
MetroLink Utilities Project Manager (M150 North)
The successful candidate will be responsible for monitoring contractor performance and driving efficient performance throughout the works. The role facilitates teamwork and collaborates with the integrated MetroLink team ensure the successful execution of delivery activities, by focusing on fostering a collaborative and productive team environment. This is a key role in the implementation phase of MetroLink demanding a candidate who possesses maturity of thought with a keen sense of judgement, commensurate with the requirements of the form of contract being adopted for these works. The successful candidate will be an accomplished communicator demonstrating the capability of working on his/her own initiative, and with a proven record in making key decisions on construction projects. A crucial aspect of the role involves establishing strong, trusting relationships with key stakeholders and securing their support for the delivery process of the enabling works In particular, the form of contract that has been adopted for these works requires that the successful candidate possess the ability to work collaboratively with the Contractor and internal and external stakeholders in an effective and efficient manner to progress the works in an expeditious manner. The role holder co-ordinates the design and construction interfaces of the Works with the MetroLink Main Infrastructure Contracts and other Advance Works Contracts to achieve targets in a timely and efficient manner.
Principal Accountabilities
• Coordinate and manage the delivery of Utility Contracts from tender through to completion, in collaboration with the designers (AtkinsRealis/RPS), and the integrated MetroLink Project Team.
• Liaise with heads of departments to ensure appropriate resource management.
• Manage a large multi-disciplinary team of internal resources and external advisors to develop detailed plans and schedules for the proposed utility works and act as a line manager for MetroLink staff.
• Ensure adherence to contractual specifications, industry standards and regulatory requirements to deliver high-quality utility works.
• Identify, assess and mitigate any potential risks associated with the Enabling and Main Works
• Manage Contractors including delays, cost overruns and technical challenges.
• Ensure commercial management of the contract with relevant team members including managing change control procedures, audit plan, early warnings, the risk register and evaluating compensation events.
• Promote a proactive safety and sustainability culture.
• Maintain effective communication with stakeholders, including subcontractors, suppliers, government, agencies and community representatives as well as managing any issues ensuring that they are dealt with quickly and efficiently.
• Ensure communication interfaces are professionally managed and assist in the production of communications by providing programme and technical information to the MetroLink Team as required.
• Organise and participate in both internal and external stakeholder meetings to discuss project progress and address any concern.
• Co-ordinate design and construction interfaces, including handover of the works with the MetroLink main infrastructure contract and other enabling contracts, including liaising with the wider integrated MetroLink team.
• Maintain records of all utility works activities, prepare regular progress reports and ensure that all documentation is up-to-date and accessible.
• Monitor the performance of contractors in relation to the relevant KPI’s.
• Advocate for continuous operational improvement, taking advantage of opportunities as they arise. Define Utility Works delivery strategy along with the short and long-term roadmap for achieving this and in line with the contracting entity’s current and future capacity requirements.
• Advocate collaboration and integration among multidisciplinary programme teams and stakeholders.
• Oversee compliance with planning and procurement policies across all related project activities.
• Support a collaborative culture which enables high performance by encouraging innovation and knowledge sharing.
• Ensure management of the on-site contract supervision and administration team including project engineers, construction supervisors, commercial advisors, planner/s, and clerical personnel.
• Oversee and manage all utility contracts related to the MetroLink project, ensuring compliance with terms and conditions.
• Collaborate with project managers and engineers to integrate utility requirements into the overall project plan.
• Advocate for continuous operational improvement, taking advantage of opportunities as they arise.
• Maintain effective communication with stakeholders, including utility companies, government agencies and community representatives.
• Stay informed about changes in utility regulations and industry best practices.
• Prepare and maintain detailed records of all utility-related activities, agreements and changes.
• Identify, assess, and mitigate risks associated with utility services.
• Promote an equitable, inclusive, accessible, and diverse workplace.
• Perform additional tasks, activities or other duties as may be required or assigned as part of the role throughout the project.

A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Experience, Skills and Qualifications
Experience
• A minimum of 7 years' senior experience in a relevant civil engineering/ contract management capacity including a proven track record of leading multi-disciplinary projects/ programme delivery from inception through to completion.
• 5+ years of major contract management essential.
• Experience working with Utility Works contracts and urban environment.
• Strong and demonstrable leadership and management experience, including project management, procurement, contract management, financial management and change management.
• Experience in planning, governance and delivery having managed multiple teams setting goals, objectives and priorities, and establishing clear roles and responsibilities for all direct reports.
• Experience demonstrating agility to adapt to the everchanging needs of the project.
Skills
• Ability to effectively engage with and manage relationships with various stakeholders, including customers, regulatory bodies, and internal teams.
• Excellent verbal and written communication skills to facilitate clear and consistent dialogue between all parties involved.
• Proficiency in gathering, documenting, and analysing project requirements to ensure they align with customer and operational needs.
• Expertise in identifying, assessing, and mitigating risks associated with the project.
• Strong collaboration skills to work effectively with multidisciplinary teams and ensure cohesive project delivery.
• Ability to identify issues and develop effective solutions to keep the project on track.
• Experience in quality assurance processes to ensure that project deliverables meet the required standards.

Formal Education Qualifications
• Degree or 3rd level professional qualification (NFQ Level 8 or equivalent) in Project Management/Engineering/Quantity Surveying or similar relevant qualification.
Practicing / Training / Compliance
Certification Professional Memberships
• NEC4 credited advantageous but not essential.
• Project Management Certification from a body such as APM or PMI.
Certification Professional Memberships
• Membership of a related professional organisation or be in a position to apply for membership (Desirable).
