The Rolling Stock function is responsible for leading the planning and delivery of TII Rolling Stock and maintenance facilities Investment Programme for the Light Rail Network in line with national investment and climate policies, as well as TII’s asset management policies and strategies and appropriate internationally recognised asset management standards. The function is also responsible for ensuring that the Luas Operations and Maintenance Contractor (the O&M Contractor) carries out its obligations as they relate to vehicle maintenance under the current contract, efficiently and effectively. Currently TII maintains a fleet of 81 vehicles on the Red Line comprising 40 ‘401’ series vehicles and 41 ‘502’ series vehicles. TII is also currently procuring a replacement fleet for the Red Line finalising an overhaul programme on its fleet and planning a Mid-Life Refresh capital programme on its Green Line fleet. The Grade 3 Rolling Stock Engineer’s role is to provide technical expertise, and assistance in the management and supervision of the O& M Contractor’s tram maintenance and overhaul activities and to assist with the management of various capital projects and initiatives as and when directed to so do. The successful candidate will also be required to assist in the management of the procurement, delivery, commissioning, maintenance and overhaul for the replacement Red Line fleet, the procurement of which is currently underway and any future fleet procurement initiatives as well as supporting various Luas network developments/line extensions and/or new LRV network projects. The role will also include providing support and advice in relation to proposed improvements to depot facilities related to the efficient maintenance of rolling stock.
ROLE, DUTIES AND RESPONSIBILITIES • To support the Senior Rolling Stock Manager and his/her team in managing key stakeholders in relation to the maintenance of the existing and future rolling stock fleets. • To assist in the preparation and development of technical specifications and business cases (to cover rolling stock asset management and life cycle renewals, climate adaptation and resilience and enhancement projects) in line with national guidelines and procedures. • To contribute to the Rolling Stock function’s development of TII’s multi-annual Rolling Stock Strategy. This will include the charting of the necessary rolling stock requirements for all future line extensions and address these provisions from a procurement, delivery, commissioning, maintenance, performance-monitoring and end-of- life disposal perspective. • To aid the function in the management of the introduction of new light rail rolling stock onto the network including playing an active role in the ensuring compliance with the CRR’s guidelines. • To act as an assistant participant in the development of a light rail depot strategy to support an expanding network and the delivery of Luas 2050 and all future lines forming part of the Greater Dublin Area Transport Strategy 2022-2042. • To support TII’s safety section and the Commission for Railway Regulation (CRR) in the development of safety management systems consistent with TII’s obligations as a Railway Organisation. • To work closely with TII colleagues and departments to ensure all the requirements of the rolling stock fleet are addressed in all ongoing and future network enhancement projects, including the Red Cow Depot Expansion Project. • To draft and prepare detailed reports for the review of the Rolling Stock manager as well as ensuring all relevant documentation is written in accordance with TII’s internal policies. To assist the Rolling Stock function with the development of depot plant and equipment specifications for procurement (Wash systems, Lifting systems, etc) for new and existing depots. • To undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade. All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.
