Background

The Light Railway Capital Programme business unit is responsible for delivering a portfolio of nationally significant light railway projects that support sustainable economic growth in Ireland and enable the National Strategic Outcomes and priorities of the National Development Plan. 

The light railway projects under the remit of the Light Railway Capital Programmes business unit include Luas Finglas, Luas Lucan, Luas Poolbeg and Luas Bray, all of which are supported by the Greater Dublin Area Transport Strategy 2022-2042. TII is also progressing the route selection of a light railway scheme in Cork, in line with the Cork Metropolitan Area Transport Strategy.

The Light Railway Capital Programme business unit also supports the management of the Luas network, including supporting Life Cycle Asset Renewals programmes and Network Enhancements programmes, in collaboration with the Luas Networks business unit in TII’s Commercial Operations division.

The Light Railway Capital Programme business unit is responsible for delivering a portfolio of nationally significant light railway projects. Two new sections have been established:

·       Light Railway Dublin Metropolitan Area

·       Light Railway GDA & Regional Cities

Each section leads the planning and delivery of assigned light railway projects. The Senior Transport Planner will play a key role in supporting the Heads of these sections in managing projects through planning, design, procurement, and delivery stages.

ROLE, DUTIES AND RESPONSIBILITIES

Transport Planning:

·       Directing and managing the work of technical advisors - Transport/Urban Planners, Engineers, Analysts, Transport Economists, GIS Analyst and administrative Staff.;

·       Initiating and assisting engineering and operations teams with alignment analysis and assessment of new Light Rail projects, starting at pre-feasibility stage, the assessment and appraisal of alternatives, preliminary Business Case, input to Railway Order application, and final Business case, etc.

·       Ensure project appraisal deliverables comply with external appraisal guidelines e.g. Department of Transport’s Transport Appraisal Framework and Department of Public Expenditure’s Infrastructure Guidelines.

·        Understand the benefits and limitations of transport models with regard to light rail. Augment transport modelling information with information on wider benefits arising from light-rail provision - e.g. Transport Oriented Development and Climate benefits of light rail provision.

·       Coordinate the carrying out of strategic studies and surveys and compiling high level data relating to the light rail network. Manage the collation, analysis, interpretation of data to identify trends in demand for transport services. 

·       Assist the various portfolio and project teams in procuring technical advisers. Coordinate and manage technical reviews of the work of the Transport Planning technical advisers.

·       Manage the development of processes and techniques for analysis of data and look for opportunities to maximise the use of IT (including AI opportunities) and other data sets to inform the monitoring of performance of TII transport networks (existing and proposed).

·       Ensure that projects/programmes are aligned to wider policy including the programme for government, sustainable mobility policy, etc.

·       Collaborate with and support the Strategic and Transport Planning Section of TII in respect of:

o  Formulating and implementing TII policies, procedures and guidelines in the area of project and programme appraisal and project prioritisation pertaining to public transport projects where TII is the Sponsoring Agency.

o  Support and lead on TII inputs to updates to the GDA Transportation Strategy, the Cork Metropolitan Transportation Strategy and other strategies as relevant to the capital and regional cities.  

·       Assisting in the development of plans aimed at securing future funds for the TII programme of work.

·        Undertaking other such tasks, activities or duties as may be required or assigned as appropriate to the grade. 

Stakeholder Management

·       Develop and maintain productive relationships with relevant Government Departments, local authorities, National Transport Authority, other state agencies, Transport operators and external consultants 

·       Work collaboratively with team members in the Section and with other TII Divisions and specialist third party technical advisors

·       Represent and undertake presentations on behalf of TII to key stakeholders

·       Network with equivalent organisations internationally.

Note:    The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.

Education & Experience

·       Degree or third level professional qualification (HETAC Level 8 or equivalent) in Engineering, Transport Planning, Economics, Mathematics or allied discipline.

·       Minimum 7 years’ post graduate experience in a responsible position of transport planning pertaining to large-scale linear infrastructure projects which interact with the urban environment (preferably in public transport projects).

·       A track record of leading (or auditing) the appraisal of large-scale linear infrastructure projects which interact with the urban environment (preferably in public transport projects).

·       Proven experience in stakeholder engagement and multidisciplinary team leadership.

Skills and Competencies

·       In-depth knowledge and experience with strategic modeling (e.g., Saturn, Visum), microsimulation modeling (e.g., Vissim) and junction modeling.

·       Experience with relevant economic appraisal tools including TUBA.

·       In depth knowledge of the Infrastructure Guidelines and the Transport Appraisal Framework.

·       Strong application of GIS in the context of transport planning and analysis.

·       High proficiency in project governance, risk management, and technical coordination.

·       Excellent verbal, written and interpersonal communications skills.

·       Strategic thinking and problem-solving abilities.

·       Fluency in the English language, both written and oral.

·       Currently hold and maintain a full driving licence.
