IRISH AID
Irish Aid is the Irish Government’s programme of assistance to developing countries. At the core of the Irish Aid programme is the ongoing and difficult job of tackling the underlying causes of poverty and suffering. The primary regional focus of the programme is with nine programme countries; seven in Africa (Ethiopia, Lesotho, Malawi, Mozambique, Tanzania, Uganda, Zambia) and Timor-Leste and Vietnam.
AGEING AND DEVELOPMENT PROGRAMME
This is a three-year joint programme by Age Action Ireland and HelpAge International and funded by Irish Aid. Its purpose is to expand the international dimension of the work of Age Action and developing within the Help Age International network an Irish base committed to promoting ageing as a global issue and taking action on behalf of older people worldwide. It is intended that these activities would result in a greater awareness of the importance and value of the work of Irish Aid in supporting developing countries, especially Ghana, Uganda, Columbia and Jamaica.
EMPOWERMENT AND REGIONAL DEVELOPMENT
Empowerment and Regional Development is a major focus in the strategic thinking of Age Action. It covers the wide variety of activities undertaken in mobilising and empowering older people at local and regional level and in expanding our work throughout the whole country. Our approach is to promote the active involvement of older people and forge close partnerships with other relevant organisations in all our programmes.
THE JOB
The Development Officer will be employed by Age Action and will be directly responsible to the Head of Empowerment and Regional Development for the leadership and management of all aspects of this programme. The Development Officer would be a member of the Empowerment and Regional Development team but would have access to the other team leaders and teams e.g. Advocacy & Communications for policy and media issues; Services for other programmes e.g. regional networks, U3A, Getting Started, Care & Repair; Finance and Administration for administration and evaluation; Business Development for fundraising and working the corporate sector.
The main duties are: -
-To prepare a detailed plan and programme of work in accordance with the approved grant application
-To plan, implement and evaluate all aspects of the programme
-Develop and maintain relations with other organisations running relevant programmes
-Manage all the communications and promotional activities of the programme in close co- operation with the Head of Advocacy and Communications
-To help in the establishment of a small action group of people to oversee the programme and to assist in its development in including the recruitment and support of volunteers.
-To promote the programme among all the target audience through information on the Age Action website, Age Action’s monthly magazine Ageing Matters, involvement in national events including the AGM/exhibition, Positive Ageing Week and the Over 50’s Show
-To contribute to the development of ageing and development policies in Ireland by contributing to the Pre-Budget Submission and submissions on other Government policies and statements such as the proposed National Positive Ageing Strategy.
-To contribute to the work of Help Age International by adding an Irish dimension through its publications and events e.g. the campaign Age Demands Action on 1 October
-To develop promotional and learning material including a photo exhibition suitable for selected audiences based on pilot meetings and workshops at national and regional levels
-To prepare policies on ageing and development for consultation among Age Action members, the general public, the media and political groups.
-To prepare regular activity and financial reports on the programme for submission to the Board of Directors of Age Action, HelpAge International and Irish Aid.
THE PERSON
The person should have knowledge and understanding of ageing and development. Experience of working in a developing country preferably with older people would be advantageous. The person should have experience of teamwork and a track record of working well with groups and individuals. The person should be an effective communicator both orally and in writing. The person should have experience of running a programme of this kind with a track record of working well under pressure and to tight deadlines. Experience of working with older people and volunteers would be desirable.
CONDITIONS OF SERVICE
This is a fixed term contract up to 31 December 2011 but may be extended subject to the availability of additional funding. The salary is linked to the current 13-point scale, €11,429 to €18,525. Placement on the scale will be set according to experience and qualifications. There will be work outside normal working office hours in the evenings and weekends. The appointment is subject to a probationary period of three months. The person appointed would also be included in Age Action’s Death in Service Benefit Policy, eligible to contribute to a pension scheme and group scheme reduction in health insurance with VHI/BUPA.
