Title of position: SENIOR ENVIRNOMENTAL MANAGER – NEW LUAS PROJECTS 

Salary:  €89,432 to €111,822 


BACKGROUND INFORMATION 

The Light Railway Capital Programme business unit is responsible for delivering a portfolio of nationally significant light railway projects that support sustainable economic growth in Ireland and enable the National Strategic Outcomes and priorities of the National Development Plan. 

The light railway projects currently under the remit of the Light Railway Capital Programmes business unit include Luas Finglas, Luas Lucan, and Luas Poolbeg all of which are supported by the Greater Dublin Area Transport Strategy 2022-2042. TII is also progressing the route selection of a light railway scheme in Cork, in line with the Cork Metropolitan Area Transport Strategy. 

The Light Railway Capital Programme business unit also supports the management of the Luas network, including supporting Life Cycle Asset Renewals programmes and Network Enhancements programmes, in collaboration with the Luas Networks business unit in TII’s Commercial Operations division.  

The Light Railway Capital Programme business unit is responsible for delivering a portfolio of nationally significant light railway projects. Two new sections have been established: 

  • Light Railway Dublin Metropolitan Area 
  • Light Railway GDA & Regional Cities 

Each section leads the planning and delivery of assigned light railway projects. The Senior Environmental Manager will play a key role in supporting the Heads of these sections in managing projects through planning, design, procurement and delivery stages. 


ROLE, DUTIES AND RESPONSIBILITIES   

The principal duties of the position will include: 

Environmental Planning: 

  • Lead and manage the work of external environmental service providers, environmental staff and administrative staff as may be assigned.  
  • Coordinate and manage the day-to-day environmental support of project teams engaged in the delivery of Light Rail projects. 
  • Ensure appropriate procedures and quality controls are in place for the coordination and management of the Engineering Designers Environmental Impact Assessment specialists. This will include coordinating and managing technical reviews of various environmental sub-disciplines. 
  • Lead or assist (as required) the various portfolio and project teams in procuring technical advisers.  
  • Ensure project deliverables comply with environmental best practice guidance and legislation (e.g. EIA Directive) as they pertain to Light Rail projects.  
  • Ensure project deliverables pertaining to the Environmental requirements comply with external appraisal guidelines e.g. Department of Transport’s Transport Appraisal Framework. 
  • Oversee the undertaking (as it pertains to environmental matters) of comprehensive reviews of all draft documentation including Project Execution Plans, Route Option Selection Reports, Preliminary Design, Environmental Impact Assessment Reports (EIAR) and Natura Impact Statements (NIS). Ensure that appropriate procedures and quality controls are in place for the delivery of such documentation. 
  • Coordinate the provision of relevant environmental information externally to technical advisers and relevant stakeholders and internally to project teams as required. 
  • Regularly monitor and review the environmental risks associated with the project planning processes and develop and implement appropriate mitigation measures. 
  • Liaise with third parties including local authorities, statutory bodies and relevant stakeholders during planning, construction and operational stages of projects, as required. 
  • Assist in preparing responses to parliamentary questions and questions raised by members of the public in relation to various environmental issues associated with the planning, construction and operation of light rail projects. 
  • Assist in the support and management of research projects that are related to the delivery of Light Railway projects. 
  • Collaborate with and support the Environment Policy & Compliance (EPC) section of TII in respect of the development of new planning, design, construction and commissioning and maintenance environmentally overarching technical documents/ standards (as they pertain to Light Rail projects) to ensure a consistent approach is used for the treatment of all transport-related projects. 
  • Collaborate with the EPC section of TII to ensure that sustainability and best practice technical guidance across Roads & Active Travel projects are relevant and appropriately transposed to Light Rail projects. 
  • Collaborate with the EPC section’s specialist in relation to the assessment of carbon and climate impacts associated with the development of Light Rail projects.  
  • Undertaking other such tasks, activities or duties that may be required or assigned as appropriate to the grade. 

Stakeholder Management :

  • Develop and maintain productive relationships with relevant Government Departments, local authorities, National Transport Authority, other state agencies, and external consultants. 
  • Support and participate in, as required, engagement activities with members of the public in relation to Light Rail projects.  
  • Work collaboratively with team members in the section and with other TII Divisions and specialist third party technical advisors. 

All the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.  

Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.  

 

Education & Experience 

The successful candidate will be required to demonstrate the key competencies for an Assistant Principal Higher position as identified in the Competency Directory (See Appendix 1 to this Information Booklet), as well as demonstrating the capabilities as outlined in the Role, Duties and Responsibilities section and the following job-specific requirements:  

  • A recognised third level degree qualification (NFQ Level 8 or equivalent), in environmental science/civil engineering, or allied discipline.  
  • Minimum of 7 years’ experience in a responsible position of environmental management pertaining to large-scale linear infrastructure projects. 
  • A strong track record in the preparation, co-ordination, or audit of Environmental Impact Statements (EISs)/Environmental Impact Assessment Reports (EIARs), Natura Impact Statements (NIS) for large-scale linear infrastructure projects.  
  • Experience in the critical review of project feasibility and optioneering reports, sustainability plans, Environmental Impact Assessment Reports and Natura Impact Statements. 
  • Be a Chartered Engineer (Engineers Ireland) or Chartered Environmentalist, or eligible and committed to achieving professional registration within one year of appointment to the position. 
  • Have technical knowledge of, and be up to date with, relevant legislation, policy and standards, the relevant EIA planning and climate change guidance and the criteria for evaluation and classification of the significance of impacts. 
  • A strong commitment to promoting sustainability and environmental best practice and integrating sustainability, decarbonisation and climate adaptation principles into major infrastructure projects. 
  • Strong understanding of and experience around statutory planning procedures and processes for the planning, construction and operation of major infrastructure. 
  • Must have an appreciation for working in an organisation with a strong sustainability focus and must have specialist environmental knowledge e.g., carbon assessment and evaluation, noise & vibration, air quality, population & human health, landscape, biodiversity, etc., in an area that is relevant to the delivery of infrastructure. 
  • Ideally have experience of implementing BREEAM, ISO14001 Environmental Management Systems (or equivalent) or other accreditation systems on transport infrastructure projects or projects of similar scale and complexity 
  • Strong leadership and team management capabilities with an ability to lead and motivate others to deliver objectives. 
  • Strong stakeholder engagement skills to develop effective relationships with internal and external stakeholders, ensuring their feedback is incorporated into project planning and delivery. 
  • The ability to communicate clearly and effectively, both in writing and orally, in report writing and engaging with regulatory agencies and authorities. 
  • Demonstrable commitment to continuing professional development. 
  • Effective team player with stakeholder management capabilities as they relate to the responsibilities. 
  • Effective decision maker and ability to work on own initiative 
  • A good understanding of, or the ability to quickly learn, the public sector working environment. 
  • Effective time management skills to prioritise tasks and manage multiple responsibilities simultaneously. 
  • A strong commitment to public safety and to the safety of those working for TII and on behalf of TII 
  • Fluency in the English language, both written and oral  
  • Currently hold and maintain a full driving license.
