Salary:  €85,786 to €107,064 


Background to Department / Role 

The Network Management Division is responsible for the management of the national road network, comprising approximately 5,300km of Ireland’s principal roads, including approximately 1,300km of motorways and dual carriageways.  Stewardship of national road assets is a core function of the Network Management Division, undertaken in line with TII’s Policy, Strategy and Framework and implemented in accordance with TII’s Strategic Asset Management Plans (SAMP).  The use and application of geospatial technologies is increasingly central to the Network Management Divisions asset management and broader operational activities.  of the national road network. 

More broadly, the use of Geographic Information Systems and technologies is an increasingly important part of TII’s activities across a number of Divisions within TII, enabling the management and analysis of information based on the characteristic of location.  TII’s core activities in the construction, operation and management of complex road and light rail infrastructure increasingly depend on the use of GIS in our day-to-day operations. 

The GIS Manager will manage the day-to-day operation of GIS in TII, overseeing the ongoing development of the enterprise GIS technology and the associated spatial databases, ensuring the quality and reliability of the data for effective dissemination. This a technical position, suited to someone with a strong background in managing enterprise GIS technology, enterprise geodatabase, geospatial standards and a proven ability to lead a team of GIS analysts and technicians.  

TII’s GIS activities are delivered through the ArcGIS platform, through the use of a range of desktop and mobile applications and the GIS Manager is central to maintaining existing applications and the rollout of further applications to meet growing business needs.   


Role and Responsibilities 

The key areas of responsibilities for this role include: 

  • Planning, coordinating and directing the development, implementation and maintenance of TII’s Geographic Information Systems (GIS); 
  • Provide technical expertise on the management of Enterprise GIS, including ESRI’s ArcGIS Enterprise and ArcGIS Online platforms, Enterprise Geodatabase, and Safe software’s FME; 
  • Lead TII’s Technical GIS experts in their day-to-day operations.  The GIS Manager will be responsible for the assignment of work and the performance of reporting staff and supporting their professional development; 
  • System administration, database management and application development; 
  • Managing the acquisition, integration and maintenance of spatial datasets; 
  • Work closely with colleagues responsible for TII’s network asset management activities to ensure the effective integration of asset management software systems and GIS, helping to enhance TII’s asset management and operational activities; 
  • Successfully manage the rollout of essential GIS projects and applications across TII; 
  • Be engaged in ensuring the wider and more effective use of GIS across TII. 
  • Develop and maintain productive relationships with relevant Government Bodies, local authorities, state agencies, transport operators and external consultants on GIS; 
  • Work collaboratively with colleagues across TII in the delivery of GIS systems and operations; 
  • Maintain a knowledge of evolving international trends in GIS, to help shape TII’s future direction in this area; 
  • Foster a positive “can do” attitude amongst the team and be an effective team player, leading by example in a technical capacity; 
  • Demonstrate excellent communication skills (verbal, written and presentation); 
  • Be an effective decision maker and demonstrate ability to work on own initiative; 
  • Undertaking such tasks and duties as may be assigned appropriate to the grade. 

All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation. 

Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time.  The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise. 

ESSENTIAL REQUIREMENTS 

Education & Experience 

The successful candidate will be required to demonstrate the key competencies for a Grade 1 position as identified in Appendix A, as well as the following job-specific requirements: 

Essential Requirements 

  • Degree level qualification (Irish NFQ Level 8) in GIS, Computer Sciences, Engineering, Geography, or allied discipline, preferably with a post-graduate qualification in GIS. 
  • At least seven years post graduate experience, of which five years minimum must be with GIS and data management; 
  • A proven track record in the management and application of Enterprise GIS solutions; 
  • Experience in the use and management of database products, allied with strong ICT skills; 
  • A thorough understanding of ESRI’s ArcGIS platform; 
  • A thorough understanding of Safe’s FME platform; 
  • Experience in automating processes, including ETL workflows; 
  • Prior experience in the management and motivation of a team 
  • Demonstrated ability to work in a team environment; 
  • Have a strong commitment to the successful integration of sustainability and life cycle principles into operational and maintenance programmes in TII; 
  • Fluency in the English language, both written and oral; 
  • Excellent communications skills – verbal and written; 
  • Currently hold and maintain a full driving licence. 

Desirable Requirements 

  • Scripting skills – Python, R, SQL etc; 
  • Cloud technology skills – Azure, AWS etc; 
  • Familiarity with data analytics and working with dashboard technologies.
