MetroLink Programme 

MetroLink is a transformative piece of public transport infrastructure and will be Dublin’s first metro railway. The system will offer a high-capacity, high-frequency metro railway with 16 new stations from Swords to Charlemont. It will interlink with multiple transport networks, including Dublin Airport, Irish Rail, DART, Dublin Bus, and Luas, promoting a seamlessly integrated transport experience for the Greater Dublin Area.  

The majority of its 19km route is underground, marking a paradigm shift for Irish public transport. Upon launch, MetroLink will provide trains every three minutes during peak times, with expected annual passenger numbers of 53 million, providing unprecedented convenience of travel to passengers.  


Job Description

The Supply Chain Analytics Manager is responsible for providing day-to-day management of the Supply Chain Analytics teams. The role holder is responsible for developing and implementing data-driven strategies to monitor the state of the addressable contractor market. The Supply Chain Analytics Manager ensures efficient supply chain management across the MetroLink programme. The role holder analyses large datasets to identify trends and recommends actionable solutions to optimise processes across MetroLink.

Principal Accountabilities

  • Manage the analysts in the Supply Chain Analytics Team, providing expertise and assistance on a day-to-day basis.  
  • Oversee the development and upkeep of a log of all suppliers appointed by MetroLink, incorporating essential company data and designed points of contact.   
  • Build an understanding of the overall market capacity and capability to meet MetroLink’s needs and requirements.  
  • Oversee the creation and continuous improvement of a supply chain capacity model, ensuring the supplier database is maintained and the supply chain map and contractor matrix are consistently updated with current information.  
  • Lead, mentor, and develop a team of supply chain analysts, ensuring they have the necessary skills and knowledge to perform their roles effectively.   
  • Manage the ongoing monitoring of live supply chain issues and key risks, such as insolvency risk.  
  • Ensure that the Supply Chain Analytics Team provides up to date market intelligence for use in procurement decision making.  
  • Update the leadership team on trends and potential market risks.  
  • Manage the development and maintenance of a supplier database to support the market and MetroLink’s supply chain intelligence function.  
  • Provide accurate and timely information about progress and plans to the leadership team and project controls via monthly commercial and procurement progress reports. 
  • Manage the research and distribution of relevant supply chain intelligence and news internally within the MetroLink teams.  
  • Oversee the collation of project data on the progress of contractors and suppliers in delivery against the government’s policy outcomes for social value.  
  • Ensure the supply chain team collaborates effectively with the delivery teams to meet key deadlines and provide progress reports in alignment with the reporting calendar. 
  • Oversee the provision of accurate and timely information to the leadership team and project controls via monthly procurement progress reports.  
  • Take necessary care to properly protect the confidentiality, integrity and availability of corporate information from unauthorised disclosure, modification or destruction.  Never knowingly put Metrolink’s information or information systems at risk. 
  • Participate in any progress meetings to discuss procurement and assurance plans and progress. 
  • Deliver advisory and assurance activities to meet a dynamic and challenging procurement programme.  
  • Accommodate change while maintaining and achieving MetroLink objectives. 
  • Promote an equitable, inclusive and collaborative workplace. 
  • Perform additional tasks, activities or other duties as may be required or assigned as part of the role throughout the MetroLink programme. 

All the divisions within TII have inter-dependent responsibilities and close cooperation, collaboration and teamwork are required across the whole organisation. 


 ESSENTIAL REQUIREMENTS 

Character 

Each candidate must be of good character.    

Health 

A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 

 

Experience, Skills and Qualifications

The successful candidate will be required to demonstrate the key competencies for a Grade 2 position as outlined in Appendix 1, as well as the following job-specific requirements: 

Experience 

  • 5 years' experience in a similar supply chain analytics role for large-scale infrastructure and construction projects.  
  • Knowledge and understanding of the complete procurement contract management and supplier relationship management cycle.  
  • Experience reporting to senior management and clients on contract issues and risk profiles. 
  • Knowledge and experience of the relevant supply markets and effective application of value for money corporate strategies and solutions. 
  • Knowledge of construction and infrastructure sector. 

Skills 

  • Ability to report timely and accurate management information. 
  • Competent in Microsoft Office. 
  • Strong ability to write, document, and maintain technical standards, guidelines, and workflows. 
  • Strong attention to detail and accuracy. 
  • Knowledge of the NEC and other standard contract forms and commercial risks 
  • Ability to influence and lead teams without a direct reporting line. 
  • Excellent communication and collaboration skills. 
  • Ability to work effectively in a team environment. 
  • Ability to co-ordinate and communicate important information across teams. 
  • Ability to develop long term relationships with all team members.  
  • Ability to work in a collaborative manner that is positive, open, transparent and is a clear and effective communicator. 
  • Understanding of business and procurement management systems. 

Formal Education Qualifications 

  •  A degree (NFQ Level 8 or equivalent) in engineering, construction, analytics or other relevant discipline is required. 

 Professional Memberships 

  • A professional qualification such as Royal Institute of Chartered Surveyors (RICS), Institution of Civil Engineers (ICE) or relevant equivalent e.g. Membership of Institute of Management Consulting or Association of Project Management is desirable.
