Tolling Business Project Manager

Salary:                             €70,368 - €90,198

 Background

Among TII’s core responsibilities is the National Road Network which is made up of primary and secondary roads (including motorways, dual carriageways and single lane roads), accounting for 5,306km of roadway. This network carries almost 50% of all road traffic and over 90% of all freight traffic nationally and as such is critical to the effective functioning of our economy and society.

 

There are ten toll roads on the National Road Network. Eight are operated under a toll concession “Public Private Partnership” (PPP) model and two are operated directly on behalf of Transport Infrastructure Ireland (TII); the M50 and Dublin Tunnel. 

The Tolling business serves hundreds of thousands of customers on a daily basis. Its outsourced operations include diverse digital supported services of roadside vehicle passage capture, back-office IT systems, hosted data bases, customer contact services, public information, financial management, enforcement activities, business intelligence, performance analytics, data protection and security.  

The Tolling section manages the:

·      BAU ‘business as usual’ tolling operations including the M50 eFlow toll operation and interoperability management services

·      Change projects relating to the procurement, mobilisation and transition of new services and future re-procurement of existing BAU tolling services. The M50 eFlow tolling operator is currently implementing a new website and app

·      Strategy and innovation work streams relating to future tolling post PPP expiry road user charging to protect sustainable funding of Motorway operations and Greater Dublin area Demand Management measures to protect the strategic function of the M50 and adjacent national road network.  

Role and Responsibilities

The successful candidate will support the planning, procurement, management and delivery of programmes and projects in connection with TII’s Tolling business.  

The key areas of responsibilities for this role are:

Governance

·      Support the Programme Delivery Manager adhering to the steering and assurance governance arrangements of programmes, projects and operations related to the Tolling business and demand management

·      Prepare regular programme and project progress reports with a high degree of accuracy, quality and reliability

·      Collaborate effectively with the Tolling business, BAU management team, colleagues and stakeholders to safeguard operational stability, business continuity and commercial results

·      Define the requirements for and manage external professional support services providers as required.   

Project and contract management

Provide oversight of change programme and projects including:

·    Project initiation and planning  

·    Resources and budget management  

·    Progress/ Programme/ schedule management

·    Issues and risk management

·    Contract and change management

·    Quality management

 Strategic planning

·      Contribute to strategic planning and the development of TII’s Tolling business, demand management and change projects in accordance with TII’s Statement of Strategy, including business case development of proposed programmes and projects

·      Support and advise on implications of new or updated European Directives in particular the 2022 revised euro vignette directive relating to tolling and road pricing. Represent TII and support the Department of Transport with respect to committees and technical working groups on electronic tolling and interoperability

·      Brief key stakeholders as required on key issues relating to tolling, road user charging and demand management and assist with the response to political and public queries and Freedom of Information requests

·      Review and analyse best practice in relation to international tolling, demand management and digital customer services

·      Develop relationships with counterparts in other authorities globally to facilitate knowledge sharing and benchmarking

Other tasks

·      Undertaking such other tasks, activities or other duties as may be required or assigned as appropriate to the grade

 All the divisions within TII have inter-dependant responsibilities and close cooperation, collaboration and teamwork are required across the whole organisation to meet tight deadlines. 

Note:   The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.

ESSENTIAL REQUIREMENTS

Character

Each candidate must be of good character.  

Health

A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service

Education & Experience

The successful candidate will be required to demonstrate the key competencies for a Grade 2 position as identified in Appendix A, as well as the following job-specific requirements:

·      A recognised third level degree qualification (NFQ Level 8) in information technology,  engineering, geography, science, economics or business, or other equivalent relevant qualification or a recognised professional qualification

·      A minimum of 5 years’ experience with responsible positions held in delivery and management of projects with a strategic, technical and operational component

·      Project management experience, skills and training (e.g. Prince2) with proven scope, resource, schedule, budget and risk management capabilities

·      Excellent oral and written communication skills

·      Effective relationship building and people management skills and an ability to provide leadership to a multi-disciplinary team

·      Experience of and comfortable in managing relationships with multiple stakeholders

·      Good commercial acumen and contract management experience

·      Experience of managing projects with Communications and Technology (ICT) aspects and an appreciation of customer service, (voice and digital) would be beneficial

·      Fluency in the English language, both written and oral

Desirable:

·      Experience of public procurement.

·      An understanding of transport economics and demand management in the context of the tolling and road user charging.   

·      An understanding of emerging trends and digitalisation in the transport and mobility sector
