Salary:  €83,192 - €109,216 

Background

Reporting to the Senior Asset Manager, the Digital Asset Information Manager – Light Rail, will be part of the Asset Management team within the broader Light Rail Network Management Section of TII. The purpose of the role is to lead the development, implementation and continuous improvement of TII’s digital asset information management capabilities for Light Rail. The person appointed to this role will provide strategic leadership in the application of digital technologies and workflows for asset management and information management thereby enhancing the digital information and asset management capabilities of the section. This will ensure asset information is accurate and trusted to inform investment decisions that optimise the life and performance of light rail assets and contributes to the Asset Investment Programme (AIP). The Digital Asset Information Manager will also ensure TII’s approach to asset and information management for light rail aligns with industry best practice.

Roles and Responsibilities

         i.              To establish, implement and maintain the Asset Information Management Framework for light rail, specifically for the operational asset. This comprises developing key standards, processes and procedures for the Asset Management unit.

       ii.              Lead and support the adoption and implementation of ISO 55000 Asset Management principles for all aspects of asset management for light rail including asset management processes, systems and decision support tools.

     iii.              Advocate for and lead the integration of information across different enterprise systems including asset management solutions, GIS, BIM, Computerised Maintenance management System (CMMS), Financial management systems and emerging digital technologies

     iv.              Ensure TII’s light rail asset management approach is well placed to successfully deliver a comprehensive digital representation of the physical infrastructure and the maintenance activities associated with it, to support maintenance, renewal and operational activities on the light rail network.

       v.              Establish data governance policies and procedures that ensure information delivered by third parties relating to light rail assets is a true and accurate record of works undertaken, or about the asset itself and contains appropriate attribution and metadata.

     vi.              Develop and maintain a comprehensive digital representation of the light rail network incorporating key attribution to support maintenance, renewal and operational activities working towards establishing a digital twin of the light rail network.

   vii.              Lead the specification, procurement and implementation of digital solutions for asset management that contribute to the development of asset investment programs in a coordinated and optimised manner.

 viii.              Improve the accessibility and utilisation of light rail asset information to support TII staff in their day to day operational and engineering activities.

     ix.              Working with your colleagues in Asset Management to ensure the delivery of asset condition surveys in a suitable format to aid the utilisation of condition surveys to target asset enhancement works.

        x.              Provide leadership, management and professional development to direct reports, ensuring their contribution in the delivery of digital asset management objectives.

Other responsibilities include:

1.  Lead information management for asset renewal and network enhancement projects to deliver comprehensive, accurate and accessible records for these works
2. Oversee information quality assurance and validation processes, ensuring compliance with relevant information management standards such as ISO 19650 and ISO55000
3.  Working with colleagues across TII to maintain As-Built and Safety File records of the light rail asset, ensuring they are accurate and accessible to staff
4. Contribute to strategies and policies influencing the delivery of TII’s Climate Adaptability and Sustainability initiatives for light rail
5. Manage risks associated with digital delivery and project data, including data security and information governance
6.  Management of direct reports / staff and ensure their development and performance through performance management and on-going professional development.
7. Engage with various internal and external stakeholders such as the Capital Projects team, the Operations and Maintenance Contractor, government departments, agencies, contractors and consultants to ensure accurate asset information is managed and exchanged effectively between all parties and also as part of the delivery of light rail services
8.  Preparation of reports, presentations and dashboards relating to asset information
9. Assist with projects which improve Luas services and support delivery of Lifecycle Asset Renewal and Network Enhancement Projects. 
10. Assist with the preparation and prioritisation of maintenance plans for the light rail
11. Assist the Senior Asset Manager to continuously improve asset management and asset management practices within the light rail network management section, staying abreast of industry developments for the light rail sector.
12. Work closely with the other colleagues within the Light Rail Network Management team as well as with TII’s safety section and the Commission for Rail Regulation (CRR) on safety related matters and the development of safety management systems (SMS) for the light rail team.
13. To undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade.

Education & Experience

1. Degree or 3rd level professional qualification (NFQ Level 8 or equivalent) in Information Management, Information Systems, Engineering, Business or other relevant discipline.
2. At least seven years’ relevant experience in a senior position, with some experience in light rail, heavy rail or other public infrastructure or operations roles would be an advantage.
3.  At least five years’ experience of working in the areas of Asset Management, Digital Construction, Information Management, GIS or BIM.
4.  Demonstrated ability to manage multiple workstreams concurrently, effectively prioritising tasks to ensure focus on critical activities.
5. Strong experience of cultivating and maintaining effective relationships with key stakeholders and contractors.
6. Excellent people management skills and proven team player who is willing to work as part of a wider team.
7. Good experience of working with colleagues in other disciplines and departments in identifying and implementing solutions to problems.
8. Knowledge and experience of management of operations, including the application of risk management and project governance.
9. Some experience in public procurement, including writing specifications, preparing data room information, responding to queries from tenderers, and evaluating pre-qualification submissions and tenders, would be advantageous.
10. Strong communication skills, with the ability to present complex information clearly and concisely to a variety of audiences.
11. Good negotiation skills and good stakeholder management and relationship skills.
12. A strong commitment to public service and upholding high standards of honesty, ethics and integrity.
