Head of Examinations Division
Job Outline: To lead, manage and develop the Institute examination’s process with the aim of maintaining and enhancing the Institute’s reputation. The key areas of responsibility cover:
- Developing and updating the Institute’s Competency Statement;
- Developing and implementing examination policies and procedures and advising on the development of same;
- Managing of relations with stakeholders including Examiners, Moderators and marking teams and interface with lecturing teams;
- Leading the Examinations Division;
- Managing the customer service and quality processes within examinations area.
Reporting to: Director of Education and Training
Specific responsibilities:
Overall responsibilities may vary from time to time, but can be sub-divided into the identified responsibilities, as follows:
Competency Statement Development & Updating :
- Managing the annual update and approval process of the Institute’s Competency Statement (syllabus) with the desire to ensure that it is recognised as current, appropriate and innovative;
- Undertaking periodic reviews of the education programme and related research to inform developments of the Competency Statement as required.
Examination Policies and Procedures :
- Developing, updating, reviewing and communicating examination policies, procedures, regulations in line with guidance from Education Board and Examinations Committees;
- Researching comparative practices of other professional bodies and advising on same to relevant parties;
- Overseeing the operation of these procedures;
- Maintaining the Institute reputation in our dealings with Regulators.
Examination Paper Development & Marking :
- Overseeing and managing the examination paper development processes and ensuring that appropriate quality processes operate on a consistent basis;
- Management of the agreement of final examination papers and publication of same including solutions in a timely manner;
- Monitoring the examination marking processes, compilation of results and adjudication of same (by relevant committees) to ensure accuracy at all times;
- Overseeing the publishing examination results;
- Overseeing the publishing of appropriate examiner and other reports on the examinations;
- Managing the examiner lecturer interface through timely coordination meetings.
Head of Division :
- Leading the Examinations Team, including day-to-day operational management of Examinations Operations Managers including staff management and appraisals;
- Contributing to the strategic direction and developments in the Examinations area in line with Institute strategic plan and policy decisions;
- Managing the key relationships with all key stakeholders (including Examiners, Moderators, students (including CASSI), firms etc.) in a proactive manner;
- Overseeing the recruitment of Examination personnel (e.g. examiners) and assessing their training and development needs;
- Working collaboratively with other Institute Departments, and building relationships with key external stakeholders (training firms, student societies), Examiners and Moderators etc.
- Ensuring the effective and efficient operation of the Examinations Team, through the departmental budgeting and management accounting process and IT systems.
Customer Service and Quality Processes :
- Ensuring an appropriate customer service environment is in place at all times including customer feedback processes and reporting;
- Achieving team targets relating to customer service etc.;
- Overseeing the on-going quality processes and ensuring that these are effectively operated in line with Institute policy particularly in the areas of exam paper development and examination processing.
- As the Institute is an all-island body, there will be an element of travel to work on practitioner site.
Person Specification:
This is a senior position within the Institute – Head of Division - which requires an individual who can establish proactive and trusting relationships with colleagues and sub-contractors, Committees, firms and students based upon credible experience and expertise. As a result, candidates should be qualified Chartered Accountants with a minimum of five years post-qualification experience in a leadership role.
Experience of planning and managing change would be a distinct advantage. The position will interest those who enjoy the challenge of change. The Institute is the premier accounting body in Ireland, and is embracing an agenda for change centred on being the leader in accountancy education and examinations. Candidates should be committed to contributing fully to a team of professionals at the very centre of development of the accountancy examinations in Ireland.
A sound knowledge of the work of technical aspects of accountancy education and assessment processes in particular would be essential. Excellent organisational, communication and influencing skills will be required, and candidates should have a track record of team management leadership.
Given the importance of examinations to the reputation of the Institute a demonstrable ability to oversee and manage the accurate processing of examination systems (e.g. paper setting onwards) is essential.
The role requires an ability to oversee and effectively delegate operations. A consistent focus on meeting and managing customer service expectations is essential.
