Rolling Stock Engineer
Background
The Rolling Stock function is responsible for planning and delivery of new rolling stock and maintenance of existing fleets and maintenance facilities and depots in line with national investment and climate policies, as well as TII’s asset management policies and strategies and appropriate internationally recognised asset management standards. The function is also responsible for ensuring that the Luas Operations and Maintenance Contractor performs its obligations relating to vehicle management and maintenance within the contract.
Currently TII owns a fleet of 81 vehicles on the Red Line comprising 40 No. ‘401’ series vehicles and 41 No. ‘502’ series vehicles. TII is also currently procuring a replacement fleet for the Red Line, overseeing an overhaul programme on the current fleet and planning a Mid-Life Refresh investment on its Green Line fleet.
The Rolling Stock Engineer’s role is to provide technical expertise and assistance in the maintenance and overhaul of the existing rolling stock fleet and to manage various projects and initiatives as and when directed to so do. The successful candidate will also be required to assist in the procurement, delivery, commissioning, maintenance and overhaul for new vehicles, as well as supporting various Luas network developments/line extensions and/or new schemes. The role will also include providing support and advice in relation proposed improvements to depot facilities for the efficient maintenance of rolling stock.
Role and Responsibilities
· To support the Senior Rolling Stock Manager in managing key stakeholders in relation to the maintenance of the existing and future rolling stock fleets.
· To assist in the preparation and development of technical specifications and business cases (to cover rolling stock asset management and life cycle renewals, climate adaptation and resilience and enhancement projects) in line with national guidelines and procedures.
· To contribute to the development of TII’s multi-annual Rolling Stock Strategy. This will include the charting of the necessary rolling stock requirements for all future line extensions and addressing these provisions from a procurement, delivery, commissioning, maintenance, performance monitoring and end of life disposal perspective.
· To aid in the management of the introduction of new rolling stock onto the network including playing an active role in the ensuring compliance with the Guideline for the Application for Acceptance for New Light Rail Works or New Light Rail Rolling Stock Reviewing.
· To assist with the development of a light rail depot strategy to support an expanding network in line with the NTA’s Greater Dublin Area Transport Strategy.
· To support TII’s safety section and the Commission for Railway Regulation (CRR) in the development of safety management systems consistent with TII’s obligations as a Railway Organisation.
· To work closely with TII colleagues and departments to ensure all the requirements of the rolling stock fleet are addressed in all ongoing and future network enhancement projects, including any depot upgrade or expansion projects.
· To prepare detailed reports and presentations for the Rolling Stock manager and to assist in keeping relevant documentation up to date in accordance with TII’s policies.
· To input into the development of depot plant and equipment specifications for procurement (e.g. wash systems, lifting systems, etc) for new and existing depots.
· To undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade.
All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.
Education & Experience
- A 3rd level professional qualification (NFQ Level 8 or equivalent) in engineering or other relevant discipline.
- A minimum 5 years post graduate experience, with sufficient and relevant experience in the process for statutory approvals for the Application for Acceptance (AFA) of New Rolling Stock according to the Railway Safety Act (2005);
- Possess the technical skills and capabilities to develop and check detailed technical specifications thoroughly, ensuring the highest levels of competence are maintained to enable proficient workflow and ensure an efficient and effective delivery of such tasks;
- Have a good understanding of railway-related technical and safety standards including but not limited to: Euronorms (ENs), Statutory Instruments (SIs), International Standards Organisation standards (ISOs), industry standards & guidelines and national regulations;
- Have to ability to communicate, manage and interact with a range of multi-disciplinary stakeholders, including internal and external parties to ensure project management activities are delivered on time and on budget;
- Have a good understanding of the vehicle-related interfaces associated with the operation of a fleet of railway vehicles including; maintenance and depot-related equipment, track and civil infrastructure and associated spares and special tools used in railway vehicle maintenance;
- Have good analytical skills and a creative approach to problem solving;
- Possess strong interpersonal, presentation and communication skills;
- Have good report writing skills together with an ability to produce high quality analysis;
- Have a high level of computer proficiency.
- Knowledge of working on railway operating environments and / or working within safety critical environments.
