Salary: €86,622 - €114,069 

Background

One of TII’s Light Rail projects (Luas Finglas initially and other future schemes), depending on organisational requirements.

Reporting to and collaborating with the Head of Light Railway Dublin Metropolitan Area, the Senior Project Manager (SPM) will play an important role in leading Luas Finglas through its delivery phase, with particular emphasis on physical implementation, consultant and contractor oversight, programme control, risk management, stakeholder coordination and readiness for handover into operation. The SPM will have the following roles and responsibilities – these are non-exhaustive and intended to provide an overview only:

Roles and Responsibilities

Governance, Coordination and Management

·      Lead and manage delivery-phase project processes and deliverables in accordance with the Project Execution Plan, TII procedures, NTA requirements and applicable contract provisions.

·      Maintain delivery controls including construction programme tracking, contractor reporting, change control, risk and issue registers, decisions registers, financial oversight, document and drawing management, meeting records and quality assurance records.

·      Work collaboratively with the Communications and Stakeholder Management Lead, the Senior Transport Planner and the Senior Environmental Manager in the coordination and management of interdependent work streams.

·      Lead day-to-day oversight of assigned multi-disciplinary project teams during implementation, including design advisors, supervision teams, contractors and specialist suppliers.

·      Oversee and coordinate the performance of consultants, contractors, utility providers and internal TII functions to ensure delivery-phase interfaces are actively managed and implementation issues are resolved in a timely manner.

·      Support the Regional Head and Head of Public Transport Capital Programmes in preparing for TII management, TII Board, NTA and Government Department meetings and engagements.

·      Ensure alignment of project outputs with strategic objectives and regulatory requirements.

·      Perform additional tasks, activities or other duties as may be required or assigned as part of the role and as are appropriate to the grade.

People Management

The SPM will be responsible for:

·      The project management of multi-disciplinary teams comprising internal resources and external advisors.

·      Acting as line manager, as necessary, including acting as the point of escalation and management of resources and PM&D reviews. A Project Manager (Design) will support the SPM in respect of design and design coordination aspects.

·      Overseeing and promoting awareness of the broader business and project related interdependencies, ensuring effective management of these interfaces.

·      Optimise the project team’s effectiveness and efficiency.

Stakeholder Engagement

·      Support the Regional Head in engagements with key stakeholders at senior management level including Local Authorities, the Land Development Agency, Irish Rail and other large stakeholders. Provide or contribute to presentations as deemed necessary.

·      Coordinate engagement with stakeholders in relation to day-to-day aspects.

·      Work collaboratively with the Communications and Stakeholder Management Lead in the leadership and oversight of project communication teams.

·      Chair or co-chair working groups as required and set out in the Project Execution Plan.

Project Delivery

·      Lead TII’s oversight of the physical delivery of Luas Finglas during detailed design, enabling works, main construction, systems integration, testing, commissioning and close-out.

·      Oversee delivery-phase technical outputs and site-based implementation, ensuring that construction, utilities, traffic management, public realm, active travel, systems and operational interfaces are coordinated and delivered to the required scope, quality, safety, cost and programme parameters.

·      Coordinate the delivery interfaces between transport planning, environmental commitments, land and property, utilities, traffic management, stakeholder communications, construction sequencing and operational readiness.

·      Support the development, mobilisation and administration of construction, consultancy and specialist delivery contracts, ensuring that procurement outputs are fit for delivery and aligned with TII governance and procurement requirements.

·      Liaise with legal and procurement teams to ensure all contracts are robust and mitigate potential risks.

·      Direct, challenge and coordinate the work of consultants, contractors and advisors during implementation to ensure safe, timely, high-quality and cost-effective delivery of Luas Finglas.

Risk, Contract and Delivery Management

·      Identify, mitigate and escalate delivery risks proactively, including construction, utilities, traffic management, stakeholder, safety, environmental, programme, cost and contractual risks.

·      Support contract administration during implementation, including review of contractor performance, progress reporting, change management, claims management, risk allowances and delivery-related governance approvals.

·      Liaise with legal and procurement teams to ensure robust contractual frameworks.

·      Partner with TII’s Project Services and Commercial Leads, as well as external advisors, to ensure effective contract administration, timely resolution of claims and disputes, disciplined programme oversight and clear accountability across consultancy, supervision and construction contracts.

Education & Experience

• A recognised third level degree qualification (minimum NFQ Level 8) in Civil Engineering, Transport Planning, Urban Architecture, or allied discipline.
• Be a Chartered Engineer with Engineers Ireland or be professionally registered at an equivalent level with an equivalent organisation, or have the necessary qualifications to apply for Chartership and will apply within 12 months of being appointed.
• Minimum 8 years’ experience in a responsible project management position, including mandatory experience in the delivery of significant infrastructure schemes in complex urban environments.
• Proven track record in overseeing the implementation, contract administration and physical delivery of large-scale linear infrastructure projects, including coordination of consultants, contractors, utilities and stakeholders.
• Light rail experience is highly desirable, particularly experience involving urban tramway construction, systems integration, testing, commissioning or interface management with an operational transport network.
• Proven experience in stakeholder engagement and leadership of multidisciplinary teams.

Skills and Competencies

• Proven ability to oversee delivery-phase activities and construction management on large-scale multi-disciplinary infrastructure projects, including site interfaces, contractor performance, programme, cost, quality and safety oversight.
• Strong understanding of delivering public transport infrastructure in constrained urban environments, including interfaces with traffic, pedestrians, cyclists, utilities, public realm, local communities, businesses and existing transport services.
• Strong risk, financial, technical, contract, dispute resolution and stakeholder management capabilities as they relate to major linear infrastructure projects.
• An understanding of the challenges of maintaining momentum, managing interfaces and resolving issues in a live major-project delivery environment.
• Demonstrates an understanding of the application of the Infrastructure Guidelines as they relate to large-scale light rail projects.
• Demonstrates an understanding and knowledge of the relevant legislation, statutory consents, environmental commitments, safety requirements and delivery obligations applicable to the construction and implementation of light rail projects.
• Demonstrates a strong understanding of the Capital Works Management Framework.
• Demonstrates strong Strategic thinking and problem-solving abilities.
• Excellent communication and interpersonal skills.
• High proficiency in project governance, risk management and technical coordination.
• Excellent verbal, written and interpersonal communications skills.
• Fluency in the English language, both written and oral.
• Currently hold and maintain a full driving licence.
