providers, ensuring outcomes are consistent with contractual obligations and organisational priorities.

• Promote an equitable, inclusive and collaborative workplace.

• Perform additional tasks, activities or other duties as may be required or assigned as part of the role as appropriate to the grade.

All the divisions within TII have inter-dependent responsibilities and close cooperation, collaboration and teamwork are required across the whole organisation. 

ESSENTIAL REQUIREMENTS

Character

Each candidate must be of good character.

Health

A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Experience, Skills and Qualifications

The successful candidate will be required to demonstrate the key competencies for a Principal Officer position as outlined in Appendix 1, as well as the following job-specific requirements:

Experience

Minimum 9+ years' post graduate experience in a similar Consultancy Services Manager / Contracts Manager role on another large-scale infrastructure project.

Skills

• Ability to develop and maintain successful commercial relationships that benefit from programme performance and delivery metrics.

• Ability to report timely and accurate management information.

• Strong knowledge and experience of currently available purchasing options including framework agreements.

• Ability to write, document, and maintain technical standards, guidelines, and workflows.

• Attention to detail and accuracy.

• Proven ability to work in a collaborative manner that is positive, open, transparent and is a clear and effective communicator to foster a committed, strategic, innovative and inclusive culture.

• Ability to manage staff and set priorities and objectives.

• Ability to operate and execute effectively in a dynamic environment with multiple priorities and agreed timeframes.

• Proven ability to address challenges such as supply chain disruptions, fluctuating market conditions, and supplier compliance issues.

• Ability to work effectively within a cross function multi-disciplinary functions matrix environment while ensuring that all procurement related tasks are conducted in a timely and accurate manner.

• Well-developed interpersonal and communication skills along with high personal motivation and energy.

• Competent in Microsoft Office.

Formal Education Qualifications

A minimum NFQ level 8 degree in engineering, quantity surveying or a related subject matter is required.
