GIS and Data Technical Lead
Background
The use of Geographic Information Systems and spatial data technologies is an increasingly important part of TII’s activities across a number of divisions, enabling the management and analysis of information based on the characteristic of location. TII’s core activities in the construction, operation and management of complex road and light rail infrastructure require an expanding need to employ GIS and data management into our day-to-day operations.
The purpose of this position is to, under limited direction, be the technical lead for Enterprise GIS technology, assist in the development and progression of Enterprise GIS solutions across the organisation and work with spatial data from all aspects of TII’s business and divisions. As it is a technical lead role, individuals will be expected to take ownership and lead by example in areas of data management, automation, data analytics and demonstrate expertise in ESRI ArcGIS and Safe FME products.
Role and Responsibilities
The primary responsibilities of the role are:
• Provide advanced GIS technical leadership in the growing Geospatial and Data Department, as part of TII’s corporate GIS, Asset Management, Data Management and Data Analytics/Data Science visions.
• Define and manage projects to improve corporate-wide GIS support according to business needs.
• Engage with the providers of enterprise spatial data technologies used within TII (GIS, AIM, ETL).
• Assist with the management and administration of geodatabases for the delivery of TII’s asset management strategic objectives.
• Develop workflows and automate processes using FME to increase efficiencies and assist staff with automation of tasks and geospatial data integration.
• Assist in publishing innovative web mapping applications and dashboards to disseminate TII data via internal (and external) applications.
• Maintain geospatial datasets to ensure databases and web applications are up to-date, and develop new processes and procedures, as necessary.
• Meet with end-user departments and key stakeholders to understand needs; using input from the users - research, evaluate and implement custom solutions.
• Expand the use of web mapping applications to additional users and groups within TII and for external users on the TII Website.
• Provide user support for GIS web applications / web maps / other GIS queries.
• Carry out other relevant tasks and duties as may be appropriate to the grade.
All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.
Education & Experience
- Degree level qualification (Level 8) in GIS, Computer Sciences, Engineering, Geography, or allied discipline.
- 5 years minimum post graduate experience with GIS and data management.
- A proven track record in the management and application of Enterprise GIS solutions.
- Experience in the use and management of database products, allied with strong ICT skills.
- A thorough understanding of ESRI’s ArcGIS platform.
- A thorough understanding of Safe’s FME platform.
- Experience in automating processes, including ETL workflows.
- Familiarity with data analytics and working with dashboard technologies.
- Demonstrated ability to work in a team environment.
- Fluency in the English language, both written and oral
Desirable Requirements
- Post-graduate qualification in GIS.
- Scripting skills – Python, R , SQL etc.
- Cloud technology skills – Azure, AWS etc.
