Job Summary
NAERSA currently operates on an administrative basis within the Department of Social Protection and will be formally established as a separate and independent agency operating under the aegis of the Department in due course. The Chief Executive Officer will be the most senior executive position in NAERSA and will be responsible for the leadership, strategic direction, operational delivery and management of NAERSA. The CEO will ensure the formation of a cohesive and purposeful senior management team, the recruitment and leadership of staff, the implementation and operation of effective supplier relationships with key contractors, the development of strong relationships with key stakeholders, and the presentation and promotion of the scheme to participants, employers and the general public.
Main Duties of the job
The CEO will bring vision, strategic leadership and effective management across all the functions of the NAERSA in order to ensure that it discharges its functions efficiently and effectively to the benefit of its estimated 800,000 participants and Irish society more generally.
The post holder will develop effective external stakeholder relationships, including with Government Departments, private pension providers (and their representatives), employee and employer representatives. They will be expected to engage strategically with senior decision-makers in order to help shape current and future Automatic Enrolment policy and to drive outcome focused delivery and accountability with regards to the implementation of My Future Fund.
The successful candidate will:
· Demonstrate the necessary vision, leadership and executive management skills to ensure the efficient and effective performance of the Authority and effective oversight of My Future Fund;
- Demonstrate analysis skills and financial acumen, the ability to set business goals and priorities with prudent financial management;
- Demonstrate high standards of integrity, and an understanding of the principles and practices of good corporate governance especially as it pertains to statutory and non-statutory bodies funded directly or indirectly by the Exchequer;
- Demonstrate the ability to represent NAERSA effectively in media engagements;
- Have, or be able to quickly acquire, an understanding of the operation of Automatic Enrolment/My Future Fund;
While it is not necessary for candidates to be experts in the funding, operation and management of retirement savings, it is essential that they can demonstrate at interview a familiarity with, and an understanding of, the operation of pension schemes and the regulatory environment, including taxation, within which they operate.
Information about the Organisation
The Minister for Social Protection is seeking to identify and appoint an experienced senior executive to complete the implementation of the National Automatic Enrolment Retirement Savings Scheme, to be known as My Future Fund and, following its implementation, to provide ongoing strategic leadership and management of its operations as Chief Executive Officer (CEO) of the National Automatic Enrolment Retirement Savings Authority (NAERSA).
Ultimately, My Future Fund is expected to manage the retirement savings arrangements of over 800,000 people, with an estimated total fund value of upwards of €300bn.
Given its scale and scope, and the impact it will have on supporting incomes over multiple generations, the implementation of My Future Fund provides an exciting opportunity for a suitably qualified person to lead and give effect to a far-reaching reform of the pensions landscape.
