MetroLink Consultancy Services Manager
General Transport Infrastructure Ireland (TII) was set up to deliver and operate safe and efficient light rail and national road networks. TII’s mission is to deliver transport infrastructure and services that contribute to the quality of life of the people of Ireland and support the country’s economic growth. TII’s ability to deliver and operate light rail and roads networks efficiently is recognised, as evidenced by the portfolio of National Development Plan (NDP) 2021–2030 investments entrusted to TII and its partners to deliver. Under the NDP there are three areas under the remit of TII which identify key priorities
1) Investment in public transport infrastructure to be delivered on behalf of the National Transport Authority (NTA) in line with the Transport Strategy for the Greater Dublin Area 2022-2042. This Strategy commits to the undertaking of appraisal, planning and design of Luas network expansion to Bray, Finglas, Lucan and Poolbeg. Importantly, the Plan also sets out a firm commitment to deliver a metro rail system known as MetroLink that will run from Swords to Charlemont, connecting Dublin Airport with the city centre and providing interchanges with other public transport services including Iarnród Eireann at Glasnevin, the DART at Tara Street and Luas at O’Connell Street and Charlemont. TII also delivers light railway infrastructure being planned in other cities. Currently TII is working in partnership with the NTA on the planning and design of Cork Light Rail Transit.
2) Investment in national roads, active travel and Greenway infrastructure will be delivered in accordance with the guiding principles of the Department of Transport, National Investment Framework for Transport in Ireland and the Strategy for Future Development of National and Regional Greenways. The major roads, active travel and Greenways projects to be delivered and funding provisions are set out in the NDP 2021 to 2030. TII also has a new function for the delivery of zero and low emission vehicle infrastructure (ZEVI) under the Road Traffic and Roads Act 2023.
3) Investment in asset management, maintenance and renewal expenditure will need to increase over the lifetime of the NDP to meet the required investment levels for the current transport network and for new projects as they come into service
TII’s ambitious plans for infrastructural delivery will drive Ireland’s long term economic, environmental and social progress across all parts of the country over the next decade. The NDP, which is aligned with the delivery of the objectives of the National Planning Framework (NPF), sets out a roadmap and the level of investment which will underpin the NPF and drive its implementation over the next ten years. MetroLink Programme MetroLink is a transformative piece of public transport infrastructure and will be Dublin’s first metro railway. The system will offer a high-capacity, high-frequency metro railway with 16 new stations from Swords to Charlemont. It will interlink with multiple transport networks, including Dublin Airport, Irish Rail, DART, Dublin Bus, and Luas, promoting a seamlessly integrated transport experience for the Greater Dublin Area. The majority of its 19km route is underground, marking a paradigm shift for Irish public transport. Upon launch, MetroLink will provide trains every three minutes during peak times, with expected annual passenger numbers of 53 million, providing unprecedented convenience of travel to passengers.

Job Description The Consultancy Services Manager is responsible for overseeing the successful delivery, performance and governance of consulting services contracts across MetroLink with various contract forms from CoE (Technical) to NEC4 PSC and ranging in value from €1m to €50m. The role holder ensures that consultancy engagements are aligned with strategic objectives, delivered to agreed standards, and compliant with legal and regulatory requirements. The Consultancy Services Manager monitors the effectiveness of consultancy inputs, addressing any deviations from scope or performance expectations, and mitigating risks associated with service delivery. Through close collaboration with internal stakeholders and external consultancy providers, the Consultancy Services Manager ensures that services are value-driven, outcomes-focused, and contribute meaningfully to MetroLink’s programme goals. The role holder is responsible for tracking key performance indicators, reporting to senior leadership, and driving continuous improvement in the management of consultancy services.
Principal Accountabilities • Managing the full lifecycle of consultancy engagements, from procurement and onboarding through to delivery, performance monitoring, and contract closure, ensuring alignment with agreed terms and programme objectives. • Reporting to Commercial Steering Group and MetroLink Steering Group on Consultancy Contracts Performance and on any particular emerging issues. • Review and validate consultancy scopes, deliverables, and agreements to ensure they meet organisational standards, legal requirements, and strategic needs. • Identify and mitigate risks related to consultancy service delivery, including legal, commercial, and reputational risks, ensuring all obligations are clearly defined and met. • Provide strategic input on scope, deliverables, and performance expectations for procurement and negotiation processes, to ensure value for money and enforceable agreements. Monitor consultancy performance against agreed deliverables, timelines, and quality standards, ensuring accountability and timely resolution of issues. • Maintain accurate and timely reporting on consultancy performance, spend, compliance, and risk, providing insights to senior leadership and programme teams. • Adapt to changes in programme scope or requirements, ensuring consultancy services remain aligned with evolving MetroLink objectives. • Track and analyse performance metrics across consultancy engagements to identify trends, risks, and opportunities for improvement. • Leading effective communication and collaboration between internal stakeholders and consultancy providers to ensure shared understanding and delivery of expectations. • Leading the coordination with internal teams and external consultants to ensure alignment on scope, timelines, and deliverables, resolving any discrepancies or conflicts. • Ensure consultancy objectives are aligned with broader programme and business goals through proactive engagement with relevant departments. • Support strategic initiatives and business development by ensuring consultancy services are structured to support long-term value and organisational growth. • Identify and manage risks to the timely and effective delivery of consultancy services, developing mitigation strategies and contingency plans as needed. • Leading programme and performance meetings, providing updates on consultancy delivery, risks, and opportunities for improvement. • Managing in resolving disputes or performance issues with consultancy providers, ensuring outcomes are consistent with contractual obligations and organisational priorities. • Promote an equitable, inclusive and collaborative workplace. • Perform additional tasks, activities or other duties as may be required or assigned as part of the role as appropriate to the grade. All the divisions within TII have inter-dependent responsibilities and close cooperation, collaboration and teamwork are required across the whole organisation.

Health A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Experience, Skills and Qualifications The successful candidate will be required to demonstrate the key competencies for a Principal Officer position as outlined in Appendix 1, as well as the following job-specific requirements:
Experience • Minimum 9+ years' post graduate experience in a similar Consultancy Services Manager / Contracts Manager role on another large-scale infrastructure project
Skills • Ability to develop and maintain successful commercial relationships that benefit from programme performance and delivery metrics. • Ability to report timely and accurate management information. • Strong knowledge and experience of currently available purchasing options including framework agreements. • Ability to write, document, and maintain technical standards, guidelines, and workflows. • Attention to detail and accuracy. • Proven ability to work in a collaborative manner that is positive, open, transparent and is a clear and effective communicator to foster a committed, strategic, innovative and inclusive culture. • Ability to manage staff and set priorities and objectives. • Ability to operate and execute effectively in a dynamic environment with multiple priorities and agreed timeframes. • Proven ability to address challenges such as supply chain disruptions, fluctuating market conditions, and supplier compliance issues. • Ability to work effectively within a cross function multi-disciplinary functions matrix environment while ensuring that all procurement related tasks are conducted in a timely and accurate manner. • Well-developed interpersonal and communication skills along with high personal motivation and energy. • Competent in Microsoft Office.
Formal Education Qualifications • A minimum NFQ level 8 degree in engineering, quantity surveying or a related subject matter is required.
Professional Memberships • A professional qualification such as Engineers Ireland (IE), Institute of Civil Engineers (ICE), Society of Chartered Surveyors Ireland (SCSI) or relevant equivalent is required. • Membership of Institute of Management Consulting or Association of Project Management or Project Manager Institute (PMI) is desirable

PRINCIPAL CONDITIONS OF SERVICE The scale of pay for Principal Officer as of 1 March 2025 is as follows
Personal Pension Contribution (PPC) Pay Scale: €104,971 to €129,841 - personal pension contribution (PPC) rate. This salary is payable to an individual who is required to make a personal pension contribution (PPC) to their main pension (in general those persons whose initial appointment to the Public Service is on or after 6th April 1995).
Non PPC Scale: €99,723 to €123,349 - non personal pension contribution (non-PPC) rate. This salary is payable to an individual who is not required to make a personal pension contribution (PPC) to their main pension scheme.
Note: • Entry salary will be at the minimum point of the scale and will not be subject to negotiation. • Different pay and conditions may apply if, immediately prior to appointment, the appointee is already a serving Civil Servant or Public Servant
The rate of remuneration may be adjusted from time to time in line with Government pay policy
