Title of Position:             Risk and Compliance Manager – Tolling Business

Salary:                               €77,602 to €101,887

Background Information

TII Tolling Section is responsible for monitoring and managing the outsourced service providers for:

·       eFlow; the Barrier-Free Tolling system in operation on Dublin's M50 Motorway.

o  eFlow operations records circa 57m passages each year and collects circa €180m in Tolls from approximately 2m customers.

o  eFlow domestic enforcement provision contract

·       eToll; Ireland’s Interoperability Management platform;

o  the integrated national platform for collecting tolls using an electronic tag.

o  eToll processes circa 65m transactions to the value of circa €205m in tolls.

The Tolling Section also focuses on emerging mobility technologies and trends in ecommerce, tolling and road pricing sector nationally and internationally and is involved in preparing longer term plans to evolve the road transport sector in Ireland to play a leading role in developing a more sustainable transport sector in Ireland and to tackle climate change.

Role and Responsibilities

-       This role will be responsible for the planning and management of Governance, Risk and Compliance (GRC) activities in the tolling section and in particular the M50 eFlow Operation as part of TII Commercial Operations Division

-       The main objective of the role is to develop, manage and report on the GRC assurance framework of TII outsourced tolling operations and service providers ensuring compliance with all regulatory and legislative standards and alignment with TII policies and procedures.

-       for all supply chain procurement and contract activities for EV infrastructure delivery.

The key areas of responsibilities for this role:

Governance Assurance:

·       Design and drive the implementation of the strategy for the tolling operation and service providers GRC framework.

·       Manage the activities and performance of the Operational Management Support Services provider resources regarding the GRC workstream.

·       Assess and continuously improve the GRC reporting generated by the tolling operation and service providers, focussing on quality, transparency, accuracy, completeness, and relevance.

·       Provide oversight and assurance over GRC activities to ensure alignment with the Authority’s policies and compliance requirements.

·       Develop and implement assurance methodologies and frameworks to evaluate the effectiveness of tolling operation and service providers GRC practices, and compliance controls.

Risk-based Assurance:

·       Develop a risk-based methodology with relevant internal and external stakeholders to identify and prioritise assurance activities and focus resources on high-risk areas, including but not limited to, information security, business continuity and regulatory compliance.

·       Monitor and track assurance findings and remediation efforts to ensure timely resolution of identified issues and mitigate potential risks to the Authority.

Information Security and Data Protection Assurance: 

  • Develop and implement an assurance framework to ensure that appropriate information security measures are in place to safeguard data and mitigate cybersecurity threats effectively.

Compliance Assurance:

·       Assess compliance with contractual agreements, regulatory requirements, internal policies and procedures, industry standards. (e.g. GDPR, ISO 9001 - quality, ISO 14001 - environmental, ISO 27001 - information security; ISO 55001 Asset Management, PCI, etc.)

·       Stay informed of changes in legislation, regulations, and industry best practices to update assurance programs and address emerging compliance risks.

Provide assurance over the tolling operation and service providers compliance training programs, monitoring activities, and reporting mechanisms to ensure effectiveness and accountability.

Stakeholder Engagement:

·       Build and maintain collaborative relationships with internal and external stakeholders.

·       Report assurance findings and recommendations to key TII stakeholders in line with internal requirements.

·       Collaboration with the wider Commercial Operations Division, other TII sections and TII advisors in relation to such matters as Data Protection/GDPR, Information Security, Governance and Risk.

·       Provide oversight to the Tolling Business Unit’s risks and support of the Commercial Operations Divisional risks.

·       Represent Tolling Operations at relevant GRC corporate and other public sector workshops and committees, e.g. Audit & Risk Committee.

·       Serve as subject matter expert on GRC assurance matters, providing guidance and support to cross-functional teams as needed.

Other Responsibilities

·       Contributing to the planning and development of tolling programmes and change projects for TII Tolling Operations in accordance with TII strategy, including business case development and cost benefit analysis of proposed programmes and projects.

·       Assist colleagues within the Commercial Operations Division to prepare annual business plans, budgets and reports for senior management.

·       Develop relationships with counterparts in other authorities globally to facilitate knowledge-sharing and benchmarking.

·       Undertaking such tasks, activities or other duties as may be required or assigned as appropriate to the grade.

Education & Experience

·       Degree or 3rd level qualification (NFQ Level 8 or higher) in business, information technology, accounting, engineering, management, or other relevant discipline.

·       7 years’ experience working in a responsible position, managing and influencing decisions at senior levels.

·       Relevant experience in governance assurance, risk management, and compliance management of an operation or project.

·       Experience in business continuity management, information security management (ISO 27001), data protection, project management (e.g., Prince2) of an operation or project would be desirable.

·       Experience in stakeholder management.

·       Good contract management and project management skills related to the delivery and/or operation of commercial operations or programme/project.

·       Proven leadership skills and effective people / relationship management ability.

·       Highly organised, with strong interpersonal skills and ability to communicate effectively, including verbal communication, report writing and presentation skills.

·       Effective decision maker and ability to work on own initiative.

·       Experience of transport policy and familiarity with tolling would be desirable.

·       Familiarity with the culture and organisation of state agencies and operators.

·       Excellent IT skills (Microsoft Office applications)
