Title of Position: Head of Human Resources
Salary: €101,894 to €126,035
Background
The Head of Human Resources is a senior position within TII, leading a team of HR professionals and support staff, ensuring high standards of HR management, overseeing all aspects of People matters in connection with TII’s activities and supporting staff and the delivery of TII projects and operations.

Role and Responsibilities
Specific responsibilities of the role will include:
Strategic HR leadership
- Understand TII’s operational and strategic objectives and challenges
- Align the HR strategy to deliver on the strategic objectives and address the challenges
- Develop HR initiatives and metrics, consistent with strategic objectives that deliver measurable business outcomes
- Support in changing work practices
- Work collaboratively with the Metrolink leadership team and the Metrolink Strategic HR Business Partner to ensure alignment with TII practices
Employee Engagement and Culture
- Foster a strong, positive employee experience and workplace culture embracing Equity, Diversity and Inclusion
- Develop engagement strategies to gather employee sentiment to include employee fora, engagement surveys etc.
- Enhance performance management practices to foster a high-performance culture.
- Lead out on actions to strengthen TII’s culture so that it supports the attainment of TII’s goals and promotes employee engagement, satisfaction and wellbeing, contributing to making TII a great place to work
- Implement initiatives to improve attraction and retention of employees and enhance TII’s reputation as an employer of choice
Recruitment & Induction
- Responsibility for all recruitment within TII to include effective management of recruitment campaigns and reporting on same to the Executive Team
- Management of/ co-ordination of induction processes for TII new starters and inbound consultants and contractors
Performance Management and personal development
- Review and enhance processes for employee performance monitoring and appraisal.
- Support personal development, motivating and building the capacity of the TII team
- Support managers in coaching, disciplining, and resolving employee grievances effectively
- Responsibility for the management of all grievance and disciplinary issues; support and advise employees and line managers on such issues ensuring that policies and procedures are followed
Learning and Development
- Responsibility for all learning and continuous professional development, promotion and reporting on same to TII Executive and Board
- Chairing the Learning & Development committee
- Work with divisional and project heads to identify key training/upskilling requirements ahead
- Co-ordinating the training needs analysis and PMDS in conjunction with line-managers, co-ordinating relevant courses internally and externally
- Collaborate on the design and implementation of talent development programs.
- Oversee the training budget, ensuring employees have access to learning and development opportunities
Workforce Planning
- Manage short to medium term workforce planning as we respond to changing circumstances so that we have the right number of people with the right skills to deliver on our mandate
- Oversee, with the relevant function managers, the development and implementation of succession planning.
- Manage the relationships with Divisional and Project leads/HR business partners.
Management of Pay, Pension and benefits
- Oversee instructions on employee payroll and pension matters in conjunction with Government circulars
- Oversee administration of TII’s pension schemes and ensure the requirements under the disclosure of information regulations and the Pensions Acts are fulfilled
- Oversee delivery of pension information sessions for staff
- Manage the provision and monitoring of employee benefits overall including leave
Compliance and Risk
- Oversee all aspects of the HR function to ensure compliance with legislative requirements, public sector guidelines and reporting requirements (e.g. Gender pay gap reporting)
- Ensuring compliance with the TII Code of Practice and all procurement guidelines
- Be accountable for company compliance with current regulations, professional standards, policies and procedures and legislation.
- Assisting with and managing Committees/Working Groups including wellness, training, health and safety & data protection.
- Manage any HR audit processes
- Manage the TII HR Risk register and contribute to the enterprise risk register
Policies and procedures
- Responsibility for developing, promoting, implementing and maintaining TII’s HR policies and procedures in line with best practice and ensuring compliance with legislation and Circulars
- Providing advice and guidance on any queries concerning TII’s policies and procedures
Stakeholder management
- Develop and maintain effective relationships with a range of internal and external stakeholders including staff and pensioners, TII Board and Executive team, union representatives, professional advisors and the Department of Transport among others;
- Interact with other HR networks to stay abreast of evolving HR practice.
ESSENTIAL REQUIREMENTS
The successful candidate will be required to demonstrate the key competencies for a Principal Officer position, as well as the following job-specific requirements:
- A 3rd level qualification in Human Resources or a relevant field (NFQ Level 8)
- Full member of the Chartered Institute of Personnel and Development (CIPD)
- A minimum of 9 years proven experience in Human Resources Management, ideally including experience gained in public sector organisations, with a minimum of 7 years’ experience at senior management level
- Demonstrable experience in delivering or project managing numerous concurrent HR initiatives
- Demonstrable experience in managing significant change initiatives within an organisation
- Solid knowledge of Employment Law
- Experience of working with diverse teams in a large and complex organisation
- Experience of managing a team and the output of that team
- Ability to work on own initiative with strong multitasking and time management capabilities
· Ability to work to tight deadlines and prioritise tasks effectively
- Highly organised with strong attention to detail
- Advanced Microsoft skills – Word, Powerpoint, Excel and Teams, with an aptitude for new systems
- Excellent interpersonal skills and a positive, approachable manner with the ability to develop and maintain effective working relationships at all levels of the business.
- Excellent communication, influencing, negotiation and presentation skills, ability to represent the team and TII at different levels.
- Demonstrate a good understanding of, or the ability to quickly learn, the public sector working environment
