General
Transport Infrastructure Ireland (TII) was set up to deliver and operate safe and efficient light rail and national road networks. TII’s mission is to deliver transport infrastructure and services that contribute to the quality of life of the people of Ireland and support the country’s economic growth. TII’s ability to deliver and operate light rail and roads networks efficiently is recognised, as evidenced by the portfolio of National Development Plan (NDP) 2021–2030 investments entrusted to TII and its partners to deliver.
Under the NDP there are three areas under the remit of TII which identify key priorities:
1) Investment in public transport infrastructure to be delivered on behalf of the
National Transport Authority (NTA) in line with the Transport Strategy for the Greater
Dublin Area 2022-2042. This Strategy commits to the undertaking of appraisal,
planning and design of Luas network expansion to Bray, Finglas, Lucan and Poolbeg.
Importantly, the Plan also sets out a firm commitment to deliver a metro rail system
known as MetroLink that will run from Swords to Charlemont, connecting Dublin
Airport with the city centre and providing interchanges with other public transport
services including Iarnród Eireann at Glasnevin, the DART at Tara Street and Luas at
O’Connell Street and Charlemont. TII also delivers light railway infrastructure being
planned in other cities. Currently TII is working in partnership with the NTA on the
planning and design of Cork Light Rail Transit.
2) Investment in national roads, active travel and Greenway infrastructure will be
delivered in accordance with the guiding principles of the Department of Transport,
National Investment Framework for Transport in Ireland and the Strategy for Future
Development of National and Regional Greenways. The major roads, active travel
and Greenways projects to be delivered and funding provisions are set out in the NDP
2021 to 2030. TII also has a new function for the delivery of zero and low emission
vehicle infrastructure (ZEVI) under the Road Traffic and Roads Act 2023.
3) Investment in asset management, maintenance and renewal expenditure will need
to increase over the lifetime of the NDP to meet the required investment levels for
the current transport network and for new projects as they come into service.
TII’s ambitious plans for infrastructural delivery will drive Ireland’s long term economic,
environmental and social progress across all parts of the country over the next decade. The
NDP, which is aligned with the delivery of the objectives of the National Planning Framework
(NPF), sets out a roadmap and the level of investment which will underpin the NPF and drive
its implementation over the next ten years.

MetroLink Programme
MetroLink is a transformative piece of public transport infrastructure and will be Dublin’s
first metro railway. The system will offer a high-capacity, high-frequency metro railway
with 16 new stations from Swords to Charlemont. It will interlink with multiple transport
networks, including Dublin Airport, Irish Rail, DART, Dublin Bus, and Luas, promoting a
seamlessly integrated transport experience for the Greater Dublin Area.
The majority of its 19km route is underground, marking a paradigm shift for Irish public
transport. Upon launch, MetroLink will provide trains every three minutes during peak
times, with expected annual ridership of 53 million passengers, providing unprecedented
convenience of travel to passengers.

Job Description
As part of the contract strategy for the MetroLink scheme it is intended to award several advance
contracts to precede the Main Infrastructure Contracts. The most significant of these advance
packages will be the Utility Works contracts. The Utility Project Manager (North) is a client designed
contract and will involve the installation of extensive new water, drainage, gas, telecoms and
electricity infrastructure in Dublin city centre and Fingal County, in a congested city centre/urban
environment. The Utility (North) Project Manager will be appointed under the NEC4 form of contract
- Option C: Target Contract with Activity Schedule. The role holder supports the completion of the
M100, M400 and M500 contracts. A key part of this role will be to build relationships both internally
and externally, manage team performance and morale, work collaboratively on a best for project
basis with the Enabling Contractors, the Advance Works Engineering Designer, Project Archaeologists
and Project Conservation Architect to ensure the timely delivery of the works.
The successful candidate will be responsible for monitoring contractor performance and driving
efficient performance throughout the works. The role facilitates teamwork and collaborates with the
integrated MetroLink team ensure the successful execution of delivery activities, by focusing on
fostering a collaborative and productive team environment.
This is a key role in the implementation phase of MetroLink demanding a candidate who possesses
maturity of thought with a keen sense of judgement, commensurate with the requirements of the
form of contract being adopted for these works. The successful candidate will be an accomplished
communicator demonstrating the capability of working on his/her own initiative, and with a proven
record in making key decisions on construction projects. A crucial aspect of the role involves
establishing strong, trusting relationships with key stakeholders and securing their support for the
delivery process of the enabling works
In particular, the form of contract that has been adopted for these works requires that the successful
candidate possess the ability to work collaboratively with the Contractor and internal and external
stakeholders in an effective and efficient manner to progress the works in an expeditious manner.
The role holder co-ordinates the design and construction interfaces of the Works with the MetroLink
Main Infrastructure Contracts and other Advance Works Contracts to achieve targets in a timely and
efficient manner.
Principal Accountabilities
• Coordinate and manage the delivery of Utility Contracts from tender through to completion, in collaboration with the designers (AtkinsRealis/RPS), and the integrated MetroLink Project Team.
• Liaise with heads of departments to ensure appropriate resource management.
• Manage a large multi-disciplinary team of internal resources and external advisors to develop detailed plans and schedules for the proposed utility works and act as a line manager for MetroLink staff.
• Ensure adherence to contractual specifications, industry standards and regulatory requirements to deliver high-quality utility works.
• Identify, assess and mitigate any potential risks associated with the Enabling and Main Works
• Manage Contractors including delays, cost overruns and technical challenges.
• Ensure commercial management of the contract with relevant team members including managing change control procedures, audit plan, early warnings, the risk register and evaluating compensation events.
• Promote a proactive safety and sustainability culture.
• Maintain effective communication with stakeholders, including subcontractors, suppliers, government, agencies and community representatives as well as managing any issues ensuring that they are dealt with quickly and efficiently.
• Ensure communication interfaces are professionally managed and assist in the production of communications by providing programme and technical information to the MetroLink Team as required.
• Organise and participate in both internal and external stakeholder meetings to discuss project progress and address any concern.
• Co-ordinate design and construction interfaces, including handover of the works with the MetroLink main infrastructure contract and other enabling contracts, including liaising with the wider integrated MetroLink team.
• Maintain records of all utility works activities, prepare regular progress reports and ensure that all documentation is up-to-date and accessible.
• Monitor the performance of contractors in relation to the relevant KPI’s.
• Advocate for continuous operational improvement, taking advantage of opportunities as they arise. · Define Utility Works delivery strategy along with the short and long-term roadmap for achieving this and in line with the contracting entity’s current and future capacity requirements.
• Advocate collaboration and integration among multidisciplinary programme teams and stakeholders.
• Oversee compliance with planning and procurement policies across all related project activities.
• Support a collaborative culture which enables high performance by encouraging innovation and knowledge sharing.
• Promote an equitable, inclusive, accessible, and diverse workplace.
• Ensure management of the on-site contract supervision and administration team including project engineers, construction supervisors, commercial advisors, planner/s, and clerical personnel.
• Oversee and manage all utility contracts related to the MetroLink project, ensuring compliance with terms and conditions.
• Collaborate with project managers and engineers to integrate utility requirements into the overall project plan.
• Advocate for continuous operational improvement, taking advantage of opportunities as they arise.
• Maintain effective communication with stakeholders, including utility companies, government agencies and community representatives.
• Stay informed about changes in utility regulations and industry best practices.
• Prepare and maintain detailed records of all utility-related activities, agreements and changes.

All the divisions within TII have inter-dependent responsibilities and close cooperation, collaboration
and teamwork are required across the whole organisation to meet tight deadlines

A candidate for and any person holding the role must be fully competent and capable of
undertaking duties attached to the role and be in a state of health such as would indicate a
reasonable prospect of ability to render regular and efficient service.
Experience, Skills and Qualifications
Experience
• A minimum of 7 years' senior experience in a relevant civil engineering/ contract
management capacity including a proven track record of leading multi-disciplinary
projects/ programme delivery from inception through to completion.
• 5+ years of major contract management essential.
• Experience working with Utility Works contracts and urban environment.
• Strong and demonstrable leadership and management experience, including project
management, procurement, contract management, financial management and change
management.
• Experience in planning, governance and delivery having managed multiple teams setting
goals, objectives and priorities, and establishing clear roles and responsibilities for all
direct reports.
• Experience demonstrating agility to adapt to the everchanging needs of the project.
Skills
• Ability to effectively engage with and manage relationships with various stakeholders,
including customers, regulatory bodies, and internal teams.
• Excellent verbal and written communication skills to facilitate clear and consistent
dialogue between all parties involved.
• Proficiency in gathering, documenting, and analysing project requirements to ensure
they align with customer and operational needs.
• Expertise in identifying, assessing, and mitigating risks associated with the project.
• Strong collaboration skills to work effectively with multidisciplinary teams and ensure

Formal Education Qualifications
• Degree or 3rd level professional qualification (NFQ Level 8 or equivalent) in Project
Management/Engineering/Quantity Surveying or similar relevant qualification.
