Job Description

Reporting to the Head of Commercial Agreements and in support of the Procurement Package Managers, the Commercial Officer (Key Outside Party Agreements) will support the establishment and implementation of the commercial strategy for external and third-party contracts. The role requires close collaboration with the Development & Delivery, Land & Property, Design & Engineering and Stakeholder Engagement teams working cross-functionally with Project stakeholders and subject matter experts and teams. The Commercial Officer (Key Outside Party Agreements) will operate within the Commercial Directorate. The Commercial Officer (Key Outside Party Agreements) will act at all times in a manner that supports and promotes the values of MetroLink, actively fostering collaborative relationships with key stakeholders (internal and external) and the market, gaining valuable insights, and cultivating a culture of partnership and engagement.

Principal Accountabilities

  • Understand the strategy for Commercial Agreements, ensuring work activities are delivered compliantly and consistently with its approach.
  • Manage and coordinate the implementation of the strategy working in coordination with the Development & Delivery, Land & Property, Design & Engineering and Stakeholder Engagement teams, ensuring all supply chain, procurement and commercial activities are aligned with the Project’s objectives and policies.
  • Provide support to the Procurement Package Managers and other functional teams in the drafting of procurement and contract documentation where required, including advising the Procurement & Contracts team on the Third-Party requirements and assumptions to be incorporated for realising the objectives of MetroLink.
  • Interface between the Development & Delivery, Land & Property, Design & Engineering and Procurement & Contracts teams to ensure all of the Project’s needs are captured for the purposes of supporting commercial negotiation of agreements with external stakeholders.
  • Interface with the Development & Delivery, Land & Property, Design & Engineering and Procurement & Contracts teams to ensure they are kept appropriately informed on the progress of commercial negotiations with key outside parties, managing the flow of information in a controlled/recorded manner to facilitate efficient update of documentation as may be necessary.
  • Preparation of Memorandum of Understanding and Terms of Reference/Heads of Terms documentation ahead of legal involvement to ensure principles are understood between parties.
  • Liaise with the legal team to ensure negotiations are reflected accurately in their drafting of agreements, working collaboratively with them to support any updates that may be necessary.
  • Work closely with the post-contract Commercial team to allow for the timely establishment of appropriate budget provisions and payment mechanisms necessary to support any commercial agreements.
  • Work closely with the post-contract Commercial team to manage instructions and forecasts for legal services, as well as any specialist services that may be needed to support particular agreements. 

Experience

  • A minimum of 7 years’ relevant experience in a complex commercial project environment, with experience managing across the project lifecycle through to completion in high value infrastructure or metro rail projects or projects of a similar scale / complexity.
  • Experience of dealing with commercial agreements and legal awareness of contract risks, including experience of drafting contract terms and commercial principles for supplies, services and framework agreements.
  • Experience of dealing with a range of stakeholders at all levels across the organisation influencing the improvement of process and providing guidance to support project delivery and reporting,
  • Prior experience of procuring on behalf of public bodies.

Skills

  • Sound understanding of the design and delivery requirements of technically complex projects in the architectural / engineering / construction sectors.
  • Ability to work within multi-disciplinary functions and teams while ensuring that all commercial-related tasks are conducted in a timely and accurate manner.
  • Ability to manage technical outputs to drive efficiency.
  • Excellent communication (both verbal and written) and interpersonal skills, with the ability to translate complex information into clear, actionable guidance and co-ordinate and communicate important information across team.
  • Ability to manage and deliver outcomes to ensure a high-quality service.
  • Ability to operate and execute effectively in a dynamic, fast-paced environment with multiple priorities and challenging deadlines.

Qualifications

  • Minimum NFQ Level 8 degree (or equivalent) in relevant subject area e.g., project management, engineering, supply chain, procurement, quantity surveying, business, or related discipline.
  • Level 9 Masters in relevant field would be advantageous but not essential (or equivalent masters).
  •  Membership of a relevant professional body such as Royal Institute of Chartered Surveyors (RICS), Society of Chartered Surveyors Ireland (SCSI) or relevant equivalent would be advantageous.
